Book excerpt: In 2017 it will be Australia’s turn to chair the Kimberley Process Certification Scheme (KP), an international organisation set up to regulate the trade in diamonds. Diamonds are a symbol of love, purchased to celebrate marriage, and it is therefore deeply ironic that the diamond trade has become linked with warfare and human rights violations committed in African producer countries such as Sierra Leone, the Democratic Republic of Congo and, more recently, Zimbabwe and Angola. In their quest for diamonds, or by using diamonds to purchase weapons, armed groups in these countries have engaged in recruiting child soldiers, amputating limbs, and committing rape and murder. In response to the problem, the international community, non-governmental organisations and key industry players such as De Beers combined forces to create the Kimberley Process in 2002. The KP uses an export certificate system to distinguish the legitimate rough diamond trade from so-called ‘blood diamonds’, which are also known as ‘conflict diamonds’. This book considers the extent to which the KP, supported by other agencies at the international and national levels, has been effective in achieving its mandate. In so doing, it presents an original model derived from the domain of regulatory theory, the Dual Networked Pyramid, as a means of describing the operation of the system and suggesting possible improvements that might be made to it.

Since 2000, Zimbabwe has experienced unprecedented levels of transnational out-migration in response to the political conflicts and economic downturn often referred to as the Zimbabwe Crisis. This, in turn, has led to an increased outpouring of literary texts about migration, both in locally produced texts and in works by authors based in the diaspora. Situating Zimbabwe’s recent literary developments in a wider context of Southern African writing and history, this book focuses on texts that portray movement within Zimbabwe’s cities, between village and city, to South Africa, and overseas. The author examines important developments and trends in recent Zimbabwean literature, investigating the link between state authoritarianism and control of mobility, and literature’s potential to intervene into dominant political discourses. The book includes in-depth analyses of ten recent works of fiction published in the post-2000 era and develops mobility as a key category of literary analysis of Zimbabwe’s contemporary literatures. Thus, the book begins by identifying the objects of study of linguistics and mathematics, and delineates which ones they have in common. Next, since the object of study of linguistics is language, the nine design features of language are employed to examine each of the objects as it pertains to African languages. After that, mathematical ideas of sustainability and those of tipping points are suggested as means to help Africa’s development efforts.

Book excerpt: It is widely agreed that reducing poverty in Africa south of the Sahara (SSA) depends largely on stimulating growth in agriculture. To this end, heads of state in Africa rallied to form the pan-African Comprehensive African Agriculture Development Programme (CAADP) with the goal of raising investments and improving strategy implementation. However, while implementing an agricultural agenda under the CAADP framework, more and more countries have realized that increasing public investment in agriculture alone is not enough. Policy can play an important role not only to make public investment more efficient, but also is crucial for incentivizing private sector and farmer investment in agriculture. Against this backdrop this paper takes stock of current agricultural policies in SSA with a view to identifying policies that are working as well as areas for improvement. The paper examines policies to encourage the adoption of agricultural inputs, initiate greater private-sector investment in agriculture and agro-industries, and manage price volatility while encouraging openness. The paper further reviews successful land tenure policies and property rights systems, reviews the evidence on the synergies between agriculture and nutrition, and examines how CAADP is laying the institutional architecture for improved policy formulation in Africa. In general, the paper finds that although substantial progress has been made, there is considerable scope for improvement. This is not surprising given the relatively primitive and deeply rooted nature of smallholder farming in Africa. Evidence synthesized in the paper supports the view that most policies cannot be implemented in isolation. Rather, policies tend to be most effective when implemented along with complementary policies and public investments.

The contributors examine traditional and non-traditional diplomatic actors, and domestic, regional, continental, and global orders. They argue that African diplomats profoundly shape these orders by situating themselves within in-between-spaces of geographical and functional orders. It is in these borderlands that agency, despite all kinds of constraints, flourishes. Chapters in the book compare domestic orders to regional ones, and then continental African orders to global ones. They deal with a range of functional orders, including development, international trade, human rights, migration, nuclear arms control, peacekeeping, public administration, and territorial change. By focusing on these topics, the volume contributes to a better understanding of African international relations, sharpens analyses of ordering processes in world politics, and adds to our comprehension of how diplomacy shapes orders and vice versa. The studies collected here show a much more nuanced picture of African agency in African and international affairs and suggest that African diplomacy is far more extensive than is often assumed.
