A multiplicity of actors have been enrolled in this process, with the private sector and civil society progressively becoming key components in a global context often described as neoliberalization. Agri-environmental governance (AEG) thus gathers a highly complex assemblage of actors and instruments, with multiple interrelations. This book addresses this complexity, challenging traditional modes of research and explanation in social science and agri-food studies. To do so, it draws on multiple theoretical and methodological insights, applied to case studies from Asia, Europe, Africa, and the Americas. It elaborates an emergent approach to AEG practices as assemblages, looking at the coming-together of multiple actors with diverse trajectories and objectives. The book lays the foundations for an encompassing theoretical framework that transcends pre-existing categories, as well as promoting innovative methodologies, which integrate the role of social actors – including scientists – in the construction of new assemblages. The chapters define, first, the multiplicities and agencies inherent to AEG assemblages. A second set tackles the question of the politics in AEG assemblages, where political hierarchies interweave with economic power and the search for more democratic and participative approaches. Finally, these insights are developed in the form of assemblage practice and methodology. The book challenges social scientists to confront the shortcomings of existing approaches and consider alternative answers to questions about environmental governance of agri-food systems.

The focus of this book is to introduce a non-specialist audience to the the role of PA in food security, environmental protection, and sustainable use of natural resources, as well as its economic benefits. The technologies covered include yield monitors and remote sensing, and the key agronomic principles addressed are the optimal delivery of fertilizers, water and pesticides to crops only when and where these are required. As a result, it is shown that both food production and resource efficiency can be maximized, without waste or damage to the environment, such as can occur from excessive fertilizer or pesticide applications. The authors of necessity describe some technicalities about PA, but the overall aim is to introduce readers who are unfamiliar with PA to this very broad subject and to demonstrate the potential impact of PA on the environment and economy. This is achieved by using either a very sophisticated technique, electro-ultra-filtration, or a simple adsorption-desorption equilibrium technique, and by integrating the “Buffer Power” of the nutrient in question into the computations, accurate fertilizer recommendations are made. This technique was field tested across Europe, (Germany and Belgium), Africa (The Republic of Cameroon), and Asia (both Central Asia- Turkey and South Asia-India), during a period of three decades in test crops, such as, summer rye (Secale cereale), maize (Zea mays), wheat (Triticum aestivum), white clover (Trifolium repens), a highly nutritious and palatable fodder crop for Africa, black pepper (Piper nigrum) and cardamom (Elettaria cardamomum). Remarkable precision in predictability of plant uptake of phosphorus, potassium and zinc was obtained employing the technique. “The Nutrient Buffer Power Concept” project was shortlisted for the very prestigious U.S. $1 Million Rolex Awards For Enterprise of The Rolex Foundation, Geneva, Switzerland, for its outstanding originality and quality from more than 3500 nominations worldwide and is the only project chosen for this very coveted distinction from the Asian continent.

Book excerpt: The Mekong Delta of Vietnam is one of the most productive agricultural areas in the world. The Mekong River fans out over an area of about 40,000 sq kilometers and over the course of many millennia has produced a region of fertile alluvial soils and constant flows of energy. Today about a fourth of the Delta is under rice cultivation, making this area one of the premier rice granaries in the world. The Delta has always proven a difficult environment to manipulate, however, and because of population pressures, increasing acidification of soils, and changes in the Mekong’s flow, environmental problems have intensified. The changing way in which the region has been linked to larger flows of commodities and capital over time has also had an impact on the region: For example, its re-emergence in recent decades as a major rice-exporting area has linked it inextricably to global markets and their vicissitudes. And most recently, the potential for sea level increases because of global warming has added a new threat. Because most of the region is on average only a few meters above sea level and because any increase of sea level will change the complex relationship between tides and down-river water flow, the Mekong Delta is one of the areas in the world most vulnerable to the effects of climate change. How governmental policy and resident populations have in the past and will in coming decades adapt to climate change as well as several other emerging or ongoing environmental and economic problems is the focus of this collection.

The food industry is the largest sector of our economy; food touches everything from our health to the environment, climate change, economic inequality, and the federal budget. From the earliest developments of agriculture, a major goal has been to attain sufficient foods that provide the energy and the nutrients needed for a healthy, active life. Over time, food production, processing, marketing, and consumption have evolved and become highly complex. The challenges of improving the food system in the 21st century will require systemic approaches that take full account of social, economic, ecological, and evolutionary factors. Policy or business interventions involving a segment of the food system often have consequences beyond the original issue the intervention was meant to address. A Framework for Assessing Effects of the Food System develops an analytical framework for assessing effects associated with the ways in which food is grown, processed, distributed, marketed, retailed, and consumed in the United States. The framework will allow users to recognize effects across the full food system, consider all domains and dimensions of effects, account for systems dynamics and complexities, and choose appropriate methods for analysis. This report provides example applications of the framework based on complex questions that are currently under debate: consumption of a healthy and safe diet, food security, animal welfare, and preserving the environment and its resources. A Framework for Assessing Effects of the Food System describes the U.S. food system and provides a brief history of its evolution into the current system. This report identifies some of the real and potential implications of the current system in terms of its health, environmental, and socioeconomic effects along with a sense for the complexities of the system, potential metrics, and some of the data needs that are required to assess the effects. The overview of the food system and the framework described in this report will be an essential resource for decision makers, researchers, and others to examine the possible impacts of alternative policies or agricultural or food processing practices.
