Book excerpt: This reports documents the development and testing of an advanced geophysical parameter retrieval, analysis and prediction system for global numerical weather prediction. The additions and improvements to the existing data assimilation system at the Phillips Laboratory are the following: a new surface pressure analysis, modifications for high resolution analysis, an optimal retrieval of SSM/T data based on Bayesian estimation, use of precipitation data to improve the moisture and divergence analysis and as input to a diabatic nonlinear normal mode initialization. The system uses a version of the advanced physics global spectral model of PL. The results of simulation tests show a significant improvement of the moisture analyses, especially in the tropics and Southern Hemisphere, and a smaller, but detectable improvement of the other variables, except in the stratosphere.

Book excerpt: This workshop report examines the capability of the forecast system to efficiently transfer weather and climate research findings into improved operational forecast capabilities. It looks in particular at the Environmental Modeling Center of the National Weather Service and environmental observational satellite programs. Using these examples, the report identifies several shortcomings in the capability to transition from research to operations. Successful transitions from R&D to operational implementation requires (1) understanding of the importance (and risks) of the transition, (2) development and maintenance of appropriate transition plans, (3) adequate resource provision, and (4) continuous feedback (in both directions) between the R&D and operational activities.

In the coming years as the next generation of operational environmental satellites in put in orbit, the will be a large expansion in data availability. To ensure that these data serve effectively this broad user community, a new vision for the future of operational environmental satellite data utilization is needed. To help develop approaches for handling this potential data overload, NASA, with technical support from NOAA, asked the NRC to conduct an end-to-end review of issues about the utilization of operational environmental satellite data for 2010 and beyond. This report presents the result of that review. It focuses on ensuring the value of environmental satellite data for addressing specific user needs, distribution of such data, and data access and utilization.

Book excerpt: The power of microwave remote sensing for studying the oceans of the world was demonstrated conclusively by the SEASAT mission in 1978. Since then, no further satellite-flown instruments have been available to provide further data of this type. However, the proposed launch of ESA's ERS-1 satellite will lead to a new set of active microwave instruments being flown in space in 1990. Even though similar data has been obtained from aircraft-flown instruments SAR, scatterometers, altimeters etc. - a great deal of activity has been taking place to develop the necessary expertise in handling and analysing such data when it comes on-stream from ERS-1 and from subsequent satellites. It was against this background that the scientific Affairs Division of NATO again agreed to sponsor an ASI in Dundee in 1988. Its purpose was to review existing knowledge of the extraction of marine and atmospheric geophysical parameters from satellite-gathered microwave data and to enable scientists to prepare themselves and their computing systems to utilise the new data when it becomes available. The importance of the data is largely as input parameters to assist in the fitting of boundary conditions in large computer models. The course was concerned more with the non-imaging instruments, that is with passive radiometers, altimeters and scatterometers, than with the (imaging) synthetic aperture radar.

Book excerpt: An observing system simulation experiment (OSSE) is conducted using simulated DMSP microwave sensor data, surrogate data for cloud imagery (all based on a natural run), and the application of the unified retrieval (UR) method for DMSP to obtain meteorological variables as proposed by Isaacs (23). Both the DMSP SSM/T-1 temperature sounder and SSM/T-2 moisture sounder data are simulated. The unified retrieval uses physical considerations based on a forecast or other first guess by comparing the sensor data with those simulated using the first guess profiles. Although the preliminary UR did not perform better than the statistical retrieval, enhanced UR are found to be more accurate in terms of integrated water vapor amounts. The retrieved variables, primarily temperature and moisture, are used to construct initial conditions for input to the AFGL global spectral numerical weather prediction model. The resulting analyses and forecasts based on the present statistical retrieval scheme. The impact of the preliminary UR used in this experiment was small.
