Book excerpt: Extract: The main effort of this research was directed toward assembling as long and as complete a set of data as possible for government expenditures on agriculture in nine Latin American countries: Argentina, Bolivia, Brazil, Chile, Costa Rica, Colombia, Mexico, Peru, and Venezuela. It covers the period 1950-78 on an annual basis. An effort was made to include estimates for many kinds of expenditures, such as research and extension, irrigation, marketing, transport, health, education, administration, agrarian reform, and so forth. The purpose is to identify government expenditure policies for the agricultural sector; to measure their importance in relation to the total government budget and agricultural output; to analyze their trend and variability throughout the time period and from country to country; and to begin to study their effects on agricultural production.

Despite new measures adopted by the international community that have led to tactical victories, the flow of illicit drugs into the United States continues largely unabated, and worldwide production of opium, marijuana, and coca continues to grow dramatically. In this timely work, specialists from government, academia, and the private sector debate recent U.S. foreign drug policy—its origins, its elements, its implementation, and its prospects for success. Serious conflicts between U.S. international narcotics policy and U.S. foreign policy contribute to the dilemmas inherent in curbing global drug trafficking: Interdicting drugs interrupts the free flow of goods, people, and wealth across international borders. International political and economic instabilities, especially political breakups and ethnic strife in former police states, complicate U.S. foreign drug policy. Because U.S. antidrug goals can bring political disruption and economic loss to countries where narcotics production is economically and socially entrenched, the United States must cooperate with an international antinarcotics coalition of producer, transit, and consumer nations, operating within the context of their perspectives and priorities while trying to achieve competing U.S. foreign policy goals.

Book excerpt: Bolivia has inadequate institutions on which farmers can rely for technical advice. The scope for improvement appears to be considerable, however, if appropriate technologies are generated and diffused. Government intervention has been haphazard, resulting in a poorly defined pricing and investment policy. For pricing policy, this report recommends that the government: (i) create a unit to design pricing policies for items it intends to control and to publish these prices; (ii) discontinue setting prices which have been unenforceable; (iii) use border prices as a reference point for fixing domestic producer prices; (iv) dissolve the bodies responsible for purchasing cereals at official producer prices; (v) phase out the subsidy on wheat; (vi) lift regulations restricting the sugar cane producing sector; (vii) remove export regulations; (viii) investigate transferring some agroindustries to the private sector; and (ix) abolish price regulations for competitive agro-based commodities. Investment strategy should specify the role of domestic executing agencies, the coordinating mechanisms between institutions, the resources needed, and the contribution of each project to the overall strategy.

Book excerpt: Amid the growing calls for a turn towards sustainable agriculture, this book puts forth and discusses the concept of agrarian extractivism to help us identify and expose the predatory extractivist features of dominant agricultural development models. The concept goes beyond the more apparent features of monocultures and raw material exports to examine the inherent logic and underlying workings of a model based on the appropriation of an ever-growing range of commodified and non-commodified human and non-human nature in an extractivist fashion. Such a process erodes the autonomy of resourcedependent working people, dispossesses the rural poor, exhausts and expropriates nature, and concentrates value in a few hands as a result of the unquenchable drive for profit by big business. In many instances, such extractivist dynamics are subsidized and/or directly supported by the state, while also dependent on the unpaid, productive, and reproductive labour of women, children, and elders, exacerbating unequal class, gender, and generational relations. Rather than a one-size-fits-all definition of agrarian extractivism, this collection points to the diversity of extractivist features of corporate-led, external-input-dependent plantation agriculture across distinct socio-ecological formations in Latin America. This timely challenge to the destructive dominant models of agricultural development will interest scholars, activists, researchers, and students from across the fields of critical development studies, rural studies, environmental and sustainability studies, and Latin American studies, among others.
