Water Transfers in the West presents background and current information on factors that have encouraged water transfers, typical types of transfers, and their potential negative effects. The book highlights the benefits that water transfers can bring but notes the need for more third-party representation in the processes used to evaluate planned transfers.

Book excerpt: We, the editors, have long believed that a strong knowledge of relatively simple economic and engineering concepts is valuable in solving water management problems. The lack of such knowledge has been apparent to us in some of the journal articles, research proposals and books we have reviewed. The articles which have been written concerning specific local water economies and management issues are scattered over a wide variety of journals, making them hard to access. Most of the extensive water resources literature is concerned with large regional water projects or with narrow technical and regional issues. This book was written to make practical economic and engineering concepts readily available to urban water supply managers, thereby filling a gap in the available literature. It is concerned with decisions made daily, monthly, or annually by managers of urban water supply systems. The book includes basic chapters presenting supply and cost concepts, calculation of demand elasticities, use of marketing concepts, public goods analysis, water markets, industrial water demand and the use of price in water conservation. The authors have included multiple examples of how these concepts can aid in managing urban water supply. The water provider is generally a governmental entity or regulated private utility. Most books on public utilities and their management emphasize gas, electricity, or telephone rather than water. Water is different because of m~or variations in quality by source and the necessity for proper disposal of waste water.

Population in the seventeen western states has been and is expected to continue increasing. Groundwater levels are declining throughout the region with long-term pumping and increased demands leading to greater pumping lifts and costs, land subsidence, and salt water intrusion into groundwater basins. Construction and operation costs of future water development in these states will be great, both in dollars and in economic and social effects. Competition for the available water supply due to increased demands in both agricultural and non-agricultural sectors continues to increase. Although considerable attention has been given to some aspects of declining water supplies for irrigated agriculture in particular areas, this is the first volume to adress in a comprehensive manner the effects of scarce water supplies on agricultural production and the resultant impacts at regional, state, national, and international levels. Over seventy experts, representing all the major physical and social sciences as well as industries examine the issues and conclude that important decisions must be made at all levels of government and private enterprise if the prosperity and quality of life in the region are to be maintained. Book excerpt: In the contemporary West, pressures to more effectively reallocate water to meet growing urban and environmental demands are increasing as environmental awareness grows and climate change threatens existing water supplies. The legacy of Owens Valley raises concerns about how reallocation can occur. Although it took place over seventy years ago, the water transfer from Owens Valley to Los Angeles still plays an important role in perceptions of how water markets work. The memory of Owens Valley transfer is one of theft and environmental destruction at the hands of Los Angeles. In reassessing the infamous transfer, one could say that there was no "theft." Owens Valley landowners fared well in their land and water sales, earning more than if they had stayed in agriculture. In another sense, however, "theft" did occur. The water was not literally stolen, but there was a sharp imbalance in gains from the trade--with most of the benefits going to Los Angeles. Owens Valley, then, demonstrates the importance of distributional issues in water trades when the stakes are large. Los Angeles water rights in the Owens Valley and Mono Basin have again been a front-page issue since 1970. New environmental and recreational values and air pollution concerns have ushered in demands to curtail the shipment of water from source regions for urban use. Owen's Valley Revisited: A Reassesment of the West's First Great Water Transfer carefully explores how these sagas were addressed, considering the costs involved, and alternative approaches that might have resulted in more rapid and less contentious remedies. This analysis offers insights to guide the ongoing conversation about water politics and the future thereof. .
