It looks at the consequences of adversity in the economic environment for rural behavior after reform and at long-run trends. It has chapters on property rights, rural organization, and technological change. It provides a new database for measuring agricultural productivity from 1861 to 1913 and updates these estimates to the present. This book is a study of the policies aimed at reorganizing rural production and their effectiveness in transforming institutions.

Book excerpt: We study the effect of changes in land tenure, launched by the 1906 Stolypin reform, on agricultural productivity in late Imperial Russia. The reform allowed peasants to obtain land titles and consolidate separated land strips into single allotments. Our estimations suggest that the net effect of the reform on land productivity was positive, mainly due to land consolidations. We argue and present evidence that land consolidations enabled peasants to make independent production decisions from the village commune and take advantage of readily accessible technological advancements. In contrast, the titling component of the reform decreased land productivity in the short-run, arguably because of transaction costs.

Book excerpt: As the nineteenth century drew to a close and epidemics in western Europe were waning, the deadly cholera vibrio continued to wreak havoc in Russia, outlasting the Romanovs. Scholars have since argued that cholera eventually fell prey to better sanitation and strict quarantine under the Soviets, citing as evidence imperial mismanagement, a `backward' tsarist medical system and physicians' anachronistic environmental interpretations of the disease. Drawing on extensive archival research and the so-called `material turn' in historiography, however, John P. Davis here demonstrates that Romanov-era physicians' environmental approach to disease was not ill-grounded, nor a consequence of neo-liberal or populist political leanings, but born of pragmatic scientific considerations. The physicians confronted cholera in a broad and sophisticated way, essentially laying the foundations for the system of public health that the Soviets successfully used to defeat cholera during the New Economic Policy (1922-1928). By focusing for the first time on the conclusion of the cholera epoch in Russia, Davis adds an indispensable layer of nuance to the existing conception of Romanov Russia and its complicated legacy in the Soviet period.

It arose from a realization that the economic history of China—as opposed to the history of the Chinese economy—had yet to be written. Most histories of the Chinese economy, whether by Western or Chinese scholars, tend to view the economy in institutional or social terms. In contrast, the studies in this volume break new ground by systematically applying economic theory and methods to the study of China. Part One, on price behavior, presents for the first time preliminary analyses of the incomparably rich and important grain price data from the imperial archives in Beijing and Taibei during the Qing Dynasty (1644–1911). These studies reveal long-term trends in the Chinese economy since the seventeenth century and contain surprising discoveries about market integration, the agricultural economy, and demographic behavior in different regions of China. The essays in Part Two, on market response, deal with different aspects of the economy of Republican China (1912–49), showing that markets for land, labor, and capital sometimes functioned as predicted by models of economic "rationality" but at other times behaved in ways that can be explained only by combining economic analysis with knowledge of political, regional, class, and gender differences. Based on new types of data, they suggest novel interpretations of the Chinese economic experience.
