This book presents the fully revised and updated versions of papers presented at the NATO Advanced Research Workshop (ARW), 'NATO, the Fight against International Terrorism in Afghanistan and Security Situation in Central Asia since 9/11', held in Ankara, Turkey, in April 2011. This ARW was supported by the NATO Science for Peace and Security Programme. The book takes a comprehensive approach to the regional security complex in Central Asia by emphasizing the human security, socio-political and energy dimensions in addition to the traditional military dimension of the fight against international terrorism in and around Afghanistan. The findings of the book enhance our understanding of the root causes of international terrorism and the effective ways of coping with the security challenges in this region. The book is divided into five parts: First, NATO’s Contribution to Lasting Security in Afghanistan; Second, Responses of the Central Asian States to Political Instability, Organized Crime and International Terrorism in Afghanistan; Third, Energy Security in and around Central Asia; Fourth, International Competition and Co-operation over Afghanistan and Central Asia; and Last but not least, Regional Security Organizations and the Fight against International Terrorism in Afghanistan.

Book excerpt: Unresolved security issues in the South Caucasus have a direct and negative impact on the security interests of NATO and the U.S. They impede access to Central Asia and Afghanistan, threaten the security of needed energy resources as well as access to friendly allies in the Wider Middle East, and create an environment of instability that Russia can both exploit and perpetuate. Unresolved security issues there exercise a decisive and adverse effect on democratic reform, market-based development, and overall prosperity across the South Caucasus. Continuing shortfalls in these areas threaten to turn the region into a haven for transnational organized crime and even terrorism. This paper argues that the national security interests of NATO and its members in the South Caucasus, especially concerning the war on terrorism, NATOs obligations in Central Asia and Afghanistan, and the role of the Alliance in the Wider Middle East, have grown to such a degree that its interests would be significantly affected negatively by instability and unrest in the South Caucasus. The individual and collective interests of NATO members therefore suggest that a larger role of the Alliance in strengthening the security of the South Caucasus is warranted.

The introduction of additional advisors and enablers in 2018 stabilized the situation, slowing the momentum of a Taliban march that had capitalized on U.S. drawdowns between 2011 and 2016. The Afghan National Defense and Security Forces (ANDSF) remain in control of most of Afghanistan's population centers and all of the provincial capitals, while the Taliban control large portions of Afghanistan's rural areas, and continue to attack poorly defended government checkpoints and rural district centers. The ANDSF have continued to excel in offensive operations; the bulk of their casualties have come in defense of isolated checkpoints, command posts, and bases. The ANDSF, with U.S. and coalition support, have limited new Taliban territorial gains and quickly regained control of population centers when attacked. The intensity of the fighting and level of bloodshed on both sides has risen as both sides vie for leverage at the negotiating table.

With the end of the Cold War, Turkey and the West had lost the mutuality of interests and threat perceptions, particularly towards Russia. Western countries are now occupied by the rise of China and are in search of new allies in the Asia Pacific. Turkey is left in its region to deal with Russia and crises that are primary outcomes of Western failures in Syria, Libya, Iraq, Azerbaijan, and Qatar. In the absence of its Western allies, Turkey engaged with Russia alone to deconflict and stabilise Syria, Libya, and Azerbaijan. Turkey's ruling conservative AK Party, however, had won elections from 2002 to 2012 on a strong pro-EU and pro-West agenda. Now, it is talking about ‘strategic autonomy’, ‘multidimensionalism’, ‘diversification’, or ‘the world is bigger than five’. The new foreign policy gestures are underpinned by the rise of the domestic defence industry, nationalist politics at home, and increased trade relations with key Asian economies, China, India, and Indonesia. At an international level, the ruling party has instrumentalised strong criticism of the West for injustice and neglect of the Turkish, Muslim, Islamic, and non-western world. Although this reminds of the history of Turkey's failed quests to shift from a West-centric foreign policy to an unknown direction, the book argues that Turkey's reconnect with Asia is rather to complement and strengthen its relations with the West.

Author Zhao Huasheng writes that China's interests in Afghanistan are more limited than those of the United States, and Beijing has no interest in playing a subordinate role "under the dominance of the West" either. Basically China wants the security threat contained, but is not prepared to contribute to the military effort, including opening a transit corridor on its territory. China is prepared to participate in Afghanistan's economic reconstruction, especially when it advances Chinese foreign economic interests.

Book excerpt: In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.
