Book excerpt: The global financial crisis that erupted in 2008 coupled with food and fuel price volatility are likely to affect developing countries, and within them the vast majority of the world's poor population in profound ways. This paper maps the different channels through which their effects could be transmitted to the developing world, and it illustrates a basic framework of shock transmission to a developing country from the macro- to the micro-levels-considering also possible adverse feedback effects. Aggregate shocks are going to be an increasingly common feature of the global economic landscape; and these shocks could result in poverty traps, generating effects that harm not just present, but also succeeding generations. Social budgeting and social protection will be critical in order to shield poor households and vulnerable children from the worst effects of these shocks. There is a strong moral imperative to advance children's rights and take prompt action in these areas. Policy experience and empirical evidence also suggest that investments in children and policy interventions to protect them during periods of economic volatility and crises are eminently affordable and provide strong social and economic returns. In responding to the presently unfolding financial crisis as well as future ones, continuing and further strengthening investments in children, and in addition, protecting them from the adverse impact of these crises (so that these investments will not be eroded) will be critical, not just in breaking the cycle of poverty, but also in safeguarding countries' future economic growth and human development.

Book excerpt: The successful development of children and young people requires that we protect and nurture a set of interrelated physiological, cognitive, and socio-emotional systems. What happens to these systems in early life can have long-term consequences and can even carry over to the next generation. The impact of economic crises on human development is similarly complex and heterogeneous. Some families and some young people display astonishing resilience – either by being comparatively unscathed by crises or by their ability to recover quickly and healthily. Other families and individuals may be unable to prevent exposure, unable to protect themselves, or may not have the same capacity to adapt positively when exposed to a crisis, with potentially serious long-term consequences for healthy development. Human development lies at the intersections of neurology and sociology, genetics and psychology, biology and economics; and this volume approaches the study of shocks and human development from a variety of disciplinary perspectives: economics, sociology, anthropology, and social and developmental psychology. This volume describes the impact of aggregate shocks on human development, and the subtle and intricate settings and pathways through which individuals can be affected. Depending on the timing, duration, transmission mechanisms, and context, the consequences for children's physical, cognitive, and socio-emotional development may be costly and irreversible. Fortunately, although children suffer in adversity, they can also benefit positively when exposed to enriching environments. We need to develop and implement effective interventions to prevent the worst consequences of exposure to shocks, and to assist families and young people to recover. This volume explores what we know about protecting young people from lasting harm and promoting healthy development through a crisis. This volume is intended for policymakers, civil society, and others engaged in promoting and protecting human development and in designing and implementing safety nets during crisis. This is a novel approach as it incorporates the experiences from such diverse disciplines to provide a comprehensive understanding of the complex interactions that define human development.

The answer to this question has important implications for public policy. If shocks reduce investments in children, they may transmit poverty from one generation to the next. This paper uses a simple framework to analyze the effects of aggregate economic shocks on child schooling and health. It shows that the expected effects are ambiguous, because of a tension between income and substitution effects. The paper then reviews the recent empirical literature on the subject. In richer countries, like the United States, child health and education outcomes are counter-cyclical: they improve during recessions. In poorer countries, mostly in Africa and low-income Asia, the outcomes are pro-cyclical: infant mortality rises, and school enrollment and nutrition fall during recessions. In the middle-income countries of Latin America, the picture is more nuanced: health outcomes are generally pro-cyclical, and education outcomes counter-cyclical. Each of these findings is consistent with the simple conceptual framework. The paper discusses possible implications for expenditure allocation.

Book excerpt: Focusing on the vulnerability and resilience to economic shocks at the household level, this book draws on extensive research activities carried out in two Melanesia countries: the Solomon Islands and Vanuatu. In particular, it identifies the household impacts of the recent food, fuel and economic crises. The contributors also examine resilience by identifying how households responded to these recent economic events in order to cope with their impacts. Findings indicate that households are vulnerable to a range of shocks and often struggle to cope with their impacts. Shocks are making it harder for households to meet their basic needs. Households in Melanesia are facing increasing demands for money, in particular for school fees, basic foodstuffs and customary obligations. Concurrently, there are limited domestic opportunities for formal employment. Traditional social support networks are strong and are an important form of resilience. However, there is evidence that they are disintegrating. Of particular focus are the gendered impacts. Women are found to bear a disproportionate share of the burden in adjusting to household shocks. The authors highlight key areas in which public policy and development programmes can reduce household vulnerability and increase their resilience to future economic shocks.

