Between 2000 and 2021, 74% of the growth in overall crop production on the continent was derived from increases in land area expansion, while increases in yield contributed only 26% of the growth. This unchecked expansion of land use puts the sustainability of the natural resource base under severe pressure. This book draws on a unique set of case studies from Ethiopia described and told from a truly African perspective.

The Special Issue “Advances in Food and Non-Food Biomass Production, Processing and Use in Sub-Saharan Africa: Toward a Basis for a Regional Bioeconomy" compiles 23 articles produced in this framework. Book excerpt: In the first decade of the twenty-first century, countries within Sub-Saharan Africa reached milestones that seemed impossible only ten years ago: macroeconomic stability, sustained economic growth, and improved governance. Continuing this pattern of success will require enhancing the region’s agricultural sector, in which a large proportion of poor people make a living. The authors of Strategies and Priorities for African Agriculture: Economywide Perspectives from Country Studies argue that, although the diversity of the region makes generalization difficult, increasing staple-crop production is more likely to reduce poverty than increasing export-crop production. This conclusion is based on case studies of ten low-income African countries that reflect varying levels of resource endowments and development stages. The authors also recommend increased, more efficient public investment in agriculture and agricultural markets and propose new directions for future research. The last ten years have been an encouraging time for one of the world’s poorest regions; this book offers an analysis of how recent, promising trends can be sustained into the future.

Book excerpt: Ongoing debate over water resource management in the Nile basin and continuing land degradation in agricultural areas of Ethiopia suggest a need for efficient mechanisms to improve agricultural output in the Blue Nile basin in Ethiopia. Numerous econometric and hydrological models have been developed to assess the effects of sustainable land and watershed management (SLWM) investments, however these models fail to address the trade-offs faced by rural farmers in maintaining such structures. This study combines household survey data that evaluates the economic determinants of program sustainability with a detailed hydrological model that explores location specific effects of SLWMstructures.Household survey analysis suggests that households that invested in SLWMinfrastructure on their agricultural plots between 1992 and 2002 and subsequently maintained those structures had a 24 percent higher value of production in 2010 than farming households that did not make such SLWM investments. The location specific hydrological model analysis suggests that terraces on middle and steep slope areas have the largest benefit in terms of decreased runoff and sediment and increased agricultural yields. Utilizing the results from the econometric and hydrological model, a systems model is constructed to analyze investment packages. Results suggest that the benefit of implementing only terracing on steep and mid-slope terrain does not outweigh the cost of foregone off-farm labor opportunities nor compensate for a fall in the price of agricultural output (due to increased supply). However, more comprehensive investments (such as increased fertilizer use with SLWM) show economically significant increases in household income, suggesting that a packaged investment approach is needed to reap welfare benefits from investments in SLWM infrastructure at farm level.

Recently, it has restructured itself into One-CGIAR with the intention of integrating its capabilities, knowledge, assets, people, and global presence for a new era of intercon nected and partnership-driven research towards achieving the Sustainable Development Goals (SDGs). One-CGIAR led the development of about 30 initiatives that aimed at addressing one more of the key impact areas of SDGs. One of these initiatives is “Rethinking Food Markets and Value Chains for Inclu sion and Sustainability,” referred to as rethinking markets in short. Rethinking Markets Initiative aims to provide evidence on what types of bundled innovations, incentive structures, and policies are most effec tive for creating more equitable sharing of income and employment opportunities in growing food markets, while reducing the food sector’s environmental footprint. The initiative has four work packages addressing different but interrelated issues and that are being implemented in one or more countries. Work Package 1 (WP1) is about making globally integrated value chains inclusive, efficient, and environmentally sustainable.

Book excerpt: Specifically, the paper identifies and analyzes several direct drivers of deforestation and forest degradation in Ethiopia including: forest clearance for both subsistence and large-scale agriculture; illegal and unsustainable extraction of wood mainly for charcoal and firewood; overgrazing; and recurrent forest fires. It also reviews underlying drivers including: rapid population increase and the associated growing demand for land and energy; extensive legal and institutional gaps including lack of stable and equitable forest tenure; lack of stakeholder participation in forest management and benefit-sharing schemes; and weak law enforcement. These drivers and the dominant actors behind them ranging from small-scale subsistence farmers to national and global investors are discussed in the context of the political economy, including the policy and institutional framework of the country. The implications of the overall forest condition to the objectives and requirements of REDD+ are evaluated, and key issues that need to be addressed for efficient, effective and equitable implementation of REDD+ are discussed. These key issues include: reconciling the apparently contradictory policies and programs, particularly those that negatively affect the forestry sector; improving the forest tenure and governance system; augmenting economic return from forests to communities and individuals; creating more efficient and effective forest institutions at all levels; and enhancing sectoral and regional coordination among implementing agencies.

Book excerpt: For more than two thousand years, Ethiopia’s ox-plow agricultural system was the most efficient and innovative in Africa, but has been afflicted in the recent past by a series of crises: famine, declining productivity, and losses in biodiversity. James C. McCann analyzes the last two hundred years of agricultural history in Ethiopia to determine whether the ox-plow agricultural system has adapted to population growth, new crops, and the challenges of a modern political economy based in urban centers. This agricultural history is set in the context of the larger environmental and landscape history of Ethiopia, showing how farmers have integrated crops, tools, and labor with natural cycles of rainfall and soil fertility, as well as with the social vagaries of changing political systems. McCann traces characteristic features of Ethiopian farming, such as the single-tine scratch plow, which has retained a remarkably consistent design over two millennia, and a crop repertoire that is among the most genetically diverse in the world. People of the Plow provides detailed documentation of Ethiopian agricultural practices since the early nineteenth century by examining travel narratives, early agricultural surveys, photographs and engravings, modern farming systems research, and the testimony of farmers themselves, collected during McCann’s five years of fieldwork. He then traces the ways those practices have evolved in the twentieth century in response to population growth, urban markets, and the presence of new technologies.

The report argues that there is a pressing need to close the large gap between potential and actual yields, particularly on smallholder farms in South Asia and sub-Saharan Africa, by increased adoption of improved varieties and modern agronomic practices in all developing countries. This in turn requires a major thrust in agricultural research and extension, improving credit availability, and public investment directed at pulse production. The report discusses future prospects and policy imperatives for sustaining the growth of pulse production.
