Book excerpt: No attempt to define the Mediterranean as a region can overlook the multiplicity of political, religious and social forces at work along its shores. Responding to changes in the global and regional environment these forces have interacted in complex ways, as evidenced by their impact on the social, cultural, and political life of the states comprised between the covers of this collaborative volume. The peculiarity of the Mediterranean, as has been noted time and again, lies in its geographical position as a “sea in the middle of the land”, where different religions and cultures vie for recognition and self-expression. In the wake of the popular uprisings that have inflamed the region, beginning in Tunisia in December 2010, a drastic reorganisation of their respective state systems is coming into focus in Tunisia, Egypt, and Libya. Though their paths do not run along parallel lines, they share a common denominator: the determination of their people to become the masters of their destinies, and to do so by grappling with new forms of democracy. Almost five years later, after their rulers became the target of violent mass protests, Tunisia, Egypt and Libya are going through an exceptionally difficult transition, trying to accommodate their nascent constitutional forms to the new forces inspired by the Arab Spring.

Already home to more of the world's democratizing states than any other region, even modest reverberations from the Arab Spring on Africa's democratic trajectory will have implications for global governance norms, stability, and development. Recognizing the fluid nature of these events, the Africa Center for Strategic Studies (ACSS) convened a Working Group of Africa democracy experts to take stock of the significance of the Arab Spring for African democracy. The objective was to evaluate the extent to which the Arab Spring would be a catalyst for further political change on the continent, the durability of such change, the influence of other drivers and counterweights to democratization, and their combined implications for African democracy in the coming years. Based on this analysis, the Working Group assessed priority actions that would be required of African and international actors to reinforce and sustain Africa's nascent democratic structures. The insights from these deliberations have informed this ACSS Special Report as distilled and principally authored by Working Group Chair, Joseph Siegle. All members of the Working Group endorse the findings and recommendations herein.

Bruce Maddy-Weitzman brings to light the sustained post–Arab Spring political movement of North Africa’s Amazigh people. The Amazigh movement did not begin with the Arab Spring, but it has changed significantly since then. Amazigh Politics in the Wake of the Arab Spring details the increasingly material goals of Amazigh activism, as protest has shifted from the arena of ethnocultural recognition to that of legal and socioeconomic equality. Amazigh communities responded to the struggles for freedom around them by pressing territorial and constitutional claims while rejecting official discrimination and neglect. Arab activists, steeped in postcolonial nationalism and protective of their hegemonic position, largely refused their support, yet flailing regimes were forced to respond to sharpening Amazigh demands or else jeopardize their threadbare legitimacy.
