Available in PDF, EPUB and Kindle. Book excerpt: Most of the U.S. agricultural export gains under FTAs have occurred with Canada and Mexico, the top two U.S. agricultural trading partners. Though U.S. sales to overseas markets were expected to increase anyway because of population growth and income gains, analyses suggest that the FTAs recently put into effect or concluded since 2004 could boost U.S. agricultural exports by an additional 2.0% to 2.7%. Large gains are also projected under the potential FTA with South Korea. Because of the reciprocity introduced into the agricultural trading relationship in those FTAs concluded with several developing countries that protect their farm sectors with high tariffs and restrictive quotas, U.S. exporters will benefit from increased sales. Net U.S. agricultural imports under these FTAs could be 1.4% higher than forecast. The share of two-way U.S. agricultural trade (exports and imports) covered by FTAs has increased from 1% in 1985 (when the first FTA took effect) to 41% in 2006 (reflecting FTAs with 13 countries). Ranked in order, they are Canada, Mexico, Australia, Chile, Guatemala, Honduras, Israel, El Salvador, Singapore, Morocco, Nicaragua, Jordan, and Bahrain. If trade is included with nine other countries with which FTAs have been: approved but are not yet in effect (Costa Rica and Oman); concluded and awaiting consideration in the 110th Congress (Colombia, Panama, Peru and South Korea); recently took effect (Dominican Republic); and may be concluded (Thailand and Malaysia), another 9% of U.S. agricultural trade would be covered.

Book excerpt: The challenges to meeting the growing global food demand—population and income growth and supply uncertainties complicated by climate change, environmental pressures, and water scarcity—all point to the increasing importance of trade and the need for a more, not less, open trading system. Growth in agricultural trade has been facilitated in part through the rules-based system established under the World Trade Organization (WTO), particularly the Uruguay Round Agreement on Agriculture (AoA). The AoA was implemented in 1995 and brought substantial discipline to the areas of market access, domestic support, and export competition. However, progress since the Uruguay Round has been limited. While the Doha Development Agenda (DDA) was launched with much anticipation in 2001, members failed to reach agreement in July 2008 and the trade agenda in Geneva has since advanced slowly. Despite the best efforts of many, the negotiating intensity seen in late 2007 and 2008 has largely dissipated, in part due to the global recession and the inevitable changes in governments that sometime shift the focus of negotiations. Serious efforts were made to renew the negotiations, but in the end, members have had to be content with harvesting the low-hanging fruit, such as trade facilitation and export competition. Although there have been significant accomplishments, they represent but a small portion of what was on the table during the DDA negotiations. In addition, negotiated settlements on the tougher issues, such as market access and domestic support, have become more difficult to obtain in isolation. The recent experience at the WTO’s Eleventh Ministerial Conference in Buenos Aires highlights the difficulties of reaching a negotiated settlement on domestic support in isolation from, say, market access. Given the increasing importance of trade in addressing food security needs and its critical role in efforts to eliminate malnutrition and hunger by 2030, achieving further progress in the liberalization of world trade is of paramount importance.

Book excerpt: Since 2001, the United States has concluded negotiations with 13 countries, resulting in 8 trade agreements (TAs). Three additional agreements have been negotiated but not yet ratified by Congress, as of March 2011. Other countries have become increasingly active in negotiating their own trade pacts. This proliferation of TAs between key U.S. trading partners and competitors may have raised concerns among U.S. exporters, whose share in established markets could be eroded by such deals. In this study, ERS examines how recently concluded TAs between ASEAN (Southeast Asia) countries and China and Australia/New Zealand, as well as pending TAs between the United States and Korea, Colombia, and Panama, will likely affect U.S. agricultural trade. Model results suggest that TAs between ASEAN countries and China and ASEAN countries and Australia/New Zealand would result in moderate losses to U.S. agricultural exports of about $350 million to those countries, but losses would be partially offset by gains in other markets. U.S. agricultural exports to Korea would expand by an estimated $1.9 billion per year if the U.S. TA with Korea were implemented. The U.S.-Colombia TA would result in an estimated $370 million in additional U.S. exports per year. U.S. exports would realize smaller gains of about $50 million per year under the pact with Panama. Empirical results confirm theoretical findings that trade created under TAs exceeds trade diverted, but that results depend on the specific circumstances of each agreement.
