Though the genocide of 1994 catapulted Rwanda onto the international stage, English-language historical accounts of the Great Lakes region of Eastern Africa--which encompasses Burundi, eastern Congo, Rwanda, western Tanzania, and Uganda--are scarce. Drawing on colonial archives, oral tradition, archeological discoveries, anthropologic and linguistic studies, and his thirty years of scholarship, Jean-Pierre Chr tien offers a major synthesis of the history of the region, one still plagued by extremely violent wars. This translation brings the work of a leading French historian to an English-speaking audience for the first time. Chr tien retraces the human settlement and the formation of kingdoms around the sources of the Nile, which were "discovered" by European explorers around 1860. He describes these kingdoms' complex social and political organization and analyzes how German, British, and Belgian colonizers not only transformed and exploited the existing power structures, but also projected their own racial categories onto them. Finally, he shows how the independent states of the postcolonial era, in particular Burundi, Rwanda, and Uganda, have been trapped by their colonial and precolonial legacies, especially by the racial rewriting of the latter by the former. Today, argues Chr tien, the Great Lakes of Africa is a crucial region for historical research--not only because its history is fascinating but also because the tragedies of its present are very much a function of the political manipulations of its past.

Book excerpt: Prepared as part of UNEP's contribution to the 11th World Lakes Conference (held in Nairobi, Kenya in November 2005), this publication examines the environmental changes taking place to Africa's lakes by analysing ground photographs, current and historical satellite images and scientific evidence. Changes highlighted include the rapid shrinking of Lake Songor in Ghana, partly as a result of intensive salt production, and the extraordinary changes in the Zambezi river system as a result of the building of the Cabora Basa dam site. Other impacts, some natural and some human-made and which can only be truly appreciated from space, include the extensive deforestation around Lake Nakuru in Kenya, and the falling water levels of Lake Victoria which is now about a metre lower than it was in the early 1990s. The analysis recognises the importance of Africa's lakes as a source of livelihoods for many local communities, their contribution to the socio-economic development of the continent and the need for the sustainable management of these resources in order to help overcome poverty and meet internationally agreed development goals by 2015.

Slavery was more important in the Great Lakes region of Eastern Africa than often has been assumed, and Africans from the interior played a more complex role than was previously recognized. The essays in this collection reveal the connections between the peoples of the region as well as their encounters with the conquering Europeans. The contributors challenge the assertion that domestic slavery increased in Africa as a result of the international trade. Slavery in this region was not a uniform phenomenon and the line between enslaved and non-slave labor was fine. Kinship ties could mark the difference between free and unfree labor. Book excerpt: Lake Victoria (in the Bantu language, Victoria Nyanza), is the largest lake in Africa and the second largest body of fresh water in the world, surpassed only by Lake Superior in North America. The lake is crossed by the equator, and is the chief source of the Nile River. The first European to reach the lake was the British explorer John Hanning Speke in 1858, who named it after Britain's Queen Victoria. In 1890, at the height of the European scramble for colonies in Africa, Britain and Germany divided Lake Victoria at 1° south latitude, with the southern portion allotted to Germany, the northern portion to Britain. The Germans conducted extensive scientific surveys of the southern shores of the lake, for both research and strategic purposes. This book, an English translation of a study by a former officer of the Imperial Troops for German East Africa, Paul Kollmann, provides detailed information about the land and peoples living along the shores of the lake. A concluding section is devoted to the grammar, pronunciation, and vocabularies of the Karagwe (Nkole), Ussindja, Uha, Ki-Uganda, and Ki-Ukerewe languages and dialects. Today, Lake Victoria lies partly in Tanzania, in Uganda, and in Kenya.

Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

Book excerpt: The idea for this book was born at the June 1996 meeting of the IDEAL Steering Committee in Milwaukee, Wisconsin. We had just completed a successful and stimulating special symposium during the annual meeting of the American Society for Limnology and Oceanography, and enthusiasm was running high for the production of a volume that could assemble in one place the scientific findings that were starting to emerge from East Africa. IDEAL, an International Decade for the East African Lakes, had ended one round of field investigations, many of which had been centered on Lake Victoria. As the climatologists, geologists, paleolimnologists, and biologists displayed their results and debated interpretations, it appeared that some paradigms were shifting, and that new explanations of climate history and modem processes were taking shape. The Steering Committee endorsed the production of a volume that would draw together the different research results that were emerging and which would be representative of the scope of science issues that exist within IDEAL. This book follows in the spirit of The Limnology, Climatology, and Paleoclimatology of the East African Lakes, published in 1996, but has a somewhat different purpose. The previous publication also included original science results, but it was conceived to review the state of knowledge, identify critical problems, and point to new paths of inquiry. It accompanied the development of our first Science and Implementation Plan for the East African Lakes.

And what changes have meanwhile occurred in the basin? The human popu- tion has more than doubled, especially in Egypt, but also in East Africa. Locally, industrial development has taken place, and the Aswan High Dam was clearly not the last major infrastructure work that was carried out. More dams have been built, and some water diversions, like the Toshka lakes, have created new expanses of water in the middle of the Sahara desert. What are the effects of all this on the ec- ogy and economy of the Basin? That is what the present book sets out to explore, 33 years after the publi- tion of “The Nile: Biology of an Ancient River”. Thirty-seven authors have taken up the challenge, and have written the “new” book. They come from 13 different countries, and 15 among them represent the largest Nilotic states (Egypt, Sudan, Ethiopia, Uganda, and Kenya). Julian Rzóska died in 1984, and most of the - authors of his book have now either disappeared or retired from research. Only Jack Talling and Samir Ghabbour were still available to participate again.
