Book excerpt: The Africa Civic Action program is intended to assist African military establishments to undertake activities which will directly benefit their civilian populaces. The program, although implemented by DoD, is part of The State Department foreign assistance program and ideally will complement the efforts of already existing national infrastructure or coastal security programs, or complement activities already sponsored by USAID, PVOs (private voluntary organizations), or other assistance agencies. This guide is designed to describe the procedures required by the Foreign Military Sales system. The guide is based on several years' program experience and draws on input from the organizations which have been most involved in establishing and nurturing the program during its first three years. It is intended to ease as much as possible the incountry management burden of the program; however, the guide is not all inclusive and is intended to be supplemented with program management by the Unified Commands, the involved Washington agencies, and the Military Service case manager. It is not intended to replace the Security Assistance Management Manual (SAMM) published by DSAA, and should the Implementation Guide vary with the SAMM on any point, the provisions of the SAMM will govern. Book excerpt: This report explores the feasibility of U.S. Army roles in twelve former Soviet republics and assesses the costs, benefits, and risks of potential Army missions. It focuses on roles that replicate or build on existing Army and DoD assistance programs, especially "dual-purpose" missions that would serve both Army and host-nation interests. The study concludes that although few roles would fully meet key "dual-purpose" criteria, the Army could undertake some modest aid actions in the twelve republics--swiftly and at relatively low cost--that it routinely performs in other countries for largely self-interested reasons. The most promising could be built around small-scale nation assistance actions, primarily involving Reserve Component medical and engineer units, which the Army regularly conducts throughout the developing world, typically in conjunction with scheduled training activity. While the study findings do support a modest Army aid role, they cannot support a recommendation that the Army undertake specific actions absent key situational factors. However, they do argue that the Army's potential as an aid instrument be brought into sharper relief as an instrument available to policymakers.

Book excerpt: Following the endorsement of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) by the FAO Committee on Fisheries (COFI) in June 2014, and in line with Paragraph 13.6 of the SSF Guidelines promoting the development of regional plans of action for their implementation, a regional consultation was held to discuss the implementation of the SSF Guidelines in West and Central Africa. The objective of the consultation was to raise awareness of the important role of the small-scale fisheries sector and how this is addressed in the African Union’s Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa (PFRS), the ECOWAS regional fisheries and aquaculture policy (under development with support from the FIRST programme), and the SSF Guidelines. It also provided an opportunity to share experiences and identify actions needed to support and promote small-scale fisheries in the CECAF region.

The fragmentation in African financial markets and its persistence despite reforms to liberalize those markets have been difficult to explain. This paper reports findings from surveys of formal and informal institutions and their clients in Ghana, Malawi, Nigeria, and Tanzania to test hypotheses explaining different aspects of fragmentation, which occurs when different market segments are poorly linked and interest rate differentials cannot be fully explained by differences in costs and risks. The study concludes that financial development strategies, and World Bank operations supporting them, should explicitly include informal and semi-formal financial institutions to improve the extent and efficiency of financial intermediation in the medium term.
