Book excerpt: While there is literature out there that discusses African American parent perspectives on special education, there is very little literature available that discusses student perspectives of special education. The literature that is out there for student perspectives does not come from an African American or a middle school point of view. With African American students making up about 12% of the total student population, but 20% of the total special education population, than they currently have. What are the perspectives of African American students towards their special education experience? Have the perspectives of African American parents changed towards special education?Through qualitative methods using narrative and descriptive approaches, this study investigates African American parent and student perspectives on their special education experience. This research provides perspectives about how the parents and their children feel about their special education experiences as it relates to the school, teachers, classroom peers, the evaluation process, IEP's and communication between the school and parents. In addition, it discusses how students feel successful in the special education setting and what leads to those feelings.

A review of the literature illustrates the struggle of African American children in the American educational system: from the Civil Rights Movement and desegregation to the re-segregation of these same children into special day classrooms. What the literature fails to report is how parental involvement might help educators address the problem of overrepresentation and the perceptions of the families who are affected by their children being placed in special educational settings. The purpose of this study was to describe and analyze the experiences and perceptions of African American parents who have male children receiving special education services in schools. Critical race theory was utilized as a framework to examine and challenge the manner in which race and racism impacts practices and procedures by school personnel dealing with African American parents. As such, qualitative data were gathered and analyzed to bring to light African American parents' experiences with the special education system servicing their male children. Many of the parents in this study stated that they had experienced obstacles that prevented them from meaningful participation in the educational planning for their children as members of the IEP process. The perceived obstacles that limited their parental involvement in special education were the following: communication between parents and the IEP team members; knowledge of special education laws; parental rights and roles in the process; African American academic success and placement; and school staff understanding of African American students culture and the need for diversity. The findings of this study yield important implications for policy and practice. These changes require a paradigm shift towards inclusive educational practices that support all students in the general education setting and a renewed commitment to improving parental involvement among African American parents at both the site and district levels. Educational leaders can support this shift through providing professional development and trainings to parents and site administrators on the legal guidelines established by Public Law 94-142 (IDEA). Future research include studies which could provide the field with more information as to why inequities in special education continue to plague African American males and their families.

Book excerpt: This study is a review of literature on the experiences of African American parents of children with disabilities in the special education system. The reviewed works span between 1990 and 2014, and the purpose of the review is to understand (a) the experiences of African American parents of children with disabilities with the special education process, (b) the factors impacting these parents participation in their children's education, (c) their experiences with special education professionals, and (d) their perspectives on the factors that hinders or facilitate their relationship with special education professionals. Thirteen studies met the inclusion criteria of being published in peer-reviewed journals or dissertations and investigating the experiences of African American parents of children who receive special education services. The findings suggest that parents' participation in special education processes and parent-professional relationships are influenced by factors such as communication issues, cultural difference, support from the system, knowledge of special education law and procedures. I conclude this study by proposing recommendations for improving the experiences of African American parents in special education process.

Chapter Eight is a unique chapter that addresses the growing need to educate foreign-born immigrants who are now being referred to as “Today’s Special Learners in Schools”. This chapter delineates the use of the Comprehensive Support Model (CSM) to educate foreign-born learners who are identified by the authors as foreign-born English Language Learners. The CSM is recommended as a culturally sensitive intervention that integrates efforts of the self, (i.e., learner), families, school, community, and government in responding to the needs of diverse learners. Chapter Nine provides a comprehensive discussion of how Culturally Relevant Leadership (CRL) can impact educational theory and practice. The authors delineate how CRL leads to reflective practices which position teachers and administrators to become leaders in school change that can increase student success for diverse learners. Chapter Ten provides the reader with illustrative content regarding the use of technology to educate multicultural learners with special needs. Chapter Eleven delineates the culturally responsive infusion of effective behavior modification strategies that are designed to strengthen and facilitate positive behaviors for culturally and linguistically diverse learners with special needs. The book is an important addition to the education of multicultural learners with special needs as it provides much needed direction for the effective instructional practices for today’s diverse students. The book can be used as current best practices for special and general educators as well as school administrators.

Students with disabilities are now more likely to receive a free and appropriate education in the least restrictive environment possible; however, the ideals of the law have not always been manifested in effective practice. Although special education services are vastly better today than they were in the early years of public education, current policies and practices continue to result in the under-education of many children with disabilities. This book illustrates key failures of the system within the context of real children’s experiences. The case study approach gives voice to the students, families, and educators who have been let down by the special education process. The goal is to shed light on the flaws and injustices of the status quo. After identifying these problems, the authors offer sound solutions. Section 1 is devoted to issues surrounding identification of students with learning disabilities. These topics include occurrence of inconsistencies in assessment and diagnoses, understanding the struggles of the “slow learner,” and the interference of behavioral challenges with students’ educational performance. Section 2 addresses problems within the evaluation process that negatively influence diagnoses. Discussions include disproportionate representation of students from low socioeconomic backgrounds as well as students of color and bilingual students. Section 3 highlights significant concerns with service provision within the special education realm. The narratives throughout the book present stories of children on the receiving end of a severely fractured special education system. Recommendations focus on solving specific problems, such as inconsistent identification processes and categories, disproportionate representation, ill-conceived IEPs, ineffective specially designed instruction, and poorly implemented RTI programs. The book’s methodological approach affirms that there is much room for reform within both the special education system and the public education system as a whole.
