Dans ce contexte, les inégalités sociales et de genre sont également en augmentation, les femmes et les filles étant parmi les plus touchées par ces chocs. Malgré les efforts déployés dans plusieurs pays, le continent africain n'est pas en passe d'atteindre les cibles en matière de sécurité alimentaire et de nutrition de l'objectif de développement durable Faim zéro pour 2030, ni les cibles de Malabo visant à éliminer la faim et toutes les formes de malnutrition à l'horizon 2025. Les estimations les plus récentes montrent qu'environ 282 millions de personnes (soit 20 pour cent de la population africaine) étaient sous-alimentées en 2022, soit 57 millions de personnes de plus depuis le début de la pandémie de covid-19. Environ 868 millions de personnes étaient en situation d'insécurité alimentaire modérée ou grave et plus d'un tiers d'entre elles – 342 millions de personnes – étaient en situation d'insécurité alimentaire grave. Cette édition du rapport présente les dernières analyses de la prévalence et des tendances de la sous-alimentation, de l'insécurité alimentaire et de la malnutrition. En outre, elle inclut pour la première fois des estimations du coût et de l'abordabilité d'une alimentaire saine, qui sont des indicateurs utiles de l'accès économique des poopulations aux aliments nutritifs et à une alimentation saine. Le rapport montre qu'il est impératif que les pays intensifient leurs efforts s'ils veulent parvenir à un monde libéré de la faim et de la malnutrition à l'horizon 2030.

Il montre que la faim est demeurée relativement stable au niveau mondial entre 2021 et 2022, mais qu’elle se maintient largement au-dessus du niveau enregistré avant la pandémie de covid-19, et même qu’elle augmente dans de nombreuses régions où les populations n’ont pas encore pu compenser les pertes de revenus occasionnées par la pandémie, ou ont été durement touchées par la flambée des prix des denrées alimentaires, des intrants agricoles et de l’énergie, par des conflits et/ou par des phénomènes météorologiques extrêmes. Le rapport donne également des estimations actualisées concernant les milliards de personnes qui n’ont pas accès toute l’année à une alimentation nutritive, sans danger pour la santé et en quantité suffisante. Il fait apparaître que, dans l’ensemble, nous sommes bien mal engagés pour atteindre l’ensemble des cibles liées à la nutrition. Si des progrès sont observés en ce qui concerne d’importants indicateurs de la nutrition infantile, l’augmentation du taux d’excès pondéral constatée chez les enfants de moins de 5 ans dans de nombreux pays laisse présager un accroissement de la charge des maladies non transmissibles. L’urbanisation progresse dans de nombreux pays et ce rapport montre qu’elle modifie les systèmes agroalimentaires d’une façon qu’il n’est plus possible d’appréhender sous l’angle de la simple dichotomie entre milieu rural et milieu urbain. L’évolution des agglomérations tout le long du continuum rural-urbain et la fonction d’interface que celles-ci exercent en tant que lieux d’échange et d’interactions socioéconomiques modifient les systèmes agroalimentaires et sont modifiées par eux, ce qui n’est pas sans conséquences pour la disponibilité et l’accessibilité économique des aliments sains, et donc pour la sécurité alimentaire et la nutrition. De nouvelles données indiquent que, dans certains pays, ce ne sont plus seulement les ménages urbains mais aussi les ménages ruraux qui achètent une part élevée des aliments qu’ils consomment. Dans plusieurs pays, la consommation d’aliments hautement transformés augmente également dans les zones périurbaines et les zones rurales. Les effets de ces changements sur la sécurité alimentaire et la nutrition des individus diffèrent selon l’endroit où ceux-ci vivent le long du continuum rural-urbain.

