Available in PDF, EPUB and Kindle. Book excerpt: South End Community Development Inc. was a new idea when Whittlesey accepted its directorship. He worked with the United South End Settlements staff on a successful proposal to rehabilitate South End houses in one of Bostons urban renewal areas. They received a grant from the US Federal Housing and Home Agencies for $205,000 matched with a contribution of $50,000 from the United South End Settlements and $75,000 from the Committee of the Permanent Charity Fund, now known as the Boston Foundation. This book tells the story of the completion of that Demonstration Program, of its transformation into a technical assistance corporation, and its expansion into the Greater Boston area. Convinced that financing was key for successful affordable housing ventures, Whittlesey accepted the directorship of the Boston Housing Partnership (BHP). BHP organized the projects, raised financing for them, and had local community development corporations own and operate them. BHP became a model for the nation. Conducting a national survey and identifying the presence of significant housing organizations around the country, Whittlesey then left BHP to head up the organization of a national association of housing partnerships, now known as the Housing Partnership Network (HPN). With a hundred members, by 2014, HPN had collectively developed and preserved over three hundred thousand units of affordable rental housing and built, rehabilitated, or financed sixty-three thousand single-family homes.

Book excerpt: A regional affordable housing plan was one objective of a larger, continuing economic development planning effort in Northern Kentucky called Vision 2015. Efforts to move the housing plan forward ultimately stalled and the effort was abandoned by Vision 2015 in the summer of 2009. Why did Northern Kentucky's attempt to develop an affordable housing plan fall apart? This question serves as a jumping off point for a broader examination of the regional housing network's ability to plan and collaborate. The literature describes the devolution of American housing policy from the federal to the local level and the growing importance of partnerships among local government, non-profit agencies and the private sector. The potential for flexibility and innovation in local approaches has increased, but so has the complexity and fragmentation of American housing policies. This case study relies on semi-structured interviews of participants in the Northern Kentucky's housing network. Attitudes and opinions are presented in the words of interview respondents to describe the challenges participants negotiate to create successful partnerships for affordable housing. Barriers include weak private sector participation, lack of municipal involvement outside the region's urban core, and the need for leadership to unify the vision and objectives of the network. Nonetheless, Northern Kentucky's housing network has built strong relationships and developed a culture of collaboration, particularly among non-profit and social service agencies. The region's housing and planning context is also considered in light of the literature on regional cooperation, housing planning, and the impact of evolving U.S. housing policy on local affordable housing development.

This shortage is expected to grow over the coming years given the population shifts leading to greater numbers of older adults and of individuals living with disabilities. Housing is a social determinant of health and has direct effects on health outcomes, but this relationship has not been thoroughly investigated. In December 2016, the National Academies of Sciences, Engineering, and Medicine convened a public workshop to better understand the importance of affordable and accessible housing for older adults and people with disabilities, the barriers to providing this housing, the design principles for making housing accessible for these individuals, and the features of programs and policies that successfully provide affordable and accessible housing that supports community living for older adults and people with disabilities. This publication summarizes the presentations and discussions from the workshop.

Affordable housing policy in the US has often been focused at the federal level where the laws and funding to build new affordable housing historically have been determined. However, as federal housing subsidies from the 1960s expire and federal funding continues to decline, local governments, tenants and advocates face the difficult challenge of trying to retain affordability amid increasing demand for housing in many American cities. Now, instead of amassing land, financing and sponsors, affordable housing stakeholders must understand the existing resident needs and have access to the market for affordable housing. Arguing for preservation as a way of acknowledging a basic right to the city, this book examines the ways that the broad range of stakeholders engage at the building and city levels. This book identifies the underlying challenges that enable or constrain preservation to demonstrate that effective preservation requires long-term relationships that engage residents, build trust and demonstrate a willingness to share power among residents, advocates and the government. It is of great interest to academics and students as well as policy makers and practitioners internationally in the fields of housing studies and policy, urban studies, social policy, sociology and political economy.
