Over the years, public housing program in Hong Kong have been expanding and now provides residence to a significant elder people in Hong Kong. For aged public housing estates which accommodate the majority of the elderly with inadequate facilities both in interior unit and in exterior to meet their daily needs while their physical capability deteriorating. Therefore, "Aging in place" become the better housing option for elder people to maintain the greater autonomy and be less dependent on other sources of assistance with adequate supportive services and facilities. Under this circumstance, elder people prefer to reside in the community or place which they have a strong sense of attachment and familiarize with. However, the redevelopment projects for the aged public housing estates pose a considerable threat to implement the "Aging in place" because this change the living environment for the elderly and relocation to other living places may not be able to accommodate the elderly needs for social connection. Therefore, we need to examine and assess the applicability of "Aging in place" under the redevelopment of public housing estates Through the literature review, "Aging in place" is defined to promote one's ability to live in their current residence safely, comfortably and independently without moving. Also, this study is to investigate the concept of "Aging in place" has been used in planning and design stages of a public housing estate. In this regard, Pak Tin estate was used as case study. The findings showed that there were two blocks built as Senior Housing with standardized facilities and design to meet the housing needs for the elderly. The rest of the general public housing blocks did carry out the concept of "Universal Design" in communal area to assist the elderly in daily living. In future planning, demand a holistic approach among the concerned bureaux and departments in planning. The concept of "Aging in place" has been achieved in Pak Tin estate is assessed through conducting in-depth interview with elder people and stakeholders in Pak Tin estate. The findings showed that Senior Housing blocks are not popular with elder people because the interior design approaches of the unit cannot meet the housing needs for the elderly. While the general public housing in interior design is relatively acceptable to the elder resident upon modification of the unit and introduce the concept of "Universal Design" in the unit. The District and Community facilities are sufficient to assist the elder people in daily living and sometimes required to access other districts for necessary services which not available in the District. The improvement measures should be drawn to enhance accessible fitness facilities, offer various health services in the estate and district. For the community support service and social connection, the service provider is the Non-profit making organization which funded by the government. These NGOs offered the supportive services are praised by the elder resident to "Aging in place" and stay in the community. When the Chief Executive appealed to the community to care for our elderly and to make them feel a sense of belonging, the question immediately comes to our mind is that how well our senior citizens are housed and their needs served. After studied the literatures and research, I found most of the elderly would like to stay in their own home that is now called the idea of Aging in Place. So I take this opportunity to evaluate the performance of the Hong Kong Housing Society, This study referred from the forms of elderly housing and policy available in five overseas countries, all of them are located at Asia. The research done in this study reveals that the elderly want to stay in their own home in their later life and also some improvements needed to be made for the aging in place successful in the Housing Society's public rental housing estates. To enable our senior citizens to live independently with dignity in their twilight years, it is necessary to have the provision of a spectrum of services in the estate community to ensure that the elderly can continue to live in the familiar environment even when their self-care ability deteriorates. Simultaneously, efforts should also be initiated by the Housing Society to depart from its traditional design by incorporating barrier-free and elderly-friendly features into the built environment and the housing units of the rental housing estates. Recommendations on how to serve the elderly better by providing quality housing covering the physical and the social aspects are put forward. Abstract: Announced few months before, a public housing estate in Hong Kong, Ming Wah Dai Ha, which is owned and managed by Hong Kong Housing Society which is planned, is to process redevelopment in the coming years (HKHS, 2011). The social voice nowadays are focusing on the land provided by the redevelopment project can be used as subsidized housing to fulfill the housing demand for better housing and home owning aspiration of the lower or middle income group. However, at the other side, development caused changes to the living of the residents there, and also the environment and social culture of that area. This discussion has drawn my attention that whether redevelopment of public housing estates in Hong Kong is a sustainable way of housing development or not. It is both important to meet the housing needs of the people and to preserve the environment. Land is scarce in the urban area of Hong Kong, we know that it need to put at top priority to fulfill the need of citizens who still on the waiting list or suffer for high housing costs. However, the role of housing management organizations