Book excerpt: The Latin America and the Caribbean (LAC) region holds a comfortable leading place in terms of the share of renewables in the electricity generation matrix, mainly due to the share of hydropower generation, which accounts for 46% of total power generation in 2017. Despite the share of renewable in the generation mix decreased by 8.2% from 2000 to 2016, the generation output of renewables increased by 51%, in absolute terms, during the same period. This has been a consequence of the decrease of renewables costs and the result of many policies applied in the LAC region. In this monograph, we study incentive mechanisms for both grid-scale (large and medium scale generation) and DG (small scale generation installed at the main consumption unit) in LAC.

Book excerpt: Renewable energy plays an important role in contributing to the transition toward low-carbon development growth, in enhancing technology diversification and hedging against fuel price volatility, in strengthening economic growth, and in facilitating access to electricity. The global trends indicate a growing commitment to renewable energy development from developed and developing countries in both the introduction of specific policy levers and investment flows. Developing countries have now a long history of designing and implementing specific policy and regulatory instruments to promote renewable energy. Today, feed-in tariff policies are being implemented in about 25 developing countries and quantity based instruments, most notably auction mechanisms, are increasingly being adopted by upper middle income countries. This paper summarizes the results of a recent review of the emerging experience with the design and implementation of price and quota based instruments to promote renewable energy in a sample of six representative developing countries and transition economies. The paper discusses the importance of a tailor-made approach to policy design and identifies the basic elements that have proven instrumental to policy effectiveness, including adequate tariff levels, long term policy or contractual commitments, mandatory access to the grid and incremental cost pass-through. Ultimately, a low carbon development growth in the developing world depends on the availability of resources to finance the solutions that exhibit incremental costs. Policies introduced to support renewable energy development should be designed and introduced in combination with strategies that clearly identify sources of finance and establish a sustainable incremental cost recovery mechanism (for example, using concessional financial flows from developed countries to leverage private financing, strengthening the performance of utilities and distribution companies, or allowing the partial pass-through of incremental costs to consumer tariffs with a differentiated burden sharing that protects the poor). Without question, policy makers will have to ensure that the design of different policy mechanisms and the policy mix per se deliver renewable energy targets with the lowest possible incremental costs and volume of subsidies.

Book excerpt: Over the coming decades, the supply of electric power will need to expand to meet the growing demand for electricity, but how the production and use of electricity develops will have broad ramifications for the diverse economies and societies of Latin America and the Caribbean. This report discusses the critical issues for the power sector considering a baseline scenario to 2030 for countries and sub-regions. Among these critical issues are the demand for electricity, the total new supply of electric generating capacity needed, the technology and fuel mix of the generating capacity, and the CO2 emissions of the sector. Under modest GDP growth assumptions, the demand for electricity in Latin America and the Caribbean would more than double by 2030. The analysis suggests that under any economic scenario, it will be challenging for the Region to meet future electricity demand. The report shows that meeting the demand for electricity in Latin America and the Caribbean can be achieved by not only building new generating capacity by the expansion of hydropower and natural gas, but by relying on an increased supply of non-hydro renewables, expanding electricity trade, and making use of supply and demand-side energy efficiency to lower the overall demand for electricity. Some recommendations derived from the report are the need for strengthening regulations and market design of hydropower and gas power generation projects and the need to design supportive policies to develop renewable energy technologies and promote energy efficiency measures. The primary audience to which this report is addressed are policy makers, power sector planners and stakeholders.

Book excerpt: In their efforts to increase the share of renewable in electricity grids to reducing emissions or increasing energy diversity, developed and developing countries are finding that a considerable scale-up of investments in transmission infrastructures will be necessary to achieve their goals. Renewable energy resources such as wind, solar, and hydro power, tend to be sited far from existing electricity grids and consumption centers. Achieving desired supply levels from these sources requires that networks be expanded to reach many sites and to ensuring the different supply variation patterns of renewable are combined with existing sources in the grid to ensure the constantly varying demand for electricity is always met. Expanding networks will be crucial to achieve renewable energy objectives efficiency and effectively. Efficiency is important to ensure renewable energy goals are achieved at the lowest cost while considering needed investment in transmission. Besides the cost of transmission, which is often worth, transmission needs be planned and built in such a way that the many sites being taped are connected in a timely fashion. The challenges of ensuring efficiency and efficacy in developing transmission for renewable become surmountable if the right planning and regulatory framework for expanding transmission are put in place. This report reviews emerging approaches being undertaken by transmission utilities and regulators to solve to cope with these challenges of expanding transmission for renewable energy scale-up. Proactively planning and regulating transmission networks are emerging as the premier approach to ensure that transmission networks are expanded efficiently and effectively. Linking planning with clear and stable cost-recovery regulation can also help bringing the private sector to complement the considerable investment needs in transmission. Based on the evolving experience and on established theory and practice on transmission regulation, the report also proposes some principles that could be useful to implement specific rules for the planning, development, and pricing of transmission networks.

