Book excerpt: This book is based on a Special Issue of the journal LAND that draws together a collection of 11 diverse articles at the nexus of climate change, landscapes, and livelihoods in rural Africa; all explore the links between livelihood and landscape change, including shifts in farming practices and natural resource use and management. The articles, which are all place-based case studies across nine African countries, cover three not necessarily mutually exclusive thematic areas, namely: smallholder farming livelihoods under new climate risk (five articles); long-term dynamics of livelihoods and landscape change and future trajectories (two articles); and natural resource management and governance under a changing climate, spanning forests, woodlands, and rangelands (four articles). The commonalities, key messages, and research gaps across the 11 articles are presented in a synthesis article. All the case studies pointed to the need for an integrated and in-depth understanding of the multiple drivers of landscape and livelihood change and how these interact with local histories, knowledge systems, cultures, complexities, and lived realities. Moreover, where there are interventions (such as new governance systems, REDD+ or climate smart agriculture), it is critical to interrogate what is required to ensure a fair and equitable distribution of emerging benefits.

This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity. The book builds on earlier volumes exploring different dimensions of decentralization and perspectives from other world regions, and distills dimensions of forest governance that are both unique to Africa and representative of broader global patterns. Dry forest is defined as vegetation dominated by woody plants, primarily trees, the canopy of which covers more than 10 per cent of the ground surface, occurring in climates with a dry season of three months or more. This broad definition - wider than those used by many authors - incorporates vegetation types commonly termed woodland, shrubland, thicket, savanna, wooded grassland, as well as dry forest in its strict sense. The book provides a comparative analysis of management experiences from the different geographic regions, emphasizing the need to balance the utilization of dry forests and woodland products between current and future human needs. Further, the book explores the techniques and strategies that can be deployed to improve the management of African dry forests and woodlands for the benefit of all, but more importantly, the communities that live off these vegetation formations. Efforts are therefore required to try to minimize further degradation and restore tropical forests in a sustainable way. This is the first research-based book to examine this problem in East Africa. The specific focus is on the forests of Ethiopia, Tanzania and Uganda, but the lessons learned are shown to be applicable to neighbouring countries and others in the tropics. A wide range of forest types are covered, from dry Miombo forest and afromontane forests, to forest-savannah mosaics and wet forest types. Current management practices are assessed and examples of good practice presented. The role of local people is also emphasized. The authors describe improved management and restoration through silviculture, plantation forestry and agroforestry, leading to improvements in timber production, biodiversity conservation and the livelihoods of local people.

In particular, it highlights the interaction between legal, policy and institutional reform and the inclusion and/or exclusion of local people from deriving benefits from forest resources in the drylands. The book focuses on the questions how land tenure reform and natural resource governance impacts upon marginal groups (along individual, collective and gender dimensions); how do forest-dependent people prepare for and respond to vulnerability; and what is the effect of forest tenure policy reform on the human rights, gender and citizenship issues in relation to the use and management of forest resources and on conflict in forest zones. These issues are approached from the perspective of marginalized groups (gender and social diversity such as indigenous peoples and herders) in vulnerable dryland forests with a high risk of being exposed to climate variability.