and housing managers should have the responsibility on maintaining the quality of living environment. For the case of Ming Wah Dai Ha, many councilors from political parties request the government to redevelop to use the land for My Home Purchase Plan. The request reflects the subsidized public housing policy now cannot satisfy the need of citizen on their desire on home ownership or even harmonious living environment. The unfulfilled right could be the result of problems, such as affordability and long waiting time for subsidized housing. These housing problems show the deficiencies of the existing housing policies in Hong Kong. I think this is an interesting topic for us to review, evaluate and recommend, on the issues on balancing the need of subsidized housing by citizens and the impact of redevelopment on the society, for selecting the suitable way for sustainable housing development in Hong Kong. Abstract: Like most of the developed cities in the world, Hong Kong has to prepare for the challenges of ageing population after decades of sweet economic growth brought by the baby boom after World War II. According to the projection by the Census and Statistics Department carried out in 2011, the number of people aged 65 and above will rise significantly from 13% in 2011 to 30% in 2041. While almost 40% of the elderly are living in public housing; and numerous researches suggest "Ageing in place" is the unarguable preference of the elderly for them to live with dignity and autonomy in their familiar community, this study is therefore focusing on two questions: First, whether the prevailing housing provisions and policies could facilitate ageing in place for the elderly in the public rental housing estates. Second, what is the way forward for successful and sustainable ageing in place in public rental housing in the coming era of ageing. Three key elements for ageing in place are identified including adequate provision of affordable housing; suitable "environment" meeting the elderly's needs in physical and social aspects; and a living arrangement assisting formal care by professionals and informal cares by families. Empirical findings concluded that the accessibility of public rental housing for the elderly in the past decade was adequate. However, analysis on the trends of demand and supply for waiting list applicants revealed the potential shortage in future by reference to the lengthening waiting time despite the priority schemes for the elderly all along. The main reasons are the strong resistance to new estate development; and ageing of existing stock. A thorough research in the current housing policies revealed that the Hong Kong Housing Authority has implemented vigorous maintenance and improvements works; and numerous management policies in facilitating the aged people living in public rental housing estates. Their effectiveness was assessed through a case study on a representative old public rental housing estate viz. Kwai Shing West Estate comprising a questionnaire survey with a sample of 49 elderly respondents; field study on the estate facilities and services; and interviews with five knowledgeable stakeholders of government official, resident representative, elderly services providers and District Councillor sharing insights from different perspectives. Case study findings supported that the elderly were satisfied with their living conditions and community in public rental housing estate. However, they generally looked for better transport; more recreational facilities and open spaces; as well as social gathering opportunities to enhance their social lives. On the dark side, the social and community support services were inadequate as limited by the historical establishment and imbalanced allocation amongst estates. The current policies have also failed to identify and assist those "Hidden" elderly. Furthermore, the elderly were not much aware of the social services and housing policies fostering harmonious families. At last, the deteriorating trend of co-residence of the young and elder generations has been weakening the family support and increasing demand on social services of daily living assistance. Abstract: Since the population in Hong Kong is expected to continue with an ageing trend, the elderly housing becomes an increasing concern of the society. Population aging, the sharp increase of life expectancy and the elderly dependency ratio, inadequate supply of elderly housing and the shortage of proper facilities and services for the elderly residents are the critical issues on the public housing for the elderly in Hong Kong. Based on the above situation, it is a critical time to draw the attention to the elderly housing policy on the needs of the elderly to evaluate the effectiveness of the current public housing policy for the elderly and recommends changes to the policy for improving elderly housing provision. The aging theories of the social gerontology are applied in relation to the housing need for the elderly and this research mainly focuses on the current public housing policy and the related housing programs provided by Hong Kong Housing Authority (HKHA) and Hong Kong Housing Society (HKHS) in terms of the flat design, community planning and facilities and so on. The importance of the formal support and the informal support to the elderly are also discussed in this research. Accordingly, the research is divided into several parts Firstly, the goal and objectives are briefly identified and studied. Secondly, the scope of study is listed out in order to provide a general outline for the dissertation. After that, the methodology and organization of study are illustrated. The primary data and the secondary data