Book excerpt: The huge agricultural potential of the Democratic Republic of the Congo (DRC) is well Documented. The country is endowed with well over two million square kilometers (km2) of land, 800 thousand of which is arable, yet only 10 percent is currently under cultivation. DRC also has favorable climatic and ecological conditions, allowing several harvests of numerous crops per year. Nevertheless, few studies have looked at the country’s spatial heterogeneity in terms of economic activity, public goods, or the livelihood strategies of smallholder farmers. As a result, policymakers have little evidence to guide their decisions in planning and implementing interventions to improve the nation’s food and nutrition security status. To fill in this knowledge deficit, the Regional Strategic Analysis and Knowledge Support System (ReSAKSS), which is facilitated by the International Food Policy Research Institute (IFPRI), provides knowledge products and analytical tools in support of African countries. Among the tools developed, country eAtlas—which is freely available online (http://eatlas. resakss.org/)—is a highly interactive, geographic information systems–based mapping tool designed to provide policymakers and analysts with access to high-quality, highly disaggregated data on agricultural, socioeconomic, and biophysical indicators.

Book excerpt: To guide the design of future agriculture and food value chain interventions, this paper combines two existing spatial food and nutrition security typologies and applies them to the eastern part of the Democratic Republic of the Congo (DRC). Apart from estimating absolute and relative inefficiencies along the food system from agricultural potential to nutrition, the integration of both typologies resulted in nine unique low efficiency profiles across the territories and major cities of the Greater Kivu region and Tanganyika. In addition to low utilization efficiency observed in some areas, most PICAGL intervention zones, especially Uvira and Kalemie, suffer from significant market constraints and therefore could substantially benefit from food value chain development. Although this paper relies on the most recent and spatially disaggregated data (which is a major improvement with respect to agricultural statistics of the country), the proposed typologies cannot uncover all bottlenecks hindering the development of agricultural value chains in the region.

Book excerpt: Agricultural extension is critical for agricultural growth and food security, but making the extension system effective, demand driven, and responsive to the needs of a diverse set of producers remains a challenge. As part of the institutional reforms in the Democratic Republic of Congo (DRC), the extension system is being reviewed to identify strategies and practical actions to transform the system to better respond to the knowledge needs in a rapidly changing agriculture and food sector. This paper provides an in-depth review of the agricultural extension system of DRC including an analysis of its policies and legal framework, organization, and management; links to critical institutions; and capacity and incentive of different actors in the system. This review involved document analyses, interviews with key informants, and surveys of 107 extension organizations and 162 extension agents in 156 randomly selected villages in western DRC. This review suggests serious funding constraints, human resource management problems, no linkage and coordination within the extension system and with research and education systems, and a majority of underserved communities and farmers. This review also highlights a good opportunity given the huge human resources (more than 11,000 agents) deployed into the sectors and territories as part of the Ministry’s agricultural inspection system. However, their mandate is not clear and they currently focus on data collection (census) and checking what farmers do and limited in extension and advisory work. This review highlights the urgent need for human resource or civil service reform; public-sector commitment and funding; infrastructure rebuilding and skills upgrading in extension, education and training, and research organizations; and a unified policy or strategy with clear vision, mandate, targets, and performance-based incentive system.

In the book, we set out to begin the search for the "Congolese" answers to the DR Congo's historical paradox of a very rich country living a very poor life in a neighborhood in which it is the biggest and yet the weakest country. We travel back five hundred years to rediscover the ancient kingdom of Congo and look closely at its people, institutions, value and belief systems, customs and practices and try to establish the linkages between the present cultural values, belief system, and practices of the modern-day Congolese with those of their past. Through the revisiting of the past, we try to identify the ways and means of a more effective strategy for social, political, and economic renaissance in the DR Congo. Although a diary, the book is not a chronological presentation of the Congo's history. The reader can expect to travel back and forth on the meandering road of the Congolese journey. The DR Congo is a land of ecological gigantism and an environmental Garden of Eden. It has the second largest freshwater river in the world, the Congo River, a powerful source of clean energy, and the second largest tropical rain forest in the world; the largest number of big lakes in Africa, including Lake Tanganyika; one of the largest assortment of minerals and precious metals and gems in the world, including uranium; and a large landmass of 906,000 square miles stretching over two time zones with a population of less than seventy million, translating into one the lowest population densities in the world. Such an array of diverse and rich natural resources and the extraordinary economic power potential of DR Congo have always attracted envy and invasions from foreign countries, multinational companies, and individuals over the centuries, the latest being the attack of the combined armies of Rwanda, Uganda, and Burundi in August 1998. The history of the DR Congo is also the history of the darkness of the human heart, extreme cruelty and violence, greed and selfishness by the early European explorers, the slave traders, the Zanzibari Arab slave merchants of the last centuries, and the neocolonialists and cold warriors of the twentieth century. It is the history of treason of the Congo by the Congolese, the betrayal of the public trust of the people, and of the pursuit of power at all costs and bad management of the economy by the Congolese leaders and the politicians, from the medieval kings of the kingdom of the Congo to the present-day ruling class. The book follows the less publicized but crucial journeys of the numerous Congolese slaves to the Americas, documenting their early settlements in the United States, the Caribbean Islands, and Brazil and reconnecting their present-day descendants in the Americas to their Congolese roots and ancestry.
