Improving the quality and availability of transport infrastructure linking smaller urban areas to the rest of the interregional network would improve manufacturing plants' access to markets and would give standardized manufacturing activities a chance to move out of large, costly urban centers to lower cost secondary centers. "New" economic geography theory and the development of innovative methods of analysis have renewed interest in the location and spatial concentration of economic activities. Lall, Shalizi, and Deichmann examine the extent to which agglomeration economies contribute to economic productivity. They distinguish three sources of agglomeration economies: * At the firm level, from improved access to market centers. * At the industry level, from enhanced intra-industry linkages. * At the regional level, from inter-industry urbanization economies. The input demand framework they use in analysis permits the production function to be estimated jointly with a set of cost shares and makes allowances for nonconstant returns to scale and for agglomeration economies to be factor-augmenting. They use firm-level data for standardized manufacturing in India, together with spatially detailed physio-geographic information that considers the availability and quality of transport networks linking urban centers--thereby accounting for heterogeneity in the density of transport networks between different parts of the country. The sources and magnitudes of agglomeration vary considerably between industrial sectors. Their results indicate that access to markets through improvements in interregional infrastructure is an important determinant of firm-level productivity, whereas the benefits of locating in dense urban areas do not appear to offset the associated costs. Improving the quality and availability of transport infrastructure linking smaller urban areas to the rest of the interregional network would improve market access for manufacturing plants. It would also give standardized manufacturing activities a chance to move out of large, costly urban centers to lower cost secondary centers. Specifically, it describes new analytical approaches using productivity and productive efficiency analyses as methods for understanding agglomeration economies. Additionally, the book provides application results for Japanese regions and proposes desirable regional policies. According to the new analytical methods advocated in this book, agglomeration economies are larger in major metropolitan areas than in local regions, and in the manufacturing sector than in the non-manufacturing sector. These results are consistent with general knowledge. Moreover, the majority of productivity growth pertaining to regional economies is explainable by improvements to accessibility. Improving accessibility for regions reduces transportation costs between them and strengthens agglomeration economies, which, in turn, enable the sustainable development of regional economies. Therefore, this book highlights the need not only to reinforce existing agglomeration areas, but also to form a network between these agglomerations and to strengthen it, so as to realize regional economic growth despite a decreasing population.

While China has avoided some of the common ills of urbanization, strains are showing as inefficient land development leads to urban sprawl and ghost towns, pollution threatens people’s health, and farmland and water resources are becoming scarce. With China’s urban population projected to rise to about one billion – or close to 70 percent of the country’s population – by 2030, China’s leaders are seeking a more coordinated urbanization process. Urban China is a joint research report by a team from the World Bank and the Development Research Center of China’s State Council which was established to address the challenges and opportunities of urbanization in China and to help China forge a new model of urbanization. The report takes as its point of departure the conviction that China's urbanization can become more efficient, inclusive, and sustainable. However, it stresses that achieving this vision will require strong support from both government and the markets for policy reforms in a number of area. The report proposes six main areas for reform: first, amending land management institutions to foster more efficient land use, denser cities, modernized agriculture, and more equitable wealth distribution; second, adjusting the hukou household registration system to increase labor mobility and provide urban migrant workers equal access to a common standard of public services; third, placing urban finances on a more sustainable footing while fostering financial discipline among local governments; fourth, improving urban planning to enhance connectivity and encourage scale and agglomeration economies; fifth, reducing environmental pressures through more efficient resource management; and sixth, improving governance at the local level.

Book excerpt: Political and scientific debates on migration policies have mostly focused on governments' efforts to control or reduce low-skilled, asylum, and irregular migration or to encourage the return migration of these categories. Less research and constructive discourse has been conducted on the role and effectiveness of policies to attract or retain high-skilled workers. An improved understanding of the drivers and dynamics of high-skilled migration is essential for effective policy-making, as most highly developed and emerging economies experience growing shortages of high-skilled labour supply in certain occupations and sectors, and skilled immigration is often viewed as one way of addressing these. Simplistic assumptions that high-skilled migrants are primarily in pursuit of higher wages raise the expectation that policies which open channels for high-skilled immigration are generally successful. Although many countries have introduced policies aimed at attracting and facilitating the recruitment of high-skilled workers, not all recruitment efforts have had the desired effects, and anecdotal evidence on the effectiveness of these programmes is rather mixed. The reason is that the rather narrow focus on migration policy coincides with a lack of systematic and rigorous consideration of other economic, social, and political drivers of migration, which may be equally - or sometimes even more - important than migration policies per se. A better understanding of migration policies, their making, consequences and limitations, requires a systematic knowledge of the broader economic, social and political structures and their interaction in both origin and destination countries. This book enhances this vibrant field of social scientific enquiry by providing a systematic, multidisciplinary, and global analysis of policies driving international high-skilled migration processes in their interaction with other migration drivers at the individual, city, national, and international level.
