In order to meet global food demand, the Food and Agriculture Organisation estimates that production has to increase by 50% by 2050 and requires large investments. Agricultural insurance and financial instruments have been an integral part to advancing productivity and are becoming more important in increasingly globalized and specialized agricultural supply chains in the wake of potentially more frequent and severe natural disasters in today’s key producing markets. Underwriting, pricing and transferring agricultural risks is complex and requires a solid understanding of the production system, exposure, perils and the most suitable products, which vastly differ among developed and developing markets. In the last decade, new insurance schemes in emerging agricultural markets have greatly contributed to the large growth of the industry from a premium volume of US$10.1 billion (2006) to US$30.7 billion (2017). This growth is bound to continue as insurance penetration and exposure increase and new schemes are being developed. Agricultural (re)insurance has become a cornerstone of sovereign disaster risk financing frameworks. Agricultural Risk Transfer introduces the main concepts of agricultural (re)insurance and capital market risk transfer that are discussed through industry case studies. Book excerpt: Agriculture is an increasingly risky business in much of the world, including the West African region. The World Bank has developed an Agricultural Risk Management (ARM) framework that assesses risks in systemic production, markets, and enabling environments to understand their total sectoral impacts and to prioritize them. Prioritizing risks improves targeting of risk management measures so that scarce resources can be allocated where they have the most impact. It also helps identify how to align other agriculture, environment, and social protection policies to manage existing risks. These risks are usually identified and managed at national levels, and the three key types are production risks, market risks, and enabling environment risks. This report focuses on how West African countries can benefit from collaboration in managing agrifood system risks and on the resulting need to adapt a regional lens to the ARM framework. Since both crop-specific growing areas and the risks they face often span national borders, there are substantial advantages that can be gained by stronger collaboration. There is a need to build layered approaches to manage risk that combine risk-mitigating, risk-transfer, and risk-coping instruments. These risk management approaches are needed within countries, with regional approaches building on national efforts. This report provides a foundational analysis to begin identifying needed actions for West African countries and at regional levels.

Book excerpt: Abstract: This paper describes the index-based livestock insurance program in Mongolia designed in the context of a World Bank lending operation with Government of Mongolia and implemented on a pilot basis in 2005. This program involves a combination of self-insurance by herders, market-based insurance, and social insurance. Herders retain small losses, larger losses are transferred to the private insurance industry, and extreme or catastrophic losses are transferred to the government using a public safety net program. A syndicate pooling arrangement protects participating insurance companies against excessive insured losses, with excess of loss reinsurance provided by the government. The fiscal exposure of Government of Mongolia toward the most extreme losses is protected with a contingent credit facility. The insurance program relies on a mortality rate index by species in each local region. The index provides strong incentives to individual herders to continue to manage their herds so as to minimize the impacts of major livestock mortality events; individual herders receive an insurance payout based on the local mortality, irrespective of their individual losses. This project offered the first opportunity to design and implement an agriculture insurance program using a country-wide agricultural risk management approach. During the first sales season, 7 percent of the herders in the three pilot regions purchased the insurance product.

'Government Support to Agricultural Insurance' informs public and private decision makers involved in agricultural insurance about recent developments, with a particular focus on middle- and low-income countries. It presents an updated picture of the spectrum of institutional frameworks and experiences with agricultural insurance, ranging from countries in which the public sector provides no support to those in which governments heavily subsidize agricultural insurance. This analysis is based on a survey conducted by the World Bank s agricultural insurance team in 2008 in 65 developed and developing countries. Drawing on the survey results, the book identifies some key roles governments can play to support the development of sustainable, affordable, and cost-effective agricultural insurance programs.

This document provides technical input for designing a national strategy for addressing the financial weather risks facing the agricultural sector of Jamaica. As such, it identifies the various options from current available financial risk transfer instruments for addressing crop weather risks for small farmers (livestock risks are not directly addressed in this report) and identifies the public investments needed for supporting market development of the agricultural insurance market. The report is structured in five sections to facilitate its presentation. The first two sections present a snapshot of the Jamaican economy and agricultural sector, and the current situation of agricultural insurance; third section addresses a set of key issues for designing a government strategy for agricultural financial weather risk management; fourth section contains the elements of public policy and investments to support market development for agricultural insurance, and various illustrations of how to structure financial weather risk management instruments for the sector. The report concludes with a short section containing final remarks and recommendations.

These include (a) increased specialization in soybeans, with resulting reduced possibilities of risk-reduction though "portfolio" effects, (b) increased importance of agriculture in "non-traditional" areas, generally characterized by lower yields, higher yield variability and higher production and transport costs, (c) macroeconomic instability resulting in severe contraction and increased interest rates of credit and (d) upward trend in input use and per-acre production costs with consequent increase in break-even crop yields. This paper summarize recent research related to production variability in Argentine agriculture, as well as the consequences of this variability on efficiency and resource allocation and present an overview of strategies for coping with climate variability. We estimate possible benefits to agricultural producers of improved risk-transfer mechanisms. In particular, we obtain estimates of Willingness-to-Pay (WTP) of selected index-type insurance mechanisms for soybean and milk production and outline the requirements for the development of a risk-transfer market for agricultural producers.

This report draws heavily on international experience. International experience on agricultural insurance is vast, as it is currently being implemented in more than 100 countries around the world. This study benefits from this experience, which has been tailored to the local economic and social context of Guyana.
