Book excerpt: A variety of government sponsored programs provide retraining and income assistance to dislocated workers, yet it is unclear whether these initiatives are effective in providing workers the essential skills needed for new careers. Using Mezirow's transformational learning theory, this study was designed to evaluate programs in selected counties in the states of Virginia and North Carolina. Using self-administered surveys, data were gathered from college instructors, dislocated workers, and local business owners. Data were analyzed with descriptive statistics and related to each research question. Results showed that instructors were effectively using adult training methods, the majority of students perceived their retraining as successful based on the academic results achieved, and local employers were willing to hire retrained workers emerging from the programs. The one area of concern was poor communication among the colleges and the employers. Having the colleges increase correspondence would help employers identify open positions and help workers connect with these companies. The positive steps taken by these programs and the recommendation for improved communications may help other programs overcome retraining obstacles, especially in remote geographic regions of the country.

Book excerpt: The federal government's experience with adult retraining programs began in 1962 with the passage of the Manpower Development and Training Act and creation of the Trade Adjustment Assistance program. When the 1973 Comprehensive Employment and Training Act expired in 1982, Congress enacted the Job Training Partnership Act. During the 1980s, states developed programs to fill the market gap between perceived need and federally funded services. Evaluation evidence was available for five government-sponsored programs targeted to displaced workers and one program for disadvantaged workers that distinguished the impact of classroom training from that of on-the-job training. Private sector employers made more substantial investments in training programs as shown by private sector retraining programs primarily directed to workers at risk of being displaced from their jobs. Evidence provided by the displaced worker demonstration projects indicated clearly that job search assistance speeded up the reemployment of displaced workers. Results were less favorable for classroom training in vocational skills. Reasonably favorable results for classroom training were obtained. OJT had a more immediate and sustained positive impact on the earnings of both adult women and men than classroom training. Women were usually found to benefit from retraining and other reemployment services at least to the same extent as men. (Appendixes include 17 endnotes and 5 tables. Contains 21 references.) (YLB)

Book excerpt: The purpose of this study was to investigate the decisions and perceptions of Lane Company's dislocated workforce regarding retraining and reemployment programs funded by the Minnie and B.B. Lane Foundation (MBL Foundation), Virginia Employment Commission (VEC), both organizations, or neither organization. Thirteen Lane Company dislocated workers were interviewed utilizing an open-ended questionnaire. The results of this study indicated that the retraining and reemployment needs of Lane Company's dislocated workers were accommodated. However, to accommodate those needs, two organizations were required, the VEC and the MBL Foundation. The VEC was instituted by the federal and state government to provide retraining and reemployment services to dislocated workers via the Trade Act of 1974. The MBL Foundation, a nonprofit organization, was established to provide funding for retraining and reemployment programs to Lane Company's dislocated workforce. Many dislocated workers approached the VEC to apply for retraining, but found that the funding was insufficient or the retraining program they desired was not approved under the Trade Act. The dislocated workers perceived the MBL Foundation as an alternative for supplementary retraining funds and programs they preferred.

Book excerpt: With the U.S. economy continually changing, many workers are dislocated every year-even in times of economic expansion or recovery from recession. According to the Bureau of Labor Statistics, an estimated 2.2 million workers annually were dislocated from their jobs because of business closures or employment cutbacks during the 5-year period from January 1981 to January 1986. In 1982, the Congress created title III of the Job Training Partnership Act specifically to facilitate the reemployment of dislocated workers. The $650 million distributed through the program from its inception through June 30, 1986, has provided assistance to, at most, 7 percent of the eligible workers. To assist the Congress in its oversight of the program, GAO surveyed all title III projects operating between October 1982 and March 1985 to obtain program information concerning: (1) results achieved, such as placement rates and average wage levels; (2) assistance provided to participants, including skill training, direct placement, and support services; (3) characteristics of participants; and (4)program administration. This analysis should also assist the Congress in considering the administration plan contained in the fiscal year 1988 budget proposal to restructure existing assistance to dislocated workers under a new program at a much higher funding level.
