Book Aid Paradoxes in Afghanistan

Download or read book Aid Paradoxes in Afghanistan written by Nematullah Bizhan and published by Routledge. This book was released on 2017-08-14 with total page 199 pages. Available in PDF, EPUB and Kindle. Book excerpt: The relationship between aid and state building is highly complex and the effects of aid on weak states depend on donors’ interests, aid modalities and the recipient’s pre-existing institutional and socio-political conditions. This book argues that, in the case of Afghanistan, the country inherited conditions that were not favourable for effective state building. Although some of the problems that emerged in the post-2001 state building process were predictable, the types of interventions that occurred—including an aid architecture which largely bypassed the state, the subordination of state building to the war on terror, and the short horizon policy choices of donors and the Afghan government—reduced the effectiveness of the aid and undermined effective state building. By examining how foreign aid affected state building in Afghanistan since the US militarily intervened in Afghanistan in late 2001 until the end of President Hamid Karzai’s first term in 2009, this book reveals the dynamic and complex relations between the Afghan government and foreign donors in their efforts to rebuild state institutions. The work explores three key areas: how donors supported government reforms to improve the taxation system, how government reorganized the state’s fiscal management system, and how aid dependency and aid distribution outside the government budget affected interactions between state and society. Given that external revenue in the form of tribute, subsidies and aid has shaped the characteristics of the state in Afghanistan since the mid-eighteenth century, this book situates state building in a historical context. This book will be invaluable for practitioners and anyone studying political economy, state building, international development and the politics of foreign aid.

Book Beyond Reconstruction in Afghanistan

Download or read book Beyond Reconstruction in Afghanistan written by J. Montgomery and published by Springer. This book was released on 2004-04-23 with total page 245 pages. Available in PDF, EPUB and Kindle. Book excerpt: The interaction of failed states, terrorism and the need for 'nation building' is at the top of the international agenda, with particular focus on Afghanistan and Iraq. This path breaking collection brings together top analysts to examine the goals and challenges facing efforts to reconstruct states that have collapsed into anarchy or have been defeated in war. Drawing on lessons from 50 years of past experience with post-conflict reconstruction and development around the world, the authors provide historical context, identify difficulties that can impede progress and recognize the realistic limitations of ambitions to create new states. They assess ongoing development plans in a country devastated by more than a century of conflict. Throughout, particular attention is paid to the interaction of the goals of external and domestic actors, highlighting the importance of understanding the internal social, economic and political environment of the society receiving assistance.

Book Evaluating U S Foreign Assistance to Afghanistan

Download or read book Evaluating U S Foreign Assistance to Afghanistan written by and published by . This book was released on 2011 with total page 45 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Senate Foreign Relations Committee has been at the forefront of examining progress in Afghanistan. This report, which is the most comprehensive congressional investigation to date of our foreign assistance to Afghanistan, continues that effort. Building on 2 years of staff research and travel, the report focuses on funding appropriated by Congress to the State Department and the U.S. Agency for International Development (USAID) in the Function 150 account. It does not cover U.S. military aid, such as the Commander's Emergency Response Program (CERP), which we believe deserves closer scrutiny. The report urges the Obama administration to focus its assistance strategy on what is necessary, achievable, and sustainable.

Book Security by Other Means

Download or read book Security by Other Means written by Lael Brainard and published by Rowman & Littlefield. This book was released on 2007-08-29 with total page 378 pages. Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and Center for Strategic and International Studies publication In a world transformed by globalization and challenged by terrorism, foreign aid has assumed renewed importance as a foreign policy tool. While the results of more than forty years of development assistance show some successes, foreign aid is currently dispersed between many agencies and branches of government in a manner that formulation and implementation of a coherent, effective strategy. The current political climate is receptive to a transition toward greater accountability and effectiveness in development aid. Because this transition is clearly an imperative but has not yet been comprehensively addressed, the Brookings Institution and the Center for Strategic and International Studies have conducted a joint study that both assesses the current structures of foreign assistance and makes recommendations for efficient coordination. Drawing on expertise from the full range of agencies whose policies affect foreign aid, Security by Other Means examines foreign assistance across four categories reflecting the interests that aid furthers: security, economic, humanitarian, and political. As disparities in the world become more untenable, foreign aid plays a key role in not only the national interests of the U.S. but also the interconnected interests of the international community. This important new volume takes aim at critical questions in a concerted manner by assigning coherence and effectiveness to U.S. foreign aid. Contributors include Owen Barder (Center for Global Development, formerly UK Department for International Development), Charlie Flickner (former Staff Director of the House Appropriations Subcommittee on Foreign Operations), Steve Hensch (George Washington University), Steve Morrison (Center for Strategic and International Studies), Steve Radelet (Center for Global Development)

Book Gender and International Aid in Afghanistan

Download or read book Gender and International Aid in Afghanistan written by Lina Abirafeh and published by McFarland. This book was released on 2009-08-26 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Afghanistan has become home to one of the largest gender-focused aid interventions in the aftermath of 9/11, with foreign aid agencies using Afghan women as a barometer of social change and political progress. Through the lens of gendered aid intervention, this book seeks to understand how the promise of freedom has largely fallen short--for both men and women. Topics include the tenuous relationship between social indicators and aid dynamics; the advancing of the gender agenda through Afghanistan's 2005 parliamentary elections; and the journey from policy formulation to interpretation to implementation through the voices of policy-makers, policy implementers, NGO leaders, Afghanistan specialists and ordinary Afghan women and men.
