Book excerpt: In recent years, Cameroon has been approached by growing numbers of local and international investors wanting to acquire arable land for large-scale agro-industrial operations. This seems to be regarded as a positive phenomenon in the country, as it is encouraged by the government and is expected to boost the nation's balance of payments. In order to make a realistic assessment of the situation, this study takes a closer look at large-scale land acquisitions by the agro-industrial sector since 2005. Examining the legal framework and the practical implications of these land acquisitions, it shows that there is a risk that these investments will affect the long-term capacity of communities to preserve their traditional way of living. Their territories are being substantially reduced, their ecological environment and social stability are threatened, and the situation is further exacerbated by the lack of transparency in the allocation process. The authors propose several possible solutions that will serve the long-term interests of both local populations and agro-industrial companies.

The global study aims to provide governments, international financing institutions, the private sector and other partners with the evidence and analysis needed to make more and better investments in agriculture human capital. This publication is part of the Directions in Investment series under the FAO Investment Centre's Knowledge for Investment (K4I) programme.

Book excerpt: This book discusses the social and political consequences of the economic and financial crisis that befell African economies since the 1980s, using as case study the plantation economy of the Anglophone region of Cameroon. The focus is thus on recent efforts to liberalize and privatize an agro-industrial enterprise where overseas capital and its domestic partners have converged, the consequent modes of production and labour, and the alternatives proposed and resistance generated. The study details how the unprecedented crisis caused great commotion in the region, and presented a serious challenge to existing theories on plantation production and capital accumulation. The crisis resulted in the introduction of a number of neoliberal economic reforms, including the withdrawal of state intervention and the restructuring, liquidation and privatisation of the major agro-industrial enterprises. These reforms in turn had severe consequences for several civil-society groups and their organisations that had a direct stake in the regional plantation economy, notably the regional elite, chiefs, plantation workers and contract farmers. On the basis of extensive research in the Anglophone Cameroon region, Konings shows that these civil-society groups have never resigned themselves to their fate but have been actively involved in a variety of formal and informal modes of resistance.

In Cameroon, the years following the last global financial crisis saw a boom in Chinese investments in the rubber industry, in particular in rubber estates belonging to two companies: Sud-Cameroun Hevea SA and GMG HEVECAM. These investments come from Sinochem, one of the largest Chinese state-owned multinationals, and involve the rehabilitation of existing rubber estates, as well as expansion into new areas. Since the initial investment from China, exports of rubber from Cameroon to China increased from almost none to nearly half of total rubber exports in 2011. We conducted research into the nature and extent of China’s investment in the Cameroonian rubber sector and assessed initial findings through the lens of socially responsible investments (SRI). Overall, the picture shows that the two investments are subject to a number of governance challenges, particularly in relation to land allocations.

The main objective of this study was to provide information on the potentials, investment and growth policies of commercial agriculture in Cameroon. It gives an overview of the constraints and analyzes the national, regional or international competitiveness of six value chains of the agricultural sector. This paper examines family and large agro-industrial farms from different regions of Cameroon. The six aspects studied are: cassava, cotton, maize, palm oil, plantain and poultry. The primary purpose of this study of competitiveness is to identify products and operating systems already competitive or having the ability to become competitive on the domestic, regional or global market. The Government has explicitly asked the Bank to support new projects of its agricultural program. This economic and sectoral work will serve as a basis for a new loan to the agricultural sector of Cameroon.

Book excerpt: The current economic crisis and political liberalization process in Africa have led in many cases to a partial withdrawal of the state, creating more space for autonomous forms of organization and action. Most analyses of these developments focus only on the national level, overlooking forms of organization and action at regional and local levels. This monograph tries to fill this gap. It first examines the impact of the current economic crisis on one of the oldest private agro-industrial enterprises in Cameroon, the Plantations Pamol du Cameroun Ltd, or Pamol, as it is still popularly called. It is a subsidiary of the giant Unilever company located in the South West Province of Anglophone Cameroon. The Francophone-dominated Cameroonian state denied any assistance to the ailing company during the crisis, leading to Pamol's liquidation in 1987. Interestingly, the newly appointed liquidator then decided to run the company as an ongoing business until a prospective buyer was found. The book also assesses the roles played by Pamol's trade unions and contract farmers'cooperatives, as well as by newly created regional elite groups and associations, in defence of their members' interests. Their capacity to act appears to be strengthened by the current political liberalization process.

Book excerpt: This paper examines dynamic patterns of investment in Cameroon, Ghana, Kenya, Zambia and Zimbabwe, assessing the consistency of those patterns with different adjustment cost structures. Using survey data on manufactured firms, we document the importance of zero investment episodes and lumpy investment. The proportion of firms experiencing large investment spikes is significant in explaining aggregate manufacturing investment. Taken together, evidence from descriptive statistics, average investment regressions modeling the response to capital imbalance, and transition data analysis indicate that irreversibility is an important factor considered by firms when making investment plans. The picture is not unanimous however, and some explanations for the mixed results are proposed.

People in the rainforest region of Cameroon used to harvest fresh fruit bunches (FFB) from the wild dura variety to produce palm oil and kernel oil, and fell and tap old stands of both dura and pisifera varieties to produce palm wine, which is a much cherished liquor. The hybrid tenera oil palm variety produces the highest yield -up to eight times more- compared to other vegetable oil crops like soybean, sunflower or rapeseed (Mathew et al. 2007; Feintrenie and Rafflegeau 2012; Jacquemard 2012).
