Book excerpt: Many rural Malawians experience food insecurity, attributed to a number of factors including poverty, climate change, structural adjustment, poor governance and the impacts of HIV/AIDS. The prevalence of HIV/AIDS is currently estimated at 11% amongst adults. To address food insecurity in Northern Malawi, the Soils, Food and Health Communities (SFHC) agroecological project was implemented in 2000. In 2006, the project began to focus some of its program on farmers living with HIV/AIDS, but the impact of this shift has not been studied. There are few studies examining the potential for agricultural interventions to address the food security needs of AIDS-affected households. To fill this gap, this study examines how the SFHC agroecological intervention impacted HIV/AIDS-affected households. Using a feminist political ecology approach, I collected and analysed data from participant observation, visual diagramming with focus groups (n=6) and in-depth interviews (n=63). The findings suggest that SFHC agroecological methods contribute to increased crop yields, labour relief, income generation, networking and dietary diversity. Yet, household poverty, ongoing impacts of HIV/AIDS, gender inequalities and abuse, the high number of dependents per household, and other competing agricultural interventions undermine the intervention's potential to improve food production and food security. In conclusion, I recommend gender equality advocacy, collaboration of competing interventions, HIV/AIDS burden-sensitive, and holistic program modifications aimed at addressing the factors that are inhibiting HIV/AIDS-affected households' food security improvement.

Book excerpt: Although the Malawian food supply is shaped largely by trends in smallholder food crop production, Ma­lawi’s decades-long focus on improving smallholder productivity has only moderately improved food secu­rity and nutrition outcomes. Country statistics indicate an estimated 36.7 percent of rural Malawian house­holds failed to access sufficient calories between 2010 and 2011. During the same period, 47 percent of children under the age of five years were esti­mated to be stunted in their growth. These indicators imply that some Malawian diets are lacking in terms of quantity (total calories consumed), and most are lacking in terms of quality (sufficient calories derived from nutrient-dense foods, such as meat, fish, eggs, dairy, legumes, fruits, and vegetables). Good nutrition requires both enough total calories (quantity) and enough vitamins and minerals per calorie (quality). How can Malawi better leverage its smallholder agriculture sector to improve nutrition? This report provides a series of primary and secondary data anal­yses that examine different aspects of this question.

Book excerpt: Malawi is a food-insecure country, and although most households have access to arable land, many rural Malawians cannot reliably obtain enough food to meet their dietary needs. Rainfed, low-input subsistence production, particularly of the staple crop maize, has historically been the primary means of assuring household food security. Today, most of Malawi’s 4 million households continue to grow much of their own food. However, with increasing regularity, several hundred thousand households each year are vulnerable to acute food insecurity. Insufficient crop harvests resulting from poor seasonal growing conditions and limited use of inputs, coupled with reliance on shrinking landholdings as the population continues to grow and in the context of weak markets in which to sell crops and buy food, mean that subsistence farming cannot meet the dietary requirements of all Malawians.

Emergency aid has played an important role in alleviating hunger during humanitarian crises such as those in 2015-16 and 2016-17. However, the Government of Malawi and development partners recognize that emergency responses are not a sustainable solution to address vulnerability. This qualitative study examines the characteristics of resilient households and perceived effects of programs to improve food security and resilience from the perspectives of the beneficiaries and communities they serve. This beneficiary-centered approach explores socially-defined concepts of resilience, associated coping strategies, norms and political dynamics affecting programs. These findings can provide useful insights to improve the effectiveness of social assistance programs in this context.

