Regional integration in Africa is based on a conventional (linear) model, starting with trade preference zones and moving to free trade areas, customs unions, and monetary and economic zones, with the ultimate goal to reach political unity. Specific problems of a more transformative regional integration agenda are discussed, such as: ?food security and agriculture; industry development, enterprise growth and competition; and economic partnership agreements with extra-regional partners. Book excerpt: Path to Capacity Innovation: An Africa-MNC Strategic Alliance, a policy framework is advanced proposing a strategic alliance between African countries -represented by NEPAD- and the multinational corporation with input from the NGO and couched upon an NEPAD-MNC-NGO cross-fertilizing integrative structure. Capacity innovation is the key to Africa's transformation: with the appropriate catalysts, innovation and transformation are but a matter of time in gestation. The first of two major catalysts necessary to prompting this change so long sought by Africans came at the adoption of the New Partnership for Africa's Development. It is one of the most profound collaborations of African Heads of State. The second catalyst is proposed in this work in the form of the multinational corporation as change agent for the innovation process working in alliance with NEPAD as Africa's spokesperson for innovation. The policy framework for African capacity innovation is the material product along with discourse for redress of corruption and security policy narrative for protecting the assets of multinational corporations. Bringing Forth Prosperity: Capacity Innovation in Africa questions capital theory as a development construct and an appropriate platform upon which sustained capacity innovation in Africa may emerge; explores Africa's road to modernity in the context of selected development constructs and assesses capacity innovation from a top down-bottom up perspective purposely to serve as backdrop to the Africa-MNC strategic alliance framework; constructs country capacity ID to identify internal resources available to African countries to support capacity innovation; conceptualizes the Africa-MNC strategic alliance to convey a capacity innovation philosophy; articulates an African capacity innovation policy framework to guide the Alliance through a series of actions designed to prompt innovation activity and set the continent on a course to sustained transformation; and articulates a scheme to protect assets -human and physical- derived through the Africa-MNC strategic alliance.

The book has a few vignettes from Sanders diplomatic life and work as CEO of the FEEEDS Advocacy Initiative with Africa SMEs over the years, as well as regional examples of some of innovative things Africa entrepreneurs are doing in sectors ranging from agriculture and food security to energy and climate change. The book also walks readers through what donors, foundations and African stock markets are doing today to help in the SME space. Sanders ends with recommendations of what more can be done by donors, African governments, and the new U.S. administration to further assist Africa SMEs, particularly the group she calls the critical mass, and those at the fragile end of Africas middle class.

Book excerpt: Although the phenomenon of authoritarian elections has been a focal point for the literature on authoritarian institutions for more than a decade, our understanding of the effect of authoritarian elections is still limited. Combining evidence from cross-national studies with studies on selected cases relying on recent field work, this book suggests a solution to the "paradox of authoritarian elections". Rather than focusing on authoritarian elections as a uniform phenomenon, it focuses on the differing conditions under which authoritarian elections occur. It demonstrates that the capacities available to authoritarian rulers shape the effect of elections and high levels of state capacity and control over the economy increase the probability that authoritarian multi-party elections will stabilize the regime. Where these capacities are limited, the regime is more likely to succumb in the face of elections. The findings imply that although multi-party competition and state strength may be important prerequisites for democracy, they can under some circumstances obstruct democratization by preventing the demise of dictatorships. This text will be of key interest to scholars, students and practitioners of democratization, and to those who study autocracy and electoral authoritarianism, as well as comparative politics more broadly.

With crisis-related spillovers and risks fading, changing growth patterns are the main source of spillovers in the global economy at this juncture. Two key trends are highly relevant here. First, signs of self-sustaining recovery in some advanced economies indicate that the unwinding of exceptional monetary accommodation will proceed and lead to a tightening of global financial conditions in the coming years. An uneven recovery, though, suggests normalization will proceed at different times in different countries, with possible spillover implications. Second, growth in emerging markets is slowing on a broad basis since its precrisis peak and can carry noticeable spillover effects at the global level. Model code and programs used for the spillover simulations can be made available. Data used for the empirical analysis can be made available unless restricted by copyright or confidentiality issues.

Indeed, in recent years, the non-OPEC oil exporter’s economy has been undergoing a steady transformation, reorienting from oil toward a more diverse set of service and industry-based economic activities. So far, progress has been promising. In 2011 oil and gas accounted for 38.8% of GDP. With the continuation of higher-than-expected energy prices in 2012, the government has increased economic investments accordingly. These investments, which include infrastructure, social programmes and small-business development, are aimed toward better preparing the country for its post-fossil fuel future.

Monetary accommodation remains critical in supporting economies by encouraging economic risk taking in the form of increased real spending by households and greater willingness to invest and hire by businesses. However, prolonged monetary ease may also encourage excessive financial risk taking. Analytical chapters examine (1) the growth of shadow banking around the globe, assessing risks and discussing regulatory responses, and calling for a more encompassing (macroprudential) approach to regulation and for enhanced data provision; and (2) how conflicts of interest among bank managers, shareholders, and debt holders can lead to excessive bank risk taking from society’s point of view, finding no clear relation between bank risk and the level of executive compensation, but that a better alignment of bankers’ pay with long-term outcomes is associated with less risk.
