Book excerpt: This report contains the full-scale analysis of data from the 27 countries involved in the African Governance Project. Experts and households were polled in each country for their perceptions about political, economic and institutional governance issues. There are both gains and deficits reported. Competitive multiparty democracy has become established in many African countries, with state institutions gradually being reconstructed to promote inclusiveness, transparency and accountability. The performance of judiciaries is improving, though still often inadequate. The study also shows progress in efficient and effective public financial management and accountability, though there are still serious problems with corruption and lack of efficiency in the tax system. Public services are still largely underprovided in most countries, and attracting private investment remains a problem for Africa. Despite some signs of progress, much more has to be achieved before the capable democratic state is the norm in Africa.

Elections are central to democratic governance and the political management of diversity in plural societies. While elections are held with greater regularity in Africa, their content and quality remains suspect in many countries, with Africa's rich diversity deployed as a combustive tool in electoral conflicts. Elections have often triggered conflict, with violence, tensions, acrimonies and sharp elite divisions surrounding electoral processes and outcomes-- a worrying trend for Africa's democratic future. The Report investigates elections in the face of managing diversity in Africa. It recommends major electoral, institutional, political and constitutional reforms to enable elections to facilitate the democratic management of diversity, while significantly improving their quality and credibility. It highlights that pure perception-based measurements are highly subjective and do not provide insights into the institutional and policy reforms needed to combat corruption and improve economic governance. They also fail to take into account the international dimension of corruption. The report argues that the problem of corruption has to be assessed and addressed in the context of overall economic governance, taking into consideration both its domestic and international dimensions. It also presents policy recommendations related to improving transparency and accountability, enhancing ownership and participation in the fight against corruption, building credible national economic governance institutions, and improving the regional and global economic governance architecture.

Book excerpt: The 2017 Economic Report on Africa focuses on the linkages between industrialization and urbanization. Urbanization is one of Africa mega trends with profound implications for the social, economic, environmental dimensions of growth and transformation. Theory and experience demonstrate that industrialization and urbanization can be mutually reinforcing processes. It is therefore imperative to explore the linkages between urbanization and industrialization given the profound implications for structural transformation in Africa. So far, current policy narratives and frameworks on structural transformation and industrialization in Africa have largely failed to factor in the spatial and urban dimensions of industrialization, and in particular the advantages presented by productivity enhancement and agglomeration effects generated by cities. Yet, the nexus between urbanization and industrialization is of particular relevance for Agenda 2063 and the 2030 Agenda on Sustainable Development. Both agendas recognize urbanization as a critical factor for sustainable development. It is also important to consider urbanization and industrialization in light of Africa's engagement with the Third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) to be held in Quito, Ecuador in October 2016. In this context, African policy makers have clearly recognized urbanization as an engine of structural transformation for inclusive and sustainable growth.
