Book excerpt: This book asks why some countries devote the lion's share of their social policy resources to the elderly, while others have a more balanced repertoire of social spending. Far from being the outcome of demands for welfare spending by powerful age-based groups in society, the 'age' of welfare is an unintended consequence of the way that social programs are set up. The way that politicians use welfare state spending to compete for votes, along either programmatic or particularistic lines, locks these early institutional choices into place. So while society is changing - aging, divorcing, moving in and out of the labor force over the life course in new ways - social policies do not evolve to catch up. The result, in occupational welfare states like Italy, the United States, and Japan, is social spending that favors the elderly and leaves working-aged adults and children largely to fend for themselves.

Using empirical methods, and bringing together insights from across the social sciences, Castles interrogates a range of theories suggesting that the welfare state is in crisis. Systematically using data for 21 advanced OECD nations, he distinguishes crisis myths from crisis realities, locating, in the process, likely trajectories of welfare state development in coming decades. The findings of this book confront many of the basic assumptions of contemporary scholarship. Economic globalization has not led to a 'race to the bottom'. Analogous processes within the European Community have not led to a 'downward harmonization' of social spending. There is no 'new politics of the welfare state', with the Left still outspending the Right. Over the past two decades, spending has been increasing and converging across the OECD. Rather than being in a state of crisis, western welfare states have achieved a steady state. The supposed impact of population ageing on social welfare budgets also turns out to be myth, with differences in spending actually being a function of the structure of welfare systems, not of any demographic imperative. The only potentially real threat is of rapidly declining fertility, but Castles argues that welfare state spending in the form of family-friendly public policy is, in fact, our best defence against this problem. This is a book with significant policy implications. It identifies the factors likely to mould welfare state growth and decline in future years, and the diverse problems and challenges confronting welfare state policy-makers in different families of nations. It is a book for those who like assessing evidence before jumping to unwarranted conclusions, and a book for those who wish to see 'the shape of things to come'.

Through joining a series of essays and survey analyses, John Mogey has constructed a book that examines the way aging affects those who are growing older as well as the institutions of their society. To study the relationships between aiding the elderly and the aging process, two very different societies--the United States and Hungary--were chosen for comparison. In both societies, support for the elderly comes from formal institutional programs as well as informal family arrangements, and it seems equally true in both cases that the elderly get most of their support through kinship assistance. Throughout the book, the focus remains on the need to encourage the persistence of the kinship system, and the necessity of public programs to actively support the maintenance of households. The volume is structured in three distinct sections: Households, Amity, and Lifestyle; Individuals, Kinship, and Networks; and Kinship, Lifestyle, and Policy. In each section, essays concentrate on the usual operations within communities that have elderly people in them, drawing data from the United States, Hungary (including information from a unique empirical study in Budapest), and six other countries. The essays also address the variety of demands that the kinship system places on public programs. Aiding and aging are common structural problems in all modern societies, and although each society will develop different policy solutions, all will use elements from the structures described in this collection. Book excerpt: Data for the United States and countries in Western Europe indicate a negative correlation between the dependency ratio and labor tax rates and the generosity of social transfers, after controlling for other factors that influence the size of the welfare state. This is despite the increased political clout of the dependent population implied by the aging of the population. This paper develops an overlapping generations model of intra-and inter-generational transfers (including old-age social security) and human capital formation which addresses this seeming puzzle. We show that with democratic voting, an increase in the dependency ratio can lead to lower taxes or less generous social transfers.
