Zirkle, Jr. The Forest Service needed information as to prices of standing timber and logs for use in a study of distribution costs and margins in the pine lumber industry of the Southeast. The study was conducted under the Agricultural Marketing Act of 1946 (rma, Title II). As North Carolina, the chosen site for the study, has saw mills and hundreds of thousands of wooded properties, some method of sampling had to be devised. Whom to sample, what kind and how large a sample to take, and how to assure a representative sample were some of the questions that arose. For this reason, and because it seemed an excellent opportunity for a test of price survey techniques, the study that is reported in the following paper was designed to permit comparisons of several more or less obvious methods of obtaining price data. If the firm's response to the increased wage rate is to reduce output, then the aggregate supply curve would shift to the left (so to si)' If the demand for aggregate output is inelastic, total gross income would increase as a result of the reduction in aggregate supply. To summarize, short-run static equilibrium analysis as depicted in figures 1 to 3 suggests that given an inelastic demand for both hired labor and aggregate output, higher wage rates for hired farm labor would reduce the quantity of hired labor employed and increase aggregate gross farm income. The short-run static analysis suggested by figures 1 to 3 overlooks several key factors. First, the reduction in output suggested by figure 2 is predicated on the assumption that total expenditures remain unchanged. Yet in a longer run context it is possible to increase total expenditures through increased levels of borrowing, which in turn can lead to a higher level of capital stocks. Second, the substitution of family labor for hired farm labor is ignored in figure 2. Third, Coffey 2, p. 1065) suggests that one of the dynamic impacts of higher wage rates may be to increase worker productivity. All three factors imply a greater level of output than suggested by short-run analysis. Therefore, in a dynamic context it is not necessarily true that increased wage rates will decrease total output. Innovation has historically helped agriculture keep pace with earth's social, population, and ecological changes. In the last 50 years, mechanical, biological, and chemical innovations have more than doubled agricultural output while barely changing input quantities. The ample investment behind these innovations was available because of a high rate of return: a 2007 paper found that the median ROI in agriculture was 45 percent between 1965 and 2005. This landscape has changed. Today many of the world's wealthier countries have scaled back their share of GDP devoted to agricultural R&D amid evidence of diminishing returns. Universities, which have historically been a major source of agricultural innovation, increasingly depend on funding from industry rather than government to fund their research. As Upton Sinclair wrote of the effects industry influences, "It is difficult to get a man to understand something when his salary depends upon his not understanding it." These paths can be compared with actual price-quantity time paths to determine the net effects of control. The cost of control programs is represented by: (1) direct costs - CCC losses incurred in buying and selling commodities for support operations, and program administrative expenses; (2) indirect costs arising when con sumers pay higher prices for finished products as a consequence of con trols; (3) and welfare costs that accrue when the sum of change in producers' and consumers' surpluses due to con trols is negative. Any of these costs may become benefits, of course, although generally this has not hap pened in domestic agricultural control programs. Book excerpt: In this chapter we compute measures of total factor productivity (TFP) growth for developing countries and then contrast TFP growth with technological capital indexes. In developing these indexes, we incorporate schooling capital to yield two new indexes: Invention-Innovation Capital and Technology Mastery. We find that TFP performance is strongly related to technological capital and that technological capital is required for TFP and cost reduction growth. Investments in technological capital require long-term (20- to 40-year) investments, which are typically made by governments and aid agencies and are the only viable escape route from mass poverty.
