However, as Chen argues here, another significant factor has been overlooked. The current food insecurity is not absolute food shortage, since global food production still exceeds the need of the entire world population, but a problem of how to secure access to resources. Distorted agricultural trade undermines world food distribution, and uneven distribution impedes people’s access to food, particularly in poor developing countries. Examining EU and US agricultural policies and World Trade Organization negotiations in agriculture, the author argues how they affect the international agricultural trade, claiming that current food insecurity is the result of inequitable food distribution and trade practices. The international trade regime is advised to reconcile trade rules with the consideration of food security issues. Several other enforceable solutions to reduce world hunger and malnutrition are also advanced, including national capacity building, the improvement of governance, and strategic development of biofuel programs. Book excerpt: The challenges to meeting the growing global food demand—population and income growth and supply uncertainties complicated by climate change, environmental pressures, and water scarcity—all point to the increasing importance of trade and the need for a more, not less, open trading system. Growth in agricultural trade has been facilitated in part through the rules-based system established under the World Trade Organization (WTO), particularly the Uruguay Round Agreement on Agriculture (AoA). The AoA was implemented in 1995 and brought substantial discipline to the areas of market access, domestic support, and export competition. However, progress since the Uruguay Round has been limited. While the Doha Development Agenda (DDA) was launched with much anticipation in 2001, members failed to reach agreement in July 2008 and the trade agenda in Geneva has since advanced slowly. Despite the best efforts of many, the negotiating intensity seen in late 2007 and 2008 has largely dissipated, in part due to the global recession and the inevitable changes in governments that sometime shift the focus of negotiations. Serious efforts were made to renew the negotiations, but in the end, members have had to be content with harvesting the low-hanging fruit, such as trade facilitation and export competition. Although there have been significant accomplishments, they represent but a small portion of what was on the table during the DDA negotiations. In addition, negotiated settlements on the tougher issues, such as market access and domestic support, have become more difficult to obtain in isolation. The recent experience at the WTO’s Eleventh Ministerial Conference in Buenos Aires highlights the difficulties of reaching a negotiated settlement on domestic support in isolation from, say, market access. Given the increasing importance of trade in addressing food security needs and its critical role in efforts to eliminate malnutrition and hunger by 2030, achieving further progress in the liberalization of world trade is of paramount importance.

Book excerpt: This essay reviews and generalizes the recent experience of the World Bank in studies undertaken on pricing and trade policy in agriculture in developing countries. Five archetypical countries are used as the basis for comment: Nigeria, Colombia, Philippines, Jamaica, and Pakistan. The motivation behind each of the studies was to gain an understanding of the incentive or disincentive environment in which agriculture operates. Five issues are addressed: (i) structure of the incentive system; (ii) effect of trade and policy interventions on output, farm income, consumer income, and government revenue; (iii) synchronization of agricultural policy with industrial policy and other macroeconomic policies; (iv) relationship of domestic prices to border prices of similar goods; and (v) possible restructuring of agricultural pricing policies and mechanisms to achieve stated goals. The paper finds that direct government intervention in the production, pricing, and distribution of foods on a massive scale is common; there is a profound distrust of the ability of the market to value and allocate resources. However, little thought is given the type of instrument selected, resulting in price distortions with serious allocative and efficiency effects.
