Book excerpt: The question whether the European Community should intervene in the economic process, and if so, to what extent, has been the subject of public debate for many years. This study describes and gives an analysis of the manner and extent to which the European Community intervenes in the automobile industry through legal measures. The focus is on those provisions of the EC Treaty and the multiple Community legal measures that constitute the Community legal framework within which the automobile industry must operate. This study gives an introduction to the automobile industry and the EC Treaty and examines a selection of the multiple Community measures that have significant implications for the automobile industry. Important examples of such measures are: the rules on type approval registration of automobiles roadworthiness tests internal taxation, environment the common rules on imports and exports distribution and servicing state aid measures concentrations and cooperation the various Community measures aimed at strengthening the competitiveness of the Community's automobile industry This study shows that the Community, and the Commission in particular, is increasingly making use of the various competences provided by the EC Treaty to intervene in the automobile industry. This development is further stimulated by the gradual internationalisation, or even globalisation, of the world economy. In addition, this study indicates that there is a need for a much more unambiguous, coherent and transparent legal framework within which the automobile industry must operate.

It shows how European automakers were part of these changes and how their influence within the institutions of the European Union (EU) yielded a wide range of policy compromises governing a single European car market. The book begins by reviewing the history of the EU and the logic of regional free trade, and goes on to develop a political explanation for the kinds of changes that actually occurred. The author argues that European automakers enjoyed a privileged place in the political arena, albeit one much transformed by the new institutions of the EU. Therefore, these firms often significantly influenced regional policy outcomes. The argument is applied to policymaking in the important areas of environmental regulation, trade, subsidies, and anti-trust regulation. This book tests this proposition by reference to the car industry. Brexit and the Car Industry explores the international position of the car market to argue that the hope of Brexit bringing regulatory freedom is illusory. The book starts by examining the structure of the vehicle industry, how its regulatory framework evolved and how the environment in which it operates is constrained by international standards and the practicalities associated with trading across different regulatory systems. By examining the evolution of vehicle regulations, particularly related to the environment, it argues that a UK independent path is not only impractical but self-defeating. The private car market is structured in such a way that is global, and meeting the various international regulatory requirements is a price of entry requirement which no bilateral trade agreements are likely to alter. The book also considers changing environment affecting the car industry in the context of an aspiration for regulatory freedom. The response to climate change and the impact of technological change – specifically driverless vehicles – are big questions for the industry and both are examined in this book. The book also considers the emergence of large metropolitan areas imposing their own use and environmental requirements operating separately to national standards. The future of electric and autonomous vehicles combined with the complexity of the regulatory environment with both international and localised pollution measures make the UK navigating a safe independent path through with a viable car industry highly questionable. Book excerpt: Canada and the United States signed the Automotive Products Trade Agreement (Auto Pact) in 1965, thus resolving a competitive crisis in Canada's auto industry and extending that industry's vitality for another 35 years, until a decision of the World Trade Organization (WTO) in February 2000 determined that the Pact violated international trading rules. Following an unsuccessful appeal by Canada to the WTO's Appellate Body, the pact formally came to an end in February 2001. For policymakers and scholars concerned with international trade, the story of the Pact presents a fascinating case in its own right. The great value of this remarkable book, however, is its elucidation of the main issue underlying the Pact and its forced ending: the relationship between international trade rules on the one hand and investment measures intended to encourage local economic activity on the other. In this connection the Canadian auto industry and– centered in Windsor, Ontario, directly across the river from Detroit, the heart of the industry in the U.S.and– offers an intensely concentrated sample of the triple nexus of investment, labour and trade that lies at the core of economic development worldwide. Sixteen expert authors, both practitioners and academics, here open perspectives on this nexus that are of profound significance for the future of international trade. As there are currently large restrictions on imports into Mexico, one important outcome of a free trade agreement would be the opening of the Mexican market to U.S. producers. This is consistent with the history of the international auto industry and the fact that the U.S.-Canada Auto Pact opened a new, large market to U.S. manufacturers. The current state of the Mexican auto industry is considered in great detail, suggesting that the Mexican industry will continue to prosper, increasing output but also relying heavily on production from U.S. owned plants and on inputs imported from the U.S. and Canada. However, much of the existing domestically oriented industry is likely to be replaced by other North American producers. Finally, an econometric demand analysis implies that economic growth together with declines in prices to world levels could rapidly expand the size of the Mexican auto market. The free trade agreement represents an opportunity for product diversification and rationalization in the auto industry.

Book excerpt: This book is the product of four years of collaborative work within the framework of the European Science Foundation's Regional and Urban Restructuring in Europe (RURE) programme. With one exception, all of the chapters have been prepared by participants in RURE - the exception being that commissioned from Conti and Enrietti on Fiat and Italy to provide a fuller coverage of changes in the main automobile producing companies and countries of Europe. A - perhaps the - central theme around which the RURE programme was conceived is that the restructuring of the production system lies at the heart of the changing map of Europe. Equally, it continues to be the case that the automobile industry lies at the cutting edge of the search for viable new models of production. Some eighty years ago the automobile industry occupied a pivotal position in the transition from craft to mass production - indeed "Fordism" came to denote not just a particular micro-economic model of production organisation in the factory but a macro-scale model of economic development, characterized by a particular pattern of relations between mass production, mass consumption and national state regulation. From the late 1960s, however, it became increasingly clear that Fordism as a macro-scale model of advanced capitalist development was reaching its limits.
