Book excerpt: The Czech Republic through its Military Academy in Brno, Czech Republic, is establishing an on site Simulation Center to train Commanders and Staffs. The first priority for the center is to train commanders and staffs to perform their tasks using simulations, especially for collective training with other NATO countries. Through discussions with STRICOM and engineers from the ADST II Program, the Czechs selected the Modular Semi-Automated Forces (ModSAF) and Janus simulation software as the starting point for their simulation capability. In addition, the Czechs initiated a Foreign Military Sale (FMS) case to acquire the software and technical assistance through a Government-to-Government transaction. The Czech military intends to use the center to train commanders, staffs, and units so that they can function in a NATO environment with understanding and confidence. They also expect the simulation center training will demonstrate that the tasks learned in the simulation environment actually work in the field. Building the overall simulation environment began with an analysis of the requirements leading to design of an open system simulation architecture for the Czech Military Academy (MA) . This Delivery Order (Do) addresses the overall design, installation, and integration of an initial simulation capability at the Czech Military Academy in Brno. It also.

The first phase, Analysis, is the initial planning task to support the ModSAF program and transition from the ADST 1 program to the ADST 2 program. The purpose of the Analysis phase is to begin the planning, preparation, and assumption of duties and responsibilities currently performed by the ADST 1 contractor to the ADST 2 team. In addition, the ADST 2 team will provide support to STRICOM in the formulation of the ADST 2 ModSAF software development strategy and development of a comprehensive Life Cycle Support Plan that will provide the necessary plans, schedule, tasks, and resources to support the second phase, Execution. The second phase, Execution, will involve the actual performance of those tasks supporting the ModSAF program.

The project specifically involved the incorporation of the new DoD High Level Architecture (HLA) into the AC- l3O (omega) simulator and testbed of the Battle Management Center (BMC) located at Hurlburt Field, FL. The project was sponsored by the U.S. Special Operations Command and administered by the U.S. Army Simulation, Training, and Instrumentation Command (STRICOM). The Special Operations Forces HLA project consists of a two phase effort. The first phase was completed and involved a requirements analysis, an initial implementation of a Runtime Infrastructure connectivity solution and design, and an execution of a preliminary HLA federation. In addition, the effort also involved the development of a preliminary Special Operations Forces Federation Object Model (FOM) . The second phase of this effort involves further work to develop this FOM, but also to continue to implement the HLA migration plan developed under phase one.

An implementation plan for a Digital Battle staff Sustainment Trainer (DBST) driver based on a federation of CCTT SAF and OTB SAF is proposed for train up and execution of the Division Capstone Exercise (DCX) at Fort Hood, Texas. This implementation plan includes a blueprint, support environment, initial capability, and a simulation support concept which best support digital staff training for DCX. Critical DBST functionality required to support DCX includes 1) incorporation of a confederation of CCTT SAF and ModSAF/OneSAF Testbed as a ground maneuver driver in a Digital Battle staff Sustainment Trainer (DBST) for DCX train up from November 1999 through March 2001 and 2) use of a confederated CCTT SAF and ModSAF 5.0/OneSAF Testbed maneuver model as a Low Overhead Drive for a Staff COFt in the CCTTTOC facility during DCX in March 2001.