After clarifying the difference between poverty and vulnerability, an analytical framework is presented and then applied to household panel data from Peru. Major findings are: (a) households with better educated heads are less vulnerable; (b) female headed households are not more vulnerable to declines than male headed households; (c) households with more children are more vulnerable to macroeconomic shocks; and (d) transfer networks that may assist the poor in relatively stable periods do not appear to protect them during a major shock, with the exception of transfers that originate from outside Peru.

While poverty reduction has been a mainstay of the World Bank s mission for decades, the Bank has now set a specific goal and timetable, and for the first time, the Bank has explicitly included a goal linked to ensuring that growth is shared by all. The discussion until now has centered primarily on articulating the new goals. This report, the latest in World Bank s Policy Research Report series, goes beyond that and lays out their conceptual underpinnings, discusses their relative strengths and weaknesses by contrasting them with alternative indicators, and proposes empirical approaches and requirements to track progress towards the goals. The report makes clear that the challenges posed by the World Bank Group s new stance extend not just to the pursuit of these goals but, indeed, to their very definition and empirical content. The report also argues that an improved data infrastructure, consisting of many elements including the collection of more and better survey data, is critical to ensure that progress towards these goals can be measured, and policies to help achieve them can be identified and prioritized.

We first review two state-of-the-art papers with household heterogeneity and aggregate uncertainty. They teach us that having a larger fraction of poor and borrowing constrained households, who have a high marginal propensity to consume, amplifies the drop in aggregate consumption in response to a negative aggregate real shock. We then move on to the Panel Study of Income Dynamics (PSID) and Equifax data to quantify the fraction of people that are constrained in their consumption choices and to study how that fraction has changed before and after the Great Recession. We argue that the role of constraints cannot be adequately captured by only having a large share of households with no wealth before a recession. We find that, for all of the measures that we consider, the fraction of households that are borrowing constrained has drastically increased since the onset of the Great Recession and that it has remained high, or even increased, all the way through 2012, the last year for which we currently have PSID data. Thus, it is not surprising that aggregate consumption has experienced such a large drop and remained depressed for a long time.

Book excerpt: February 2001 An analysis of a field survey to investigate household decisions about schooling in rural Pakistan suggests that hiring more female teachers and providing more primary schools for girls closer to villages will improve the chances of rural Pakistani girls entering school and staying enrolled. Human capital investments in Pakistan are performing poorly: school enrollment is low, the high school dropout rate is high, and there is a definite gender gap in education. Sawada and Lokshin conducted field surveys in 25 Pakistani villages and integrated their field observations, economic theory, and econometric analysis to investigate the sequential nature of education decisions--because current outcomes depend not only on current decisions but also on past decisions. Their full-information maximum likelihood estimate of the sequential schooling decision model reveals important dynamics affecting the gender gap in education, the effects of transitory income and wealth, and intrahousehold resource allocation patterns. They find, among other things, that in rural Pakistan: * There is a high educational retention rate, conditional on school entry, and that male and female schooling progression rates become comparable at higher levels of education. * A household's human and physical assets and changes in its income significantly affect children's education patterns. Birth order affects siblings' competition for resources. * Serious supply-side constraints on village girls' primary education suggest the importance of supply-side policy interventions in Pakistan's rural primary education--for example, providing more girls' primary schools close to villages and employing more female teachers. The report also highlights that food insecurity is more than just hunger. For the first time, the report provides evidence that many people in the world, even if not hungry, experience moderate food insecurity as they face uncertainties about their ability to obtain food and are forced to compromise on the quality and/or quantity of the food they consume. This phenomenon is observed globally, not only in low- and middle-income countries but also in high income countries. The report also shows that the world is not on track to meet global nutrition targets, including those on low birthweight and on reducing stunting among children under five years. Moreover, overweight and obesity continue to increase in all regions, particularly among school-age children and adults. The report stresses that no region is exempt from the epidemic of overweight and obesity, underscoring the necessity of multifaceted, multisectoral approaches to halt and reverse these worrying trends. In light of the fragile state of the world economy, the report presents new evidence confirming that hunger has been on the rise for many countries where the economy has slowed down or contracted. Unpacking the links between economic slowdowns and downturns and food insecurity and malnutrition, the report contends that the effects of the former on the latter can only be offset by addressing the root causes of hunger and malnutrition: poverty, inequality and marginalization.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
