Book excerpt: The Savannah River Technology Center (SRTC), the Idaho National Engineering and Environmental Laboratory (INEEL), the Pacific Northwest National Laboratory (PNNL), the Office of Science and Technology's Transuranic and Mixed Waste Focus Area (TMFA), and the Savannah River Site's Solid Waste Management Division (SWD) are working to develop a system to repackage drummed, mixed, transuranic (TRU) waste. The system is known as the Handling and Segregation System for 55-gallon drums (HANDSS-55). HANDSS-55 is designed to be a semi-remotely operated, modular, waste conditioning system that would open 55-gallon drums containing mixed TRU-waste, sort and segregate the contents of the drum, and separately repackage the acceptable waste and the non-compliant waste.

Book excerpt: The Waste Isolation Pilot Plant (WIPP) has been open, receiving, and disposing of transuranic (TRU) waste since March 26, 1999. The majority of the waste has a path forward for shipment to and disposal at the WIPP, but there are about two percent (2%) or approximately 3,020 cubic meters (m{sup 3}) of the volume of TRU waste (high wattage TRU waste) that is not shippable because of gas generation limits set by the U.S. Nuclear Regulatory Commission (NRC). This waste includes plutonium-238 waste, solidified organic waste, and other high plutonium-239 wastes. Flammable gases are potentially generated during transport of TRU waste by the radiolysis of hydrogenous materials and therefore, the concentration at the end of the shipping period must be predicted. Two options are currently available to TRU waste sites for solving this problem: (1) gas generation testing on each drum, and (2) waste form modification by repackaging and/or treatment. Repackaging some of the high wattage waste may require up to 20:1 drum increase to meet the gas generation limits of less than five percent (5%) hydrogen in the inner most layer of confinement (the layer closest to the waste). (This is the limit set by the NRC.) These options increase waste handling and transportation risks and there are high costs and potential worker exposure associated with repackaging this high-wattage TRU waste. The U.S. Department of Energy (DOE)'s Carlsbad Field Office (CBFO) is pursuing a twofold approach to develop a shipping path for these wastes. They are: regulatory change and technology development. For the regulatory change, a more detailed knowledge of the high wattage waste (e.g., void volumes, gas generation potential of specific chemical constituents) may allow refinement of the current assumptions in the gas generation model for Safety Analysis Reports for Packaging for Contact-Handled (CH) TRU waste. For technology development, one of the options being pursued is the use of a robust container, the ARROW-PAK{trademark} System. (1) The ARROW-PAK{trademark} is a macroencapsulation treatment technology, developed by Boh Environmental, LLC, New Orleans, Louisiana. This technology has been designed to withstand any unexpected hydrogen deflagration (i.e. no consequence) and other benefits such as criticality control.

The SRS drums contain noncompliant items that must meet WIPP waste acceptance criteria (WAC) before being accepted. A system is being developed by the DOE Transuranic and Mixed Waste Focus Area (TMFA) under the Robotics Crosscut Program to repackage drummed, mixed TRU waste to meet WIPP WAC. This system, the Handling and Segregating System for 55-gallon drums (HANDSS-55), will economically and remotely open, sort, and segregate noncompliant components of the waste inside the drums and repackage the compliant components in a new drum suitable for shipment and acceptance by WIPP in New Mexico. HANDSS-55 is scheduled to be deployed for operation at the SRS Solid Waste Division by September 30, 2004. Other versions of HANDSS-55 may later be deployed at other DOE sites. MSE Technology Applications, Inc. (MSE) was selected to integrate and demonstrate the HANDSS-55 modules being developed by the Idaho National Engineering and Environmental Laboratory (INEEL) and the Savannah River Technology Center (SRTC). This paper reports progress on integration and testing to date.

Book excerpt: The Waste Isolation Pilot Plant (WIPP) is a deep underground mined facility for the disposal of transuranic waste resulting from the nation's defense program. Transuranic waste is defined as waste contaminated with transuranic radionuclides with half-life greater than 20 years and activity greater than 100 nanocuries per gram. The waste mainly consists of contaminated protective clothing, rags, old tools and equipment, pieces of dismantled buildings, chemical residues, and scrap materials. The total activity of the waste expected to be disposed at the WIPP is estimated to be approximately 7 million curies, including 12,900 kilograms of plutonium distributed throughout the waste in very dilute form. The WIPP is located near the community of Carlsbad, in southeastern New Mexico. The geological setting is a 600-meter thick, 250 million-year-old saltbed, the Salado Formation, lying 660 meters below the surface. The National Research Council (NRC) has been providing the U.S. Department of Energy (DOE) scientific and technical evaluations of the WIPP since 1978. The committee's task is twofold: (1) to identify technical issues that can be addressed to enhance confidence in the safe and long-term performance of the repository and (2) to identify opportunities for improving the National Transuranic (TRU) Program for waste management, especially with regard to the safety of workers and the public. This is the first full NRC report issued following the certification of the facility by the U.S. Environmental Protection Agency (EPA) on May 18, 1998. An interim report was issued by the committee in April 2000 and is reproduced in this report. The main findings and recommendations from the interim report have been incorporated into the body of this report. The overarching finding and recommendation of this report is that the activity that would best enhance confidence in the safe and long-term performance of the repository is to monitor critical performance parameters during the long pre-closure phase of repository operations (35 to possibly 100 years). Indeed, in the first 50 to 100 years the rates of important processes such as salt creep, brine inflow (if any), and microbial activity are predicted to be the highest and will be less significant later. The committee recommends that the results of the on-site monitoring program be used to improve the performance assessment for recertification purposes. These results will determine whether the need for a new performance assessment is warranted. For the National TRU Program, the committee finds that the DOE is implementing many of the recommendations of its interim report. It is important that the DOE continue its efforts to improve the packaging, characterization, and transportation of the transuranic waste.

Book excerpt: One of the largest, most complicated and expensive environmental problems in the United States is the cleanup of nuclear wastes. The US Department of Energy (DOE) has approximately 4,000 contaminated sites covering tens of thousands of acres and replete with contaminated hazardous or radioactive waste, soil, or structures. In addition to high-level waste, it has more than 250,000 cubic meters of transuranic waste and millions of cubic meters of low-level radio-active waste. In addition, DOE is responsible for thousands of facilities awaiting decontamination, decommissioning, and dismantling. DOE and its predecessors have been involved in the management of radioactive wastes since 1943, when such wastes were first generated in significant quantities as by-products of nuclear weapons production. Waste connected with DOE's nuclear weapons complex has been accumulating as a result of various operations spanning over five decades. The cost estimates for nuclear waste cleanup in the United States have been rapidly rising. It has recently been estimated to be in a range from $200 to $350 billion. Costs could vary considerably based on future philosophies as to whether to isolate certain sites (the ""iron fence"" philosophy), or clean them up to a pristine condition (the ""greenfields"" philosophy). Funding will also be based on Congressional action that may reduce environmental cleanup, based on budget considerations.
