The experiment utilized a synthetic environment that employed virtual simulations to depict Special Operations air and ground missions executing two joint operations scenarios in realistic combat situations.

The exercise utilized a synthetic environment that employed virtual simulations to depict Special Operations Forces (SOF) air and ground missions executing two joint operation scenarios in realistic combat situations. The scenarios were executed on a real world classified terrain database. These scenarios were designed to produce effective operations orders and concepts, and induce the commanders and their planning staff to make tactical decisions that affected battle outcomes.

Book excerpt: This document presents the lessons that have been learned during the development and operation of the Synthetic Theater of War Architecture (STOW-A) System. This product evolved over a period of more than four years, spanning both the Advanced Distributed Simulation Technology (ADST) 1 and ADST 2 contracts. In 1994, the Synthetic Theater of War Europe (STOW-E) demonstration provided the first step towards integrating virtual, constructive, and live exercise components. The system that resulted from the rapid modification of existing simulations was not designed for the set of problems inherent with exchanging data between dissimilar systems that used different protocols and computed different representations of units and basic loads, different terrain, etc. While the basic concept was proven, the system was not stable and had limited functionality. The first major upgrade to the initial STOW-A system was accomplished to support the Prairie Warrior 93 exercise. The limited virtual simulation and the interface of STOW-B were replaced, and the resulting system proved to be more reliable and extensible, but again the quick turnaround defined by the exercise date limited the ability to design or test the software. Significant improvements were achieved in the correlation of behavior, terrain, and fidelity between the constructive and virtual worlds. User comments and developers' design concepts were collected, correlated, prioritized, and implemented in time for STOWEX 96. Over the next two years, there was sufficient time between exercises to discuss user needs, add functionality, and strengthen stability within the context of improving software design and implementing a controlled test approach.

The scenarios were executed on the Synthetic Theatre of War - Europe (STOW-E) terrain database using Movement to Contact vignettes. These scenarios were designed into a twenty-eight-trail matrix to induce the platoon leader to make tactical decisions, which affected battle outcomes.

The project specifically involved the incorporation of the new DoD High Level Architecture (HLA) into the AC- l3O (omega) simulator and testbed of the Battle Management Center (BMC) located at Hurlburt Field, FL. The project was sponsored by the U.S. Special Operations Command and administered by the U.S. Army Simulation, Training, and Instrumentation Command (STRICOM). The Special Operations Forces HLA project consists of a two phase effort. The first phase was completed and involved a requirements analysis, an initial implementation of a Runtime Infrastructure connectivity solution and design, and an execution of a preliminary HLA federation. In addition, the effort also involved the development of a preliminary Special Operations Forces Federation Object Model (FOM) . The second phase of this effort involves further work to develop this FOM, but also to continue to implement the HLA migration plan developed under phase one.
