Their efforts mark what is believed to be the first collective assessment of the social sciences in Canada. The contributors include: Nathan Keyfitz on sociology, C.B. Macpherson on political science; H.G. Johnson on economics; Ramsay Cook on history; and M. Rokeach on the place of values in Canadian social science. Commentaries on the papers are also included. Each author has addressed himself to one or more of the following matters: the degree to which the disciplines as practised in Canada are linked to or differentiated from their practice elsewhere; the benefits and drawbacks of a 'nationalistic' approach to scholarship in the social sciences; the contributions of Canadian scholarship to the study of society in general and Canadian society in particular; the interaction among the social sciences in Canada and the need for inter-disciplinary studies; and the unfulfilled agenda of Canadian social science. Book excerpt: Continuing problems in the Canadian economy have been the occasion of a partisan debate between nationalists and continentalists, both of whom claim the staples thesis to be the premise of their proposed solutions. As one of the principal progenitors of that premise Harold Innis contributed much to the roots of this debate and its present flowering cannot be understood apart from what he had to say. This is an account of the Canadian problem as it was elaborated in the staples thesis of H.A. Innis. But it is more than that. In order to cope with the economics of a satellite country in the age of machine and post-machine industry, Innis found it necessary to fill in the empty boxes of neoclassical value theory and, at times, to make new ones when the standard theory provided insufficient room to contain the facts of the case. He went beyond price theory to come to grips with the unsolved problems of growth and to work out answers of his own. The result was a new kind of economics based, as was the economics of J.M. Keynes, on the assertion of a new ethical foundation. Unlike Keynes, Innis was concerned with the long run, for we can survive now only by understanding the coping with the long-run consequences of past policies; and, given the right policies now, the nation as a whole will live on. Innis and Keynes are like two sides of a coin in the new issue of value theory. We can flip that coin to see which policy will come up, or we can account for both sides in some sort of rational compromise. A New Theory of Value is a plea for a rational approach to the problem.

Led by historian Frank Underhill of the University of Toronto and law professor and poet Frank Scott of McGill University, the League for Social Reconstruction was critical of industrial capitalism and called for basic social and economic change through educational activity and parliamentary and constitutional channels. In the first history of this unique organization Michiel Horn outlines the League's aims and accomplishments and its ideological influence on the CCF and the NDP. Initially, the LSR avoided the term 'socialism' and remained uncommitted to any political part, although its choice of J.S. Woodsworth as honorary president made its sympathies clear. When, not long after the LSR's establishment, the CCF was founded, many League members joined it. An attempt to link the LSR openly with the CCF failed, but the League soon became known as the CCF's 'brain trust,' and the manifesto and programme adopted by the party in 1933 clearly reflected the influence of the LSR members. The League's own democratic socialist ideas were most fully stated in Social Planning for Canada (1935), Democracy Needs Socialism (1938), and in the pages of the Canadian Forum, acquired by the LSR in 1936. With the disillusionment of the later 1930s, the distraction of the war, and, most of all, the increased support enjoyed by the CCF after 1940, the LSR disappeared as a formal organization, but its ideas shaped a political tradition which found expression in the CCF and later the NDP.

In this timely book, Patrick Boyer examines the important role that direct democracy -- through the occasional use of referendums, plebscites, and inniatives -- can play in concert with our existing institutions of representative democracy. This concept is not alien to our country, says Boyer, pointing to the two national plebiscites (on prohibition of alcohol in 1898 and consciption for overseas military service in 1942), some sixty provincial plebscites (on everything from sovereignty-association to abortion, medicare to women's suffrage, prohibition to ownership of power companies), and several thousand at the municipal level. Direct voting is an important instrument in a truly democratic society, Boyer argues, and it has a more important rold in the current reformation of Canada than some in the comfortable growing governing classes want to admit. The People's Mandate is a helpful guide to understanding the distinctions between plebiscites and referendums in a purely Canadian context. In sum, Boyer believes it is essential to govern with the trust of the people.