Book excerpt: Energy markets are already undergoing considerable transitions to accommodate new (renewable) energy forms, new (decentral) energy players, and new system requirements, e.g. flexibility and resilience. Traditional energy markets for fossil fuels are therefore under pressure, while not-yet-mature (renewable) energy markets are emerging. As a consequence, investments in large-scale and capital intensive (traditional) energy production projects are surrounded by high uncertainty, and are difficult to hedge by private entities. Traditional energy production companies are transforming into energy service suppliers and companies aggregating numerous potential market players are emerging, while regulation and system management are playing an increasing role. To address these increasing uncertainties and complexities, economic analysis, forecasting, modeling and investment assessment require fresh approaches and views. Novel research is thus required to simulate multiple actor interplays and idiosyncratic behavior. The required approaches cannot deal only with energy supply, but need to include active demand and cover systemic aspects. Energy market transitions challenge policy-making. Market coordination failure, the removal of barriers hindering restructuring and the combination of market signals with command-and-control policy measures are some of the new aims of policies. The aim of this Special Issue is to collect research papers that address the above issues using novel methods from any adequate perspective, including economic analysis, modeling of systems, behavioral forecasting, and policy assessment. Given the inextricable linkages between the energy and agriculture sectors, integrating the nexus perspective within the FSS and the HLDE is crucial to formulate a joint vision of actions to advance the 2030 Agenda for Sustainable Development and the Paris Agreement. In this context, IRENA and FAO have decided to jointly develop a report on the role of renewable energy used in food chain to advance energy and food security as well as climate action towards the achievement of Sustainable Development Goals and the Paris Agreement. While energy has a key enabling role in food system transformation and innovation in agriculture, its current use is unsustainable because of the high dependence on fossil fuels and frequent access to energy in developing countries. The challenge is to disconnect fossil fuel use from food system transformation without hampering food security. The use of renewable energy in food systems offers vast opportunities to address this challenge and help food systems meet their energy needs while advancing rural development while contributing to rural development and climate action.

Book excerpt: Due to the lack of systematic policy evaluations, identifying successful policies in the Latin American and the Caribbean (LAC) region is a hunting task. Nevertheless, this type of analysis is crucial to inform policymakers in their decision-making process. Herein we contribute to filling this gap by assessing the progress in terms of energy services since the year 2000 and reviewing the policies that have led us to where we are.We focus on three fundamental dimensions in the definition of energy services: access to electricity and clean fuels for cooking, affordability of those energy services and quality considering both service’s interruptions and energy losses. We find that countries that have improved in all these dimensions simultaneously, catching up with the best performers in the region, are the ones that have implemented integrated policies that are part of a pluriannual plan, implemented in a strong institutional environment.Aside from macroeconomic differences, successful energy policies have in common the following characteristics: (i) important institutional reforms already in place by the end of the century; (ii) state-led plans that measure performance accounting for most dimensions simultaneously and including mechanisms to enforce preestablished objectives in targeted population; (iii) appropriate financing mechanisms to ensure affordability; and (iv) partnership with private stakeholders when their participation increases efficiency, adoption of innovation and ensure maintenance, either directly or through the involvement of local communities.Even if the discussion is presented dimension by dimension, two countries appear like having implemented successful integrated policies: Peru and Ecuador. Despite their institutional differences, they have succeeded in increasing access to affordable electricity that is more reliable (with less frequency and duration of interruptions). Additionally, Ecuador has also enhanced efficiency through electricity loss reduction thanks to enforceable performance-based regulation.Aside from these two countries, other countries have also implemented successful policies that have greatly improved one or two of the dimensions mentioned but fail to tackle all the issues simultaneously. This is the case of El Salvador with access to clean cooking and fuel subsidy reform, for example. Similarly, Nicaragua appears as an example in bridging the gap in access and Brazil, Colombia and more recently Argentina are implementing a mechanism to target demand-side subsidies based on family economic means.