are collected. In order to have an in-depth understanding on the key issues of the public housing policy for the elderly and the needs of the elderly residents, both the quantitative and the qualitative research methods are used for this research. In this research, the result from the face to face questionnaire surveys with the elderly residents in Sham Shui Po District and the interview with the District Councilor Member of the same district shows that there are rooms for HKHA's improvement of elderly housing policies. In addition, it indicates that the formal support is able to meet the environmental and psychological need of the elderly. However, the elderly mainly rely on the informal support i.e. the family and friends to meet their psychological need. Therefore, the formal support and informal support should be integrated in the housing policy for the elderly to achieve the concepts of "Ageing in place" and "Healthy Aging." Around 13% of the total population was aged over 65 in mid-2011 and it is projected to follow a remarkable rising trend in the future. In view of this and the increasing housing demand of the elderly people, the Hong Kong Government has adopted the concept of "Aging in Place" and "Community Care" to initiate a serious of housing policies and provisions to cater for the various special needs of the low-income elderly. For those middle-income elderly who are outside the "welfare net" of the government, the Hong Kong Housing Society has implemented the "Senior Citizen Residences Scheme" a decade ago which offers a choice of residence for them to live a safe, comfortable and independent lifestyle with provision of integrated elderly care services. In this paper, the eligibility, scheme features, housing facilities, provision of services, operation arrangements and community supports of Housing for Senior Citizens (HSC) provided by the HKHA and Senior Citizen Residences Scheme (SEN) provided by the HKHS will be studied to evaluate the effectiveness of the housing schemes provided by both organizations. Factors that contribute to life satisfaction and successful aging of the elderly will be further looked into. Based on the comments collected from the questionnaires distributed to the elderly residents of the HKHA and HKHS housing estates under study, recommendations will then be given for future improvement of the housing policies. Book excerpt: Ageing population and rapid urbanisation are the two major demographic shifts in today’s world. Architectural designs and urban policies have to deal with issues of an ever larger elderly population living in the cities, especially in old urban neighbourhoods, while also taking into consideration the evolving lifestyles and wellbeing of the diverse elderly demographic. Being able to continue living in these existing urban neighbourhoods would thus require necessary interventions, both to adapt the changing needs of the ageing population and to improve the deteriorating environment for better liveability. Creative Ageing Cities discusses the participation and contribution of the ageing population as a positive and creative force towards urban design and place-making, particularly in high-density urban contexts, as observed in a collection of empirical cases found in rapidly ageing Asian cities. This book is the first to bring together multidisciplinary scholastic research on ageing and urban issues from across top six ageing cities in Asia: Singapore, Seoul, Tokyo, Taipei, Hong Kong, and Shanghai. Through these case studies, this book gives a good overview of diverse challenges and opportunities in the various Asian urban contexts and offers a new perspective of an ageing and urban design framework that emphasises multi-stakeholder collaboration, inter-generational relations and the collective wisdom of older people as a source of creativity.

The book suggests that secondary care service may only be effective to a limited extent as a healthcare measure and an optimum healthcare system should be one that focuses on primary care. The authors put forth a compelling argument for disease prevention and screening schemes and explain how they are more cost-effective and beneficial to society and the system. Abstract: Redevelopment of aged PRH estates has been carried out for more than 40 years in Hong Kong by the Hong Kong Housing Authority. After the completion of the Comprehensive Redevelopment Programme, the HA announced the Refined Policy on Redevelopment of Aged Public Rental Housing Estates in 2011 to continue its work on redevelopment. The Refined Policy on Redevelopment of Aged Public Rental Housing Estates shows the determination of the Hong Kong Housing Authority to improve its redevelopment policy as it has been pushed forward right after the completion of the previous programme. However, it has been criticized by tenants, public, District Councillors and Legislative Councillors for its inefficiency and ineffectiveness. In this dissertation, the deficiencies of the Refined Policy on Redevelopment of Aged Public Rental Housing Estates and the Pak Tin Estate Redevelopment Project, and successful elements of the Comprehensive Redevelopment Programme and the Lower Ngau Tau Kok Estate Redevelopment Project are assessed and examined. These assessment help to understand that problems of the current policy and project are caused by the setting and the implementation strategy of the Refined Policy on Redevelopment of Aged Public Rental Housing Estates. Recommendations have been proposed to improve the efficiency and effectiveness of the Refined Policy on Redevelopment of Aged Public Rental Housing Estates and develop it into a systematic and people-oriented redevelopment policy.
