It argues that the SADC’s pursuit of a rationalist and state-centric form of integration for Southern Africa is limited, as it overlooks the contributory role and efficacy of non-state actors, who are relegated to the periphery. The book demonstrates that civil society networks in Southern Africa constitute well-governed, self-organised entities that function just like formal regional arrangements driven by state actors and technocrats. The book amplifies this point by deploying New Institutionalism and the New Regionalism Approach to examine the role and efficacy of non-state actors in building regions from below. The book develops a unique typology that shows how Southern African regional civil society networks adopt strategies, norms and rules to establish an efficient form of alternative integration in the region. Based on a critical analysis of this self-organised regionalism, the book projects the reality that alternative regionalism driven by non-state actors is possible. This book expands the study of regionalism in the SADC, and makes a significant and innovative contribution to the study of contemporary regionalism.

The point of departure is the study of 'new regionalism', which refers to the wave of regional integration globally since the 1980s. However, whilst the current regionalism studies undoubtedly contributes to a deeper understanding of regional processes, important gaps remain, in particular the relatively scant emphasis given to civil society. This particularly relates to regions in the global South, including Southern Africa. The overarching aim of this book is therefore to analyse the dynamics of civil society regionalization in Southern Africa, both empirically and from a theoretical perspective, through analysing the cases of trade and HIV/AIDS. The study finds that CSOs can be more active in regional governance than has previously been conceptualized and are also highly active in terms of constructing regionalization through framing issues and, to a less extent, making identities 'regional'. Furthermore, the book enhances knowledge of the heterogeneous nature of civil society regionalization. Lastly, it is demonstrated that 'going regional' is only partly an autonomous process and also has to be understood as under the influence of the deeper statist and capitalist social structures marking the regional order in Southern Africa.

The renaissance of the integration agenda since the re-establishment of the regional organization in 1999 has rekindled epistemological debate among scholars and practitioners on the East African Community raison d'etre and integration process. This volume is the first of its kind in this ongoing debate that puts into proper context the nexus between the East African citizens and the integration agenda. Focusing on the Partner States case studies, the authors of the chapters operationalize the concepts of popular participation, eastafricanness, eastafricanization, democratization, and integration. Using political, national constitutions and EAC treaty, communication and awareness dimensions the authors of the chapters have analyzed the nexus between the EACcitizens and the integration process. The study generally proceeds from the premise that the exclusion of the EAC citizens from exercising their sovereign rights through popular participation undermines the prospects for the institutionalization and consolidation of the EAC identity, eastafricanness, eastafricanization, democratization and integration.

Book excerpt: The early twenty-first century witnessed remarkable attempts by Africa's political leadership to promote regional integration as a means of fast-tracking economic progress, facilitating peace and security, consolidating democratic gains, and promoting the general welfare of the African people. The transition of the Organization of Unity (OAU) to the African Union (AU), as well as the foisting of a new economic blueprint for the continent-the New Partnership for Africa's Development (NEPAD), combined with the growing role of the regional economic communities (RECs) in harmonizing and creating subregional norms and standards in the political and economic arena suggests a new trend towards regionalism in Africa. Indeed, in the new regional integration architecture, the RECs are considered to be the building blocks of the integration process led by the African Union. This new impetus of a regional development strategy was largely prompted by the slow pace of economic progress on the continent, the increasing marginalization of Africa in the global economy, and the need to create regional resources and standards that would benefit the continent in all spheres of social life. A painful realization became obvious that small micro-states in Africa sticking to their political independence and sovereignty would hardly make much progress in an increasingly globalised world. A macro-states' approach of regional integration has assumed Africa's new strategy to intervene in and integrate with a globalizing world. The current regional trend in Africa has received very little scholarly attention especially in a systematic and comprehensive way. This is due partly to the fact that the processes are currently unfolding and there is still uncertainty in the outcomes. Poor documentation and the dearth of primary materials (especially from the regional institutions) also contribute to the lack of scholarly work in this area. This study assembles the voices of some of the most seasoned African and Africanist scholars who have constantly, in one way or another, interacted with the integration process in Africa and kept abreast of the developments therein, and seeks to capture those developments in a nuanced manner in the economic, political and social spheres. The essence of this book is to analyze those processes--teasing out the issues, problems, challenges and major policy recommendations, with tentative conclusions on Africa's regional development trajectory. The book therefore fills major knowledge and policy gaps in Africa's regional development agenda. This book is a landmark contribution in a systematic attempt to comprehend Africa's regional development strategy led by the African Union. Revived in response to the search for democracy in Eastern Europe during the late Soviet era, Western donors promoted and funded new civil society organizations in sub-Saharan Africa, regarding them as an essential grounding for African democratization. Most of these new civil society organizations had little in common with African associational activity. Focusing on the characteristics and behavior of longstand-ing African organizations would appear a better starting point for developing a useful concept of an African civil society. One candidate worth serious investigation is the Buganda Kingdom Government. This organization violates most distinctions central to Western notions of civil society. Yet it continues to behave like a civil society organization. Its political and conceptual collisions offer guidance toward a useful notion of African civil society and understanding Ugandan politics.
