Although the federal government invests substantial resources into student financial aid, states have the primary responsibility for policies that raise overall higher educational attainment and improve equity across groups. The importance of understanding how states may accomplish these goals has never been greater, as educational attainment is increasingly required for economic and social well-being of individuals and society. Drawing on data collected from case studies of the relationship between public policy and higher education performance in five states—Georgia, Illinois, Maryland, Texas, and Washington—The Attainment Agenda offers a framework for understanding how state public policy can effectively promote educational attainment. Laura W. Perna and Joni E. Finney argue that there is no silver bullet to improve higher education attainment. Instead, achieving the required levels of attainment demands a comprehensive approach. State leaders must consider how performance in one area (such as degree completion) is connected to performance in other areas (such as preparation or affordability), how particular policies interact to produce expected and unexpected outcomes, and how policy approaches must be adapted to reflect their particular context. The authors call for greater attention to the state role in providing policy leadership to advance a cohesive public agenda for higher education and adopting public policies that not only increase the demand for and supply of higher education but also level the playing field for higher educational opportunity. The insights offered in The Attainment Agenda have important implications for public policymakers, college and university leaders, and educational researchers interested in ensuring sustained higher education attainment.

The Global Financial Crisis is the most serious economic crisis since the Great Depression, and although many have explored its causes, relatively few have focused on its consequences. Unlike earlier crises, no new paradigm seems yet to have come forward to challenge existing ways of thinking and neo-liberalism has emerged relatively unscathed. This crisis, characterized by a remarkable policy stability, has lacked a coherent and innovative intellectual response. This book, however, systematically explores the consequences of the crisis, focusing primarily on its impact on policy and politics. It asks how governments responded to the challenges that the crisis has posed, and the policy and political impact of the combination of both the Global Financial Crisis itself and these responses. It brings together leading academics to consider the divergent ways in which particular countries have responded to the crisis, including the US, the UK, China, Europe, and Scandinavia. The book also assesses attempts to develop global economic governance and to reform financial regulation, and looks critically at the role of credit rating agencies.

In examining the concept of ‘responsibilisation’ from the point of view of both the ‘responsibilised client and welfare worker’, the book breaks from the traditional literature to demonstrate how responsibilities are negotiated during multi-professional care planning meetings, home visits, staff meetings, focus groups and interviews with different stakeholders. The settings examined in the book can be described as on the ‘margins of welfare’ - mental health, substance abuse, homelessness services and probation work, where the rights and responsibilities of clients and workers are uncertain and constantly under review. Each chapter approaches the management of responsibilities from a particular angle by combining responsibilisation theory and discourse analysis to examine everyday encounters. Taken together, the chapters paint a comprehensive picture of the responsibilisation practices at the margins of welfare services and provide an extensive discussion of the implications for policy and practice. Drawing upon both the governmentality literature and everyday encounters, the book provides a broad approach to a key topic. It will therefore be a valuable resource for social policy, public administration, social work and human service researchers and students, and social and health care professionals.