Les dernières données montrent que la détérioration a ralenti, mais il reste 256 millions de personnes souffrant de la faim en Afrique aujourd’hui. Le rapport indique en outre que, bien que de nombreux pays africains progressent dans la réduction de la malnutrition, les progrès sont trop lents pour atteindre les six objectifs nutritionnels clés, qui font partie du cadre de suivi des Objectifs de développement durable (ODD) et des Objectifs mondiaux en matière de nutrition de l’Assemblée mondiale de la Santé. L’insécurité alimentaire s’est accrue en Afrique ces dernières années et le continent n’est pas en bonne voie d’éliminer la faim d’ici 2030. Les ralentissements économiques qui ont contribué à la sous-alimentation croissante en 2014-2018 ont été le résultat de la chute des prix des produits de base. Des nombreux outils politiques efficaces sont disponibles. Les pays doivent élaborer des politiques et investir pour parvenir à une économie plus diversifiée et réaliser une transformation structurelle inclusive. Toutefois, une croissance économique ne suffit pas: la réduction des inégalités, y compris les inégalités spatiales et entre les sexes, est essentielle pour renforcer la résilience des ménages, ouvrir la voie à une croissance inclusive, réduire l’insécurité alimentaire et s’attaquer à la formes multiples de malnutrition.

Pour la première fois cette année, la publication du rapport est le fruit d’un partenariat élargi auquel, outre la FAO, le FIDA et le PAM, sont désormais associés l’OMS et l’UNICEF. Ce rapport marque également une nouvelle ère dans le suivi de la sécurité alimentaire et de la nutrition dans le contexte du Programme de développement durable à l’horizon 2030. Afin de mesurer les progrès réalisés quant à la concrétisation de l’objectif d’élimination de la faim, les auteurs se sont appuyés à la fois sur l’indicateur habituel de prévalence de la sous-alimentation et sur un nouvel indicateur – la prévalence de l’insécurité alimentaire grave – fondé sur l’échelle de mesure de l’insécurité alimentaire fondée sur les expériences. Le rapport analyse en outre diverses formes de malnutrition, notamment les tendances et les situations intéressant le retard de croissance, l’émaciation et l’excès pondéral chez l’enfant ainsi que l’obésité chez l’adulte. La partie thématique du rapport permet de mieux comprendre la mesure dans laquelle la multiplication des conflits dans le monde a des répercussions sur la sécurité alimentaire et la nutrition. Elle montre par ailleurs comment, par un renforcement de la sécurité alimentaire et de la résilience des moyens d’existence des populations rurales, il est possible de contribuer à la prévention des conflits et au maintien de la paix.

This publication describes the contribution of insects to food security and examines future prospects for raising insects at a commercial scale to improve food and feed production, diversify diets, and support livelihoods in both developing and developed countries. It shows the many traditional and potential new uses of insects for direct human consumption and the opportunities for and constraints to farming them for food and feed. It examines the body of research on issues such as insect nutrition and food safety, the use of insects as animal feed, and the processing and preservation of insects and their products. It highlights the need to develop a regulatory framework to govern the use of insects for food security. And it presents case studies and examples from around the world. Edible insects are a promising alternative to the conventional production of meat, either for direct human consumption or for indirect use as feedstock. To fully realise this potential, much work needs to be done by a wide range of stakeholders. This publication will boost awareness of the many valuable roles that insects play in sustaining nature and human life, and it will stimulate debate on the expansion of the use of insects as food and feed.

The report also highlights that food insecurity is more than just hunger. For the first time, the report provides evidence that many people in the world, even if not hungry, experience moderate food insecurity as they face uncertainties about their ability to obtain food and are forced to compromise on the quality and/or quantity of the food they consume. This phenomenon is observed globally, not only in low- and middle-income countries but also in high income countries. The report also shows that the world is not on track to meet global nutrition targets, including those on low birthweight and on reducing stunting among children under five years. Moreover, overweight and obesity continue to increase in all regions, particularly among school-age children and adults. The report stresses that no region is exempt from the epidemic of overweight and obesity, underscoring the necessity of multifaceted, multisectoral approaches to halt and reverse these worrying trends. In light of the fragile state of the world economy, the report presents new evidence confirming that hunger has been on the rise for many countries where the economy has slowed down or contracted. Unpacking the links between economic slowdowns and downturns and food insecurity and malnutrition, the report contends that the effects of the former on the latter can only be offset by addressing the root causes of hunger and malnutrition: poverty, inequality and marginalization.

