Book excerpt: In March 1998 the European Union formally launched the accession process that will lead to a significant enlargement of the Union. So far ten countries from Central Europe: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Slovak Republic and Slovenia have submitted their applications for EU membership. This unique process immediately attracted attention of economists and policy makers. Nevertheless, it can be noticed that among numerous results already published, there is a distinctive shortage of books and papers in which quantitative research methods are applied. This is to a large extent justified by the fact that the transition and accession processes are new to the economic sciences, their methodology is not wellresearched, statistical data for the Central and East European countries are scarce and not always reliable and, generally, quantitative approach seems to be a risky and uncertain business. All these all problems can also be seen as a challenge rather than an obstacle. With this on mind, we have decided to clarify the status quo by organising a research seminar which focused on the methodology and quantitative analysis of the Central and East European transition and pre-accession processes. The seminar, East European Transition and EU Enlargement: a Quantitative Approach organised by Macroeconomic and Financial Data Centre (University of Gdansk and University ofLeicester) took place in Gdansk in June 2001. Our edited volume contains papers developed from this seminar.

Book excerpt: Agriculture plays a larger role in the economies of the new Member states of the EU than it does in EU-15. There have thus been fears of the market being flooded by cheap agricultural exports and controversy about the extension of CAP payments. This report, therefore, looks at the impact of enlargement on agriculture both in the new Member states and in the UK. It concludes that structural fragmentation and the lack of capital investment mean that the new Member states are not in a position to undermine EU agricultural markets. However there are concerns about the quality of inspection and food quality. For the UK the Committee think that enlargement is more of a challenge than a threat, especially if the government does more to help promote UK food exports and investments.

A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

Book excerpt: This book looks at agriculture and the environment, placed within the dynamic context of post-communist societal change and entry into the European Union (EU). Scrieciu explores developments in eleven Central and Eastern European (CEE) countries and argues for agriculture’s natural place in these societies. The history of these countries is significant in how it has shaped the institutions and influenced the outcomes. In many cases, during communism, agriculture was not considered a strategically. An ecological consciousness did not figure high on the agendas of authoritarian regimes. After 1990, some post-communist farm economies progressed slower than others, and environmental pressures mostly diminished with agricultural restructuring. In parts of CEE, increases in numbers of low-input small farms have resulted in some, though largely unintended, ecological benefits. A dual environmental challenge has nevertheless surfaced. On one hand, environmentally unsustainable practices have been attributed to some low-input farming. On the other hand, risks of farm over-intensification and resource overexploitation are on the rise. Also, environmental regulatory and institutional frameworks are not always effectively in place. EU membership is not creating the anticipated benefits for farm growth. There are a number of systemic structural barriers preventing many farmers from drawing on Common Agricultural Policy incentives and support. The presence of many vulnerable poor farms is clearly problematic, particularly economically. However, small-scale farms could be made more acceptable and profitable by ensuring EU policies acknowledge their value and by building institutions to support alternative farm growth strategies, aside from the traditional European model of individual corporate farm expansion. The voluntary uptake of grassroots rural cooperation and farm associations may represent such an alternative. Future European farm policy reforms need to reach the small and vulnerable, and better tackle issues of farm equity, poverty, and agricultural sustainability in the new Europe. This is a timely contribution as this type of "transition" has just begun. This book should be of use to students and researchers looking at agricultural and environmental economics, post-communist rural societal change, European integration and the Common Agricultural Policy.
