Book excerpt: This paper provides systematic research-based evidence on the usage of the Balanced Scorecard (BSC) concept in Sri Lankan Universities. This typology ranges from the BSC's origin as a multidimensional framework for strategic performance measurement that combines financial and non-financial measures to its advanced usage as an integrated strategic management system. Robert Kaplan and David Norton (1992) present their Balanced Scorecard (BSC) framework as comprehensive techniques for the performance management of their organizations. The BSC widely used method to improve on an organizations performance and it is essential for universities as the centers of education, knowledge creation and knowledge worker evolvement. However, for the evaluation of performance in universities still refers to traditional financial data, which could not understand and influence and defect of performance on a Sri Lankan Universities completely. This study explores to develop of the Balanced Scorecard framework in Sri Lanka Universities and finds that, although universities are increasingly using it. The study consists of all departments under each Management Faculties and achieved an overall response rate of 84.78%. After the Balanced Scorecard is designed, the perception of management staff on its use is also investigated. The results reveal that staff welcomed the use of the Balanced Scorecard.

It helps to solve a big problem in the practice, namely the strategy concept is often brilliant but the realizations fail. The aim of this study is to analyze whether the Balanced Scorecard can solve all problems of traditional accounting systems. To answer this question, firstly, typical problems of traditional accounting systems are studied. Afterwards, the basic concept as well as benefits and drawbacks of BSC are viewed into details. Finally, the limits and difficulties of BSC realization in practice and initiates to avoid the pitfalls are illuminated. It could be stated, that the BSC provides a holistic thinking and a balance between financial and non-financial perspectives: finance, customer, internal business process, as well as learning and growth. It helps organization to implement strategy faster and more effectively. Moreover, BSC supports managers to perform the controlling tasks, namely planning, driving, briefing and monitoring organizational activities. However, the BSC also shows some limitations and difficulties whereby the pitfalls in the practise are based on design and process failures. To avoid these pitfalls useful initiates and special features for practical design of BSC should be implemented. Taking into account this rules BSC could be used as a powerful tool for strategic management accounting.

Over the last two decades, it has evolved from an improved Performance Measurement System to a Comprehensive Performance Management System. Its use has spread globally and it has become an important constituent in modern management practices. Yet, it has delivered mixed results to the organizations adopting it. Researchers are still trying to uncover the reasons for this and develop a better understanding on how to improve the effectiveness of adopting the BSC. This article describes how applying the proper 'research process perspective' could lead to a better understanding. It establishes the premise that the decision to adopt the BSC by an organization is a strategic decision. It further develops the proposition that the insights from research on strategic decision making processes can be utilized to evaluate the actual processes used in adopting the BSC. It is suggested that research based on these propositions could help to uncover some of the relevant factors involved in improving the effectiveness of the BSC. This paper first looks at the importance of BSC in the contemporary business environment, then looks at the problem with the outcome of the adoption of the BSC and finally proposes using insights from the strategy decision making process in tackling this problem. It ends with the Research Hypotheses.

The conclusion and recommendations section summarises the findings and make suggestions for practice and future studies.

Book excerpt: The purpose of this study was to examine the application of the Balanced Scorecard as a management tool within the External and Business Affairs (EBA) unit at University of California, San Diego (UCSD). Specially, the study sought to examine how the Balanced Scorecard was communicated throughout the organization, how the data are used within the organization, and how the data are used for decision making, paying particular attention to the four perspectives of UCSD's EBA's personalized Balanced Scorecard. These four perspectives are financial/stakeholder, internal processes, innovation and learning, and the customer. This descriptive case study, a review of program records, a quantitative survey and qualitative interviews with EBA employees utilizing the constant comparative method and descriptive statistics, identified four lessons learned: the truly informed employees are at the top of the organization and they find value in the Balanced Scorecard, most employees are unaware of availability and usefulness of the Balanced Scorecard data, even an unbalanced Scorecard improves business operations and the annual performance evaluation process is an opportunity to reinforce the Balanced Scorecard. The study includes three recommendations for EBA. The recommendations are EBA leadership needs to communicate the Balanced Scorecard process, outcomes, and application with greater clarity to all employees in the organization; there needs to be an institutional plan for sustainability of the Balanced Scorecard to ensure it transcends the current people and environment; and the Balanced Scorecard process within EBA must be flexible for future organizational evolution.

In the present era of liberalization, privatization and globalization, business environments, financial markets, financial instruments and products have changed drastically. The structural changes and emerging trends associated with the new open regime have rendered the traditional performance measures like Return on Investment (RoI), Residual Income, Economic Value-Added (EVA), etc., which concentrate only on financial performance (ignoring the non-financial aspect), ineffective. The drawbacks associated with such traditional measures have led to the emergence of a new innovative tool of performance management - the Balanced Scorecard.The Balanced Scorecard (BSC) was first developed at Analog Devices Inc., a mid-sized semiconductor company, during 1986-92 and was later popularized by Robert S Kaplan and David P Norton as an Integrated Performance Management System for turning strategy into action, combining both financial and non-financial performance measures. However, until now, very few people in the corporate world actually know how to use this strategic tool of performance management. It has been used successfully only in a very few companies, in a very limited manner, and, that too, mostly outside India. The article deals with the concept, development, basic perspectives and limitations of BSC, from an Indian perspective.Experience shows that linkage of strategy, tactics and related measurement is usually an unplanned endeavor, which lacks some elements even in the best-run businesses. A tool has been developed to address this issue, which is known as BSC. Robert Kaplan and David Norton have used as a performance measurement framework that added strategic non-financial performance measures to traditional financial matrices for managers and executives to have a balanced view of organizational performance. The BSC approach emphasizes the need to provide management with a set of information, which covers all relevant areas of performance in an objective and unbiased fashion. The information provided may be both financial and non-financial and cover areas such as profitability, customer satisfaction, internal efficiency, and innovation.
