Right to be defended against all enemies by the force of the whole Empire. In other words, there is union now in the form Of a kind of Federation. It is admittedly imperfect, but I would like to know of a perfect Federation. Even if you could get it, . You Would find that it Would not stay perfect. Every one then who is in favour Of preserving the present union is a Federationist. He must be in favour, too, Of taking all necessary means to preserve the union, for he who wills the end Wills also the means. Book excerpt: Excerpt from Within the Empire: An Essay on Imperial Federation Five years have elapsed since I read a paper before the Montreal Branch of the Imperial Federation League in Canada entitled, A United Empire. In writing this, and a good many other articles, which have since appeared in the columns of Imperial Federation, and other journals, it seemed to me as if the advantages to be derived from a consolidation of the Empire increased, and the difficulties in the way of such a consummation decreased with every renewed consideration of the subject. I have since become a firm believer in the practicability of a closer British Union, and have endeavoured in this essay to recast the articles above re ferred to, incorporate them with new matter and place them before my fel low countrymen in the hope of induc ing in them a'like faith. It is not my object to provide an original scheme for the reconstruction of the British Em pire, for many of the suggestions here embodied have long been before the public. But I have tried to imitate theexample of Watt with the steam engine, and to so combine these as to produce a plan which may ultimately result in the construction of a political machine, capable of working well and harmoniously for the common weal. We reply that, in the first place, we do not want Colonial agents-general to be ambassadors while the American Ministers in London have not so much to do that their isolation is a matter of high importance. Secondly, that the Minister is at least guaranteed four years' tenure of office. If political societies constituted on the English model are preparing to adopt the American maxim of the spoils to the victors, they will have to go a stage further, and adopt the American Constitution, which secures to the victors the enjoyment of their position for a fixed period of time. But we Britons have found a more excellent way, which consists in withdrawing from the sphere of party politics everything that can possibly be kept independent of them. We. Have been looking forward to seeing the agents-general assume a more prominent position - one more in conformity with their real importance. It would be a bitter disappointment to us if they were to sink into being merely local agents for one or another political party. It would not be long probably before a further stage would be reached, and the Agent would find that the Home Government received him graciously or the reverse, accord ing as the politics of his Government were supposed to be of the same or Opposite complexion to their own. At this point a fitting occasion has arisen for once more reminding members of the League and friends of the cause, of the spirit in which we are seeking success, the means by which we hope to attain it, and the nature of the triumph we desire to win. The League has requested the Government to appoint a Royal Commission to deal with the question of Federation. It seems probable that such a Commission will before long be appointed. Since our last issue' the matter has practi'cally passed the stage of argument, and it is therefore Unnecessary for us to follow it up further. We are glad to hear that a powerful company has been' formed, with a capital of to establish a telegraphic line between the Australasian Colonies and Vancouver. This will spare us the necessity of further allusion to the 'weak places in our communications, which will soon be doubled in strength and efficiency by the possession of an alternative route. Sir James Anderson's letter is interesting, as giving the opinion of an experienced man upon the probable results to our commerce of an outbreak of hostilities with another Power. His suggestion that neutral lines of telegraph would be available opens the field for some nice questions as to the laws of international. Neutrality in time of war. But where' are these neutral lines P If any agreement could be arrived at to neutralise all cables, the case would be different; but there does not seem much prospect of this, and at present there is but one route to Australia.
