Book excerpt: Agriculture is critical for sustainable development and poverty reduction, and agricultural growth can be a powerful means for inclusive growth. Uganda's success in using agriculture for development and inclusive growth will depend on a variety of factors, some of which are within the sector, some are cross-cutting and general to the economy, and some are outside Uganda's sphere of influence, such as the global and regional price development of agricultural commodities. This policy note focuses on those factors that Ugandan policymakers can influence, both within and outside the direct mandate of agricultural policymakers. The key policy question in the Ugandan context is how to shift as many farmers as possible out of subsistence agriculture into commercial agriculture. During the past two decades, a diverse array of initiatives has promoted the commercialization of smallholder agriculture in Uganda. This policy note presents major interventions needed to accelerate agricultural commercialization. This policy note is part of the larger analytical work carried out by the World Bank on inclusive growth in Uganda. It therefore feeds into that larger effort. This note does not deal with migration from rural to urban areas because that topic is covered in other notes.

Book excerpt: This study highlights how, through a series of scenarios, public investments promoting agricultural productivity in Uganda could drive growth in agrifood production, with favourable impacts on the economy, on well-being and on poverty, especially in rural areas. Using a modelling tool to represent the Ugandan economy, with its multiple sectors and current fiscal constraints, the study ranked the subsectors of Uganda’s agriculture that, through the productivity impact of public investments representing 0.25 percent of GDP (on average, about 373 billion 2017 Uganda shillings) during the years 2023–2025, will generate the greatest socio-economic benefits, maximizing the cost-effectiveness of the public investments. Generally, economic growth and the welfare of households, as measured by their consumption, will be positively impacted, but the impacts will ultimately depend on the sector that receives the investment, which is shown in a ranking. The agricultural sectors targeted for government investment will increase their output (and food prices will thus fall), and this will stimulate growth in non-agricultural sectors, both by increasing final demand for non-agricultural products and by lowering input prices and fostering upstream processing. Lower food prices will have a significant impact since food represents a relatively large proportion of the consumption basket of poorest households. Furthermore, labour income for rural households will increase with productivity growth, and this will reduce rural poverty. The findings of this study provide important information about the priorities of Uganda’s National Development Plan (NDP) III and vision for agriculture, as well as new priorities to be considered for enabling economic recovery with increased well-being post-COVID-19.

Book excerpt: Changes in the global environment have led some to question whether the conventional wisdom on the role of agriculture in economic development is still relevant to Africa today. This report critically examines the literature on this issue, taking both the conventional and skeptical views into account. It complements this review with case studies of five African countries. The findings indicate that agricultural growth will play an essential role in promoting overall economic growth and reducing poverty in most of Africa's agrarian-based economies. This holds true even for countries that have the potential for industrial growth driven by natural resources. The results also show that only smallholder food-staple and livestock production can generate broadbased agricultural growth. By demonstrating that Africa's agricultural and food subsector cannot be bypassed, this report contributes to an important ongoing debate in development studies.

It is considered a leading sector for future economic growth and economic inclusion in the current National Development Plan. Yet despite having very favorable natural resource and climate conditions for production of a wide variety of crops and livestock, average Total Factor Productivity (TFP) growth--the difference between aggregate output growth and the growth of all inputs and factors of production that produced it--in Ugandan agriculture has been negative for the last two decades. This suggests that on balance the country is now getting less for equal or greater effort. While drought and pest issues likely have played a harmful role, other plausible explanations are a combination of the following: weakening over time of the public institutional base for promoting agricultural productivity at the level of small farms, inefficiencies in agricultural public expenditures, inadequate agricultural regulation and policies, and a lack of collateralizable farm assets. National agricultural output has grown at only 2 percent per annum over the last five years, compared to agricultural output growth of 3 to 5 percent in other EAC members and 3.3 percent per annum growth in Uganda's population over the same period.
