Se trata de elecciones celebradas en once países cuyo estudio se desarrolla en igual número de capítulos. Se cubren comicios simultáneos a ambas instancias en Argentina, Bolivia, Brasil, Costa Rica, Guatemala, Panamá y Uruguay. En El Salvador y en Colombia, aunque se celebraron en tiempos distintos, ambos tipos de comicios se consideran en el mismo capítulo; allí, las presidenciales precedieron a las legislativas con un año de diferencia en el primer país y las legislativas antecedieron por tres meses a las presidenciales en el segundo. Se recogen también en capítulos independientes las elecciones únicamente legislativas de México y Venezuela. Si bien el criterio temporal siempre puede calificarse de caprichoso en este caso sigue la preocupación iniciada hace ocho años de dar cumplida cuenta del acontecer electoral en la región, en el ámbito de los dos poderes representativos del Estado por excelencia. En efecto, este volumen da continuidad a anteriores trabajos. El bienio aquí analizado da cabida a un nivel promedio de elecciones presidenciales, si se tiene en cuenta el acumulado en la región desde hace 30 años, por lo cual es representativo del quehacer político latinoamericano. Así, la Tabla 1 recoge las 117 elecciones presidenciales que se han llevado a cabo en la región entre 19861 y 2015 cuyo resultado no fue cuestionado; su media es de cuatro procesos electorales por año y aquí el número de elecciones que se recogen son nueve.

Book excerpt: Today the majority of the armed conflicts around the world are fought between States and armed groups, rather than between States. This changed conflict landscape creates an imperative to clarify the obligations of armed groups under international law. While it is generally accepted that armed groups are bound by international humanitarian law, the question of whether they are also bound by human rights law is controversial. This book brings significant new understanding to the question of whether and when armed groups might be bound by human rights law. Its conclusions will benefit international law academics, legal practitioners, and political scientists and anthropologists working on issues related to rebel governance and civil wars. This book addresses the debate on this topic by employing a theoretical, historical, and comparative analysis that spans international humanitarian law, international criminal law, and international human rights law. Embedding these different perspectives in public international law, this book brings several key points of clarification to the legal framework. Firstly, the book draws upon social science literature on armed conflict to present a new viewpoint on the role that human rights law plays vis-à-vis international humanitarian law in non-international armed conflicts. Secondly, the book sheds light on the circumstances in which armed groups acquire obligations under human rights law. It brings illumination to these topics by combining historical and comparative research on belligerency, insurgency, and international humanitarian law with a theoretical analysis of legal personality under international law. In the final part of the book, the author tests the four most utilised theories of how armed groups are bound by human rights law, examining whether armed groups can be bound by virtue of (i) treaty law (ii) control of territory (iii) international criminal law and (iv) customary international law. In the book's conclusions, the author presents final remarks that are designed to provide concrete guidance on how the issue of armed groups and human rights law can be dealt with more thoroughly in practice.

Book excerpt: La República Dominicana se destaca por ser una economía en rápido crecimiento que no le ha sido posible generar una reducción proporcional en la pobreza. Tres razones han sido planteadas anteriormente para explicar esta paradoja: (i) un mercado laboral que no traduce el aumento de la productividad en aumentos salariales; (ii) una economía interna con débiles encadenamientos intersectoriales; (iii) y un sector público que ni gasta lo suficiente, ni particularmente bien, para reducir la pobreza. Además, el país permanece mayormente expuesto a desastres naturales y choques exógenos que, si no se mitigan adecuadamente, pueden afectar la sostenibilidad del crecimiento a largo y mediano plazos. Esta obra conjuga varios análisis empíricos que exploran tres hipótesis complementarias que podrían ayudar a entender porqué la República Dominicana, aún hoy, sigue experimentando altas tasas de crecimiento económico con reducción limitada de la pobreza. La primera hipótesis trata de probar si el patrón de rápido crecimiento económico con la pobreza persistente que se observa en la RD lo impulsa en parte una metodología de la pobreza que no toma en cuenta la variación de precios que claramente afecta los patrones de consumo de los hogares de ingresos bajo y aquéllos de mejor posición económica. Si se sostiene esa hipótesis, la RD puede enfrentar una situación en la cual se subestiman los ingresos del hogar con respecto a los hogares en el extremo inferior de la distribución. La segunda hipótesis intenta validar si el patrón de especialización en la RD podría ser tal que no favorece la mano de obra no calificada. Si se sostiene esa hipótesis, entonces el rendimiento del capital probablemente es mucho mayor que el rendimiento de la mano de obra lo que podría ser un indicio de que la RD ha tenido una ventaja comparativa en productos que son de uso intensivo de capital. La tercera hipótesis investiga si la pobreza y la desigualdad salarial en la RD se ven afectadas no solo por la inmigración, sino también por la emigración. El aporte del volumen, por tanto, descansa precisamente en ofrecer una exploración más cuidadosa de los asuntos específicos que giran en torno a explicaciones comunes para las deficiencias de la RD en reducir la pobreza de manera más rápida.

To address these challenges, a major focus of River Flow 2016 was to highlight the latest advances in experimental, computational and theoretical approaches that can be used to deepen our understanding and capacity to predict flow and the associated fluid-driven ecological processes, anthropogenic influences, sediment transport and morphodynamic processes. River Flow 2016 was organized under the auspices of the Committee for Fluvial Hydraulics of the International Association for Hydro-Environment Engineering and Research (IAHR). Since its first edition in 2002, the River Flow conference series has become the main international event focusing on river hydrodynamics, sediment transport, river engineering and restoration. Some of the highlights of the 8th International Conference on Fluvial Hydraulics were to focus on inter-disciplinary research involving, among others, ecological and biological aspects relevant to river flows and processes and to emphasize broader themes dealing with river sustainability. River Flow 2016 (extended abstract book 854 pages + full paper CD-ROM 2436 pages) contains the contributions presented during the regular sessions covering the main conference themes and the special sessions focusing on specific hot topics of river flow research, and will be of interest to academics interested in hydraulics, hydrology and environmental engineering.