The challenges have grown with the COVID-19 pandemic and related containment measures. This report presents the first global assessment of food insecurity and malnutrition for 2020 and offers some indication of what hunger might look like by 2030 in a scenario further complicated by the enduring effects of the COVID-19 pandemic. It also includes new estimates of the cost and affordability of healthy diets, which provide an important link between the food security and nutrition indicators and the analysis of their trends. Altogether, the report highlights the need for a deeper reflection on how to better address the global food security and nutrition situation. To understand how hunger and malnutrition have reached these critical levels, this report draws on the analyses of the past four editions, which have produced a vast, evidence-based body of knowledge of the major drivers behind the recent changes in food security and nutrition. These drivers, which are increasing in frequency and intensity, include conflicts, climate variability and extremes, and economic slowdowns and downturns – all exacerbated by the underlying causes of poverty and very high and persistent levels of inequality. In addition, millions of people around the world suffer from food insecurity and different forms of malnutrition because they cannot afford the cost of healthy diets. From a synthesized understanding of this knowledge, updates and additional analyses are generated to create a holistic view of the combined effects of these drivers, both on each other and on food systems, and how they negatively affect food security and nutrition around the world. In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated food systems solutions. In this regard, the report proposes transformative pathways that specifically address the challenges posed by the major drivers, also highlighting the types of policy and investment portfolios required to transform food systems for food security, improved nutrition, and affordable healthy diets for all. The report observes that, while the pandemic has caused major setbacks, there is much to be learned from the vulnerabilities and inequalities it has laid bare. If taken to heart, these new insights and wisdom can help get the world back on track towards the goal of ending hunger, food insecurity, and malnutrition in all its forms.

Book excerpt: Rapid population growth, poorly planned urbanization, and evolving agricultural production and distribution practices are changing foodways in African cities and creating challenges: Africans are increasingly facing hunger, undernutrition, and malnutrition. Yet change also creates new opportunities. The food economy currently is the main source of jobs on the continent, promising more employment in the near future in farming, food processing, and food product distribution. These opportunities are undermined, however, by inefficient links among farmers, intermediaries, and consumers, leading to the loss of one-third of all food produced. This volume is an in-depth analysis of food system shortcomings in three West African cities: Abidjan, Côte d’Ivoire; Rabat, Morocco; and Niamey, Niger. Using the lens of geographical economics and sociology, the authors draw on quantitative and qualitative field surveys and case studies to offer insightful analyses of political institutions. They show the importance of “hard†? physical infrastructure, such as transport, storage, and wholesale and retail market facilities. They also describe the “soft†? infrastructure of institutions that facilitate trade, such as interpersonal trust, market information systems, and business climates. The authors find that the vague mandates and limited capacities of national trade and agriculture ministries, regional and urban authorities, neighborhood councils, and market cooperatives often hamper policy interventions. This volume comes to a simple conclusion: international development policy makers and their financial and technical partners have neglected urban markets for far too long, and now is the time to rethink and reinvest in this complex yet crucial subject.

In practice, however, a misunderstanding of its fundamental nature can easily result in value-chain projects having limited or non-sustainable impact. Furthermore, development practitioners around the world are learning valuable lessons from both failures and successes, but many of these are not well disseminated. This new set of handbooks aims to address these gaps by providing practical guidance on SFVCD to a target audience of policy-makers, project designers and field practitioners. This first handbook provides a solid conceptual foundation on which to build the subsequent handbooks. It (1) clearly defines the concept of a sustainable food value chain; (2) presents and discusses a development paradigm that integrates the multidimensional concepts of sustainability and value added; (3) presents, discusses and illustrates ten principles that underlie SFVCD; and (4) discusses the potential and limitations of using the value-chain concept in food-systems development. By doing so, the handbook makes a strong case for placing SFVCD at the heart of any strategy aimed at reducing poverty and hunger in the long run.
