Book excerpt: Following the eight year rule of Idi Amin, then several years of war and civil war, the Ugandan economy was in ruins by the time peace was restored in 1986. Since then Uganda has consistently been one of the fastest growing economies in Africa, leading to a substantial reduction in poverty. Its economic success has attracted considerable attention and has arguably had more influence on development thinking and on the international aid architecture than any other country. The HIPC debt relief initiative, the Paris Declaration on Aid Effectiveness, and the growth of budget support have all been strongly influenced by Ugandan experience and thinking. Ugandan innovations such as poverty reduction strategies, public expenditure tracking surveys, and virtual poverty funds have been widely adopted elsewhere. Most of the reforms which transformed the economy originated within the Uganda government during the 1990s, rather than being imposed through donor conditionality. In this book, for the first time many of the architects of those reforms give their personal accounts of the thinking behind the reforms, how they were implemented, and their impact. Since measures that work well in one environment may fail when transplanted to a different environment, the authors identify factors that were critical to the success of Uganda's reforms. While a number of individual reforms have been the subject of academic study, this book represents the first consolidated account of the economic reforms undertaken by the Uganda government and their impact on growth and poverty reduction.

The neoliberal policies and the resulting restructuring of the country have been accompanied by narratives of progress, prosperity, and modernisation and justified in the name of development. But this self-celebratory narrative, which is critiqued by many in Uganda, masks the disruptive social impact of these reforms and silences the complex and persistent crises resulting from neoliberal transformation. Bringing together a range of leading scholars on the country, this collection represents a timely contribution to the debate around the New Uganda, one which confronts the often sanitised and largely depoliticised accounts of the Museveni government and its proponents. The report structure is as follows: volume one synthesizes the conclusions from analysis in Volume two. In Chapter 1 of Volume two, emphasis is placed on understanding what drove past growth at macro and sector levels, and in particular, on how Uganda's firms and farms have evolved. Chapter 2 continues the retrospective of past growth in agriculture, the most important sector of the economy. The report provides a comprehensive review of growth trends in agriculture, using several data sources. The chapter provides fresh insights on recent trends in poverty and inequality. Chapter 3 presents growth diagnosis and it identifies short-term actions to remove emerging constraints to present and near-term future growth. Chapter 4 models alternative future growth paths and the impact o f alternative public investments on growth using a SAM-based CGE model. The analysis reveals there is little to be gained from 'robbing Peter to pay Paul' for example fixing infrastructure by reducing education financing. Chapters 6 and 7 return to the short-term priorities to remove binding constraints to growth, and put meat on the actions identified in Chapter 3 as being required in the financial sector (Chapter 6) and in infrastructure (Chapter 7). Finally, Chapter 8 ends by assessing the scope for an externally financed scale up of infrastructure.
