Book excerpt: The United States boasts scores of organizations that offer crucial representation for groups that are marginalized in national politics, from women to racial minorities to the poor. Here, in the first systematic study of these organizations, Dara Z. Strolovitch explores the challenges and opportunities they face in the new millennium, as waning legal discrimination coincides with increasing political and economic inequalities within the populations they represent. Drawing on rich new data from a survey of 286 organizations and interviews with forty officials, Strolovitch finds that groups too often prioritize the interests of their most advantaged members: male rather than female racial minorities, for example, or affluent rather than poor women. But Strolovitch also finds that many organizations try to remedy this inequity, and she concludes by distilling their best practices into a set of principles that she calls affirmative advocacy—a form of representation that aims to overcome the entrenched but often subtle biases against people at the intersection of more than one marginalized group. Intelligently combining political theory with sophisticated empirical methods, Affirmative Advocacy will be required reading for students and scholars of American politics.

In 2021, the UN General Assembly adopted a new resolution on R2P, which reaffirmed its commitment from the 2005 World Summit Outcome and put R2P on the annual agenda. For many R2P proponents, this was another manifestation of worldwide R2P relevance and of growing support among UN members to protect people from genocide, war crimes, ethnic cleansing and crimes against humanity. Yet the existing crises in Myanmar, Venezuela, Belarus, Syria and many others revealed the widening gap between the discourse and practice. This book aims to find out what keeps the concept alive despite its indisputable pitfalls. In contrast to existing studies that treat the R2P endorsement or contestation as intertwined processes of norm evolution, it argues that the status of R2P has been accomplished by the conscious politics of its advocates operating in complex global networks. As such, the book puts emphasis on the agency of R2P champions and examines who keeps the idea resonating and how they manage to preserve its worldwide relevance. Rather than proposing a new model of advocacy, the book aims to pinpoint the politics of R2P's circulation, the importance of individual R2P champions and their interconnectedness through innovative forms of cooperation within complex networks. This book will be of much interest to students of the R2P, diplomacy, human rights, foreign policy and International Relations.

This volume outlines a new agenda for the study of advocacy organizations, proposing a model of NGOs as collective actors that seek to fulfil normative concerns and instrumental incentives, face collective action problems, and compete as well as collaborate with other advocacy actors. The analogy of the firm is a useful way of studying advocacy actors because individuals, via advocacy NGOs, make choices which are analytically similar to those that shareholders make in the context of firms. The authors view advocacy NGOs as special types of firms that make strategic choices in policy markets which, along with creating public goods, support organizational survival, visibility, and growth. Advocacy NGOs' strategy can therefore be understood as a response to opportunities to supply distinct advocacy products to well-defined constituencies, as well as a response to normative or principled concerns.

Through a comparison of two NGO coalitions in Cambodia and Vietnam advocating against the Xayaburi hydropower dam on the Mekong River, the book explores the intricate interactions of formal and informal rules and norms and how they influence advocacy strategies. A framework for analysis is proposed which serves as a tool for analysis by civil society actors. The author generates fresh insights into the way in which opportunities and barriers are created for NGOs to influence state-centric decision-making processes. The book also discusses Mekong riparian states’ negotiation process over the Xayaburi hydropower dam in detail, providing an analysis of the Mekong River’s governance under the 1995 Mekong Agreement. The book concludes by suggesting ways to improve the engagement of civil society actors in the governance of transboundary rivers and development projects.

In this volume, Elizabeth Britt argues that learning embodied advocacy—a practice that results from an expanded understanding of expertise based on lived experience—and adopting it in legal settings can directly and tangibly help victims of abuse. Focusing on clinical legal education at the Domestic Violence Institute at the Northeastern University School of Law, Britt takes a case-study approach to illuminate how challenging the context, aims, and forms of advocacy traditionally embraced in the U.S. legal system produces better support for victims of domestic violence. She analyzes a wide range of materials and practices, including the pedagogy of law school training programs, interviews with advocates, and narratives written by students in the emergency department, and looks closely at the forms of rhetorical education through which students assimilate advocacy practices. By examining how students learn to listen actively to clients and to recognize that clients have the right and ability to make decisions for themselves, Britt shows that rhetorical education can succeed in producing legal professionals with the inclination and capacity to engage others whose values and experiences diverge from their own.
