Book excerpt: This report is based on our reviews of 24 major agencies' strategic plans that were formally submitted to Congress and 0MB by September 30, 1997. To do these reviews, we used the Results Act supplemented by OMB's guidance on developing the plans (Circular A-11, part 2) as criteria to determine whether the plans contained the six elements required by the Act. As agreed, we focused our reviews on the progress of agencies' strategic planning efforts, specifically their efforts to improve their strategic plans, with particular attention to the key planning challenges that are most in need of sustained attention. Agencies included in our analysis are listed in appendix 1, and our observations on individual agencies are summarized in appendixes II through XXV. To gather information on how annual performance planning and measurement could be used to address the critical planning challenges we observed in our reviews of the September plans, we relied on our recent report on critical challenges needing sustained attention, our report on government wide implementation of the Results Act, our guidance for congressional review of Results Act implementation, and our guidance on effectively implementing the Act. On the whole, agencies' September plans appear to provide a workable foundation for Congress to use in helping to fulfill its appropriations, budget, authorization, and oversight responsibilities and for agencies to use in setting a general direction for their efforts. These plans represent a significant improvement over the draft plans we reviewed last summer. For example, we found that all but six of the draft plans were missing at least one element required by the Results Act, and about a third were missing two of the six required elements. In contrast, the September plans we reviewed contained at least some discussion of each element required by the Act.

Book excerpt: Pursuant to a congressional request, GAO reviewed the Office of Personnel Management's (OPM) annual performance plan for fiscal year (FY) 1999, focusing on whether OPM's plan complies with the statutory requirements and congressional intent as contained in the Government Performance and Results Act and related guidance. GAO noted that: (1) OPM's annual performance plan addresses the six program components required by the Results Act; (2) the plan has several performance goals and measures listed under each of its five strategic goals as identified in OPM's September 1997 strategic plan; (3) some of these goals and measures are objective and quantifiable, providing a way to judge whether the goal has been achieved; (4) the plan also lays out, very well, a clear linkage between the FY 1999 performance goals and OPM's mission and strategic goals and also between its goals and its specific program activities and related funding as presented in its 1999 budget; (5) the principal area in which the performance plan could be improved to better meet the purposes of the Results Act is in the statement of its goals; (6) OPM's annual performance plan goals, like those in its strategic plan, tend to be process or activity goals; (7) the Results Act, in contrast, envisions a much greater emphasis on outcome goals that state what overall end result the agency will achieve, such as increasing the effectiveness of the federal civilian workforce; (8) Congress sought this emphasis to help ensure that processes and activities that agencies undertake actually add up to a meaningful result that is commensurate with the resources expended; and (9) OPM's annual performance plan could also be improved by including more discussion on how its resources will be used to achieve its goals and adding a discussion of known data limitations that may affect the validity of various performance measures that OPM plans to use.

GAO noted that: (1) GSA's performance plan has several performance goals for each of its strategic goals; (2) some of its performance goals and measures are objective and quantified and provide a way to compare actual to planned performance; (3) in addition, the plan contains some goals and measures that involve comparisons of GSA and the private sector; (4) however, for the most part, the plan falls short of meeting the criteria set forth in the Results Act and related guidance; (5) it does not adequately provide a clear picture of expected performance across the agency because: (a) like the goals in its strategic plan, many performance goals, and related measures, are not quantifiable or results oriented; (b) performance plan goals are not always linked to the specific program activities and funding in its budget; and (c) also like the strategic plan, the performance plan does not discuss GSA's coordination efforts for many crosscutting activities; (6) GAO also found that the performance plan generally does not have an explicit discussion of the strategies and resources that will be needed to achieve goals or the external factors that will affect accomplishment of the goals; and (7) although the plan includes a discussion of how GSA plans to verify performance data that provides partial confidence that performance information will be credible, it does not discuss the actions GSA has taken or will take to address known data limitations.
