The October 2019 Russia-Africa Summit in Sochi highlighted the appeal of Russia’s normative agenda, the ubiquity of Russian military technology, and the breadth of Moscow’s presence on the continent. Beneath the pageantry, a darker side of Russia’s African resurgence looms large. From Libya to Madagascar, Russia has used sinister tactics to expand its influence, such as private military contractors, shadowy mining and energy deals with authoritarian regimes, and election interference campaigns. This book presents a chronological examination of Russia’s post-Cold War foreign policy towards Africa, and outlines the factors that have enabled and impeded the growth of its influence. It pays special attention to the non-material factors behind this rising power; the domestic drivers of Russian decision-making; Moscow’s relationships with fellow external powers; and African perspectives on Russia’s geopolitical role. Book excerpt: An apparent lack of interest by Russia in Sub-Saharan Africa over recent years masks persistent key strategic drivers for Moscow to re-establish lost influence in the region. A preoccupation with more immediate foreign policy concerns has temporarily interrupted a process of Russia reclaiming relationships that were well-developed in the Soviet period in order to secure access to mineral and energy resources which are crucial to Russia's economic and industrial interests, as well as both existing and new markets for military arms contracts. Russian policy priorities in Africa provide both challenges and opportunities for the U.S. in fields such as nuclear nonproliferation, as well as energy security for the United States and its European allies. Russian development of key resources in southern Africa should be observed closely. Russian trade with the region is significantly underdeveloped, with the exception of the arms trade, which Russia can be expected to defend vigorously if its markets are challenged, including by the prospect of regime change or international sanctions. At the same time, Russia and the United States have a shared interest in restricting the freedom of movement of terrorist organizations in ungoverned or lightly governed spaces in Africa, which opens potential for cooperation between AFRICOM initiatives and Russian presence in the region. Russian diplomatic and economic activity in southern Africa should receive continuing attention from U.S. policymakers due to its direct relevance to a number of U.S. strategic concerns.

States that decide to reinvent their political authority simultaneously evaluate which current global norms are desirable and to what extent. In this study, Vlad Kravtsov argues that recent debates about the nature of authority in Putin's Russia and Mbeki's South Africa have resulted in a set of unique ideas on the cardinal goals of the state. This is the first book to explore how these consensual ideas have shaped health governance and impinged on norm diffusion processes. Detailed comparisons of HIV/AIDS governance systems in Russia and South Africa illustrate the argument. The Kremlin's dislike of international recommendations stemmed from the rapidly maturing statism and great power syndrome. Pretoria's responses to global AIDS norms were consistent with the ideas of the African Renaissance, which highlighted indigenousness, market-based empowerment, and moral leadership in global affairs. This book explains how and why the governments under investigation framed the nature of the epidemic, provided evidence-based prevention services, increased universal access to proven lifesaving medicines, and interacted with other participants in social practice.

Examining the financial crisis from the viewpoint of intangible assets provides a different perspective from traditional economic approaches. National Intellectual Capital (NIC), comprised mainly of human capital, market capital, process capital, renewal capital, and financial capital, is a valuable intangible asset and a key source of national competitive advantage in today’s knowledge economy. The authors—pioneers in the field—present extensive data and a rigorous conceptual framework to analyze the connections between the global financial crisis and NIC development. This discourse maintains that with upsurge in economic growth comes improved governance and endogenous dynamics; that the emerging economies, and especially the BRICS (Brazil, Russia, India, China, South Africa), have been instrumental in diversifying Africa's international relations, perhaps leading to a radical change in the global order, favourable to the developing world. But to what extent is this true, and how deep and how broad has been the impact on society at large? This book takes a critical look at the prevalent Africa Rising discourse, and explores the nature and implications of Africa's "rise" and the role that the BRICS have played in it. The author argues that Africa has still to undergo any structural transformation; that there is strong evidence that deindustrialisation and jobless growth have accompanied the upsurge of interest in the continent; and that far from making a radical turn in its developmental trajectory, Africa is being pushed into the resource corner as commodity exporters, to the North (and now, the BRICS) with little scope for industrial progress or skills advancement. Hope that the BRICS might offer an alternative to the extant neoliberal order are misplaced, for the BRICS have a stake in maintaining the current global unequality. Africa must therefore fashion its own independent path - while the emerging economies will be important, relying on external actors may simply reproduce anew the current state of underdevelopment.