Its importance for livelihoods cannot be overstated. 94 percent of rural residents and 38 percent of urban residents engage in agriculture to some extent (Jones, Shrinivas, and Bezner-Kerr 2014), the vast majority as smallholder farmers with landholdings of less than one hectare. Smallholder crops are primarily maize—which accounted for nearly 80 percent of smallholder-cultivated land in 2011 —followed by cassava and other food crops (FAO 2008; IFAD 2011). These foods are grown for household consumption and for sale at local and regional markets. As such, the Malawian food supply, especially in rural areas where markets are thin with few buying or selling options, is shaped largely by trends in smallholder food-crop production

Book excerpt: HIV/AIDS is one of the most devastating health concerns of the developing world, especially in sub-Saharan Africa (SSA). To address individual food insecurity and malnutrition, numerous small-scale nutrition and agriculture interventions have been implemented. This study compared the CTC Community Garden Project in Maai Mahiu, Kenya (n=15) and the HelpMercy Nutrition and Food Security Project (seed distribution) in Macha, Zambia (n=64), after one year. Study objectives included assessing food security in Maai Mahiu, determining beneficiaries' perceived usefulness of the interventions, comparing and evaluating the interventions, determining the importance of education in the interventions, and making recommendations for improvement. A survey in Maai Mahiu used a modified FAST tool to determine food security for beneficiaries (n=15) and non-participants (n=50). The majority of respondents were determined food insecure (without hunger), indicating a need for improved access to food/land. To determine outcomes and make comparisons, intervention outcome and beneficiary 'perceived usefulness' were measured using two verbally administered surveys, two focus groups, and two interviews with translation. Qualitative and quantitative results demonstrated differences between beneficiary perceptions of the interventions. No association was observed between perceived usefulness of the two studies (X2). A backward elimination logistic regression model of the HelpMercy intervention showed that attendance at community-based nutrition and agriculture education sessions (CBES), household size, and number of seed types planted were predictors of perceived usefulness. Households who attended at least one CBES were more likely to perceive the intervention as useful (X2 for trend, p=0.007), and there was a linear relationship between number of CBES attended and perceived usefulness (Mann-Whitney, p=0.008). Results may support research that agriculture interventions are more effective when combined with nutrition education. Perceived barriers and benefits differed significantly between the two programs. 60.3% of HelpMercy beneficiaries and 40.0% of CTC beneficiaries perceived the interventions as useful. Program improvements are possible, and further research is needed to better understand the impact and potential benefits of small-scale nutrition and agriculture interventions for HIV-affected populations in SSA.

Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Acknowledging the existence of diverging views on the concepts of sustainable diets and healthy diets, countries have requested guidance from the Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO) on what constitutes sustainable healthy diets. These guiding principles take a holistic approach to diets; they consider international nutrition recommendations; the environmental cost of food production and consumption; and the adaptability to local social, cultural and economic contexts. This publication aims to support the efforts of countries as they work to transform food systems to deliver on sustainable healthy diets, contributing to the achievement of the SDGs at country level, especially Goals 1 (No Poverty), 2 (Zero Hunger), 3 (Good Health and Well-Being), 4 (Quality Education), 5 (Gender Equality) and 12 (Responsible Consumption and Production) and 13 (Climate Action).

To improve the situation, policies have been established as a guide to assist in the implementation of agricultural technologies in the country. This study aims to evaluate the effect of two national policies on addressing nutrition, economics, and food security by introducing modern/existing technologies in the Phalombe district in Malawi. To gain insight into the representative farm operations, financial, demographic, and consumption behaviors of smallholder farmers, the data was obtained through a combination of focus group discussions, expert opinions, and various published reports, including both government and non-government sources. The farm simulation model (FARMSIM) was utilized to analyze district-level crop and livestock farm operations. In this study, four irrigation technologies (treadle pump system, motorized pump system, solar-powered system, and river diversion irrigation system) were assessed among the agricultural interventions implemented in Malawi. Also, seven land uses (i.e., corn, onion, bean, rice, tomato, leaf vegetable, and cabbage) were developed and simulated under irrigation scenarios. The irrigation systems and land use scenarios were evaluated based on economics, productivity, nutrition, and risk. The treadle pump and leafy vegetable scenario were generally identified as the most preferred combination. In addition, the productivity and riskiness of the other scenarios can be improved by selecting the best combination of crop and irrigation systems. The study concludes that government and private investment in subsidies for large-scale irrigation systems, as well as improvements to market prices and infrastructure, are necessary to boost food security and enhance the livelihood of smallholder farmers in rural Malawi.
