Book excerpt: Face à l'échec avéré des politiques autoritaires centralisées de gestion des ressources naturelles que traduit la dégradation de la biodiversité, en Afrique notamment, s'est peu à peu imposée la nécessité d'une révision profonde de l'approche, en particulier en favorisant la réintégration des populations locales comme acteur primordial de cette gestion. Cette " participation ", présentée comme une composante de la démocratisation des systèmes politiques, devrait conduire à une rationalisation effective de l'utilisation des ressources naturelles, assurant leur renouvellement, un développement durable et donc garantissant leur conservation. L'une des pistes empruntées consiste à retrouver les modes de gestion communautaire que la culture juridique coloniale avait arbitrairement condamnés. C'est dans cette perspective qu'un symposium international s'est tenu à Harare (Zimbabwe) en juin 1996 sur le thème de la gestion communautaire des ressources naturelles et le développement durable en Afrique à l'initiative scientifique du Centre for Applied Social Research (Université du Zimbabwe) et du Centre de recherche et d'étude sur les pays d'Afrique orientale (Université de Pau et des Pays de l'Adour), partageant le même souci de rappeler que la gestion des ressources naturelles est d'abord un problème social. S'appuyant sur différentes expériences africaines, il s'agissait de confronter les pratiques en brisant les clivages traditionnels, qu'ils soient scientifiques (agronomes, biologistes, anthropologues, politistes, économistes), linguistiques (francophones, anglophones, lusophones) ou professionnels (universitaires, administrateurs, ONG). Parmi la cinquantaine de communications discutées par une centaine de participants, une sélection a été faite pour rendre compte de la diversité des situations géographiques (du Sénégal jusqu'à Madagascar), des ressources à gérer de manière durable (eau, forêts, faune...) et aussi des résultats, les échecs étant aussi instructifs que les réussites. Cette publication s'inscrit dans un programme de recherche soutenu notamment par le Conseil régional d'Aquitaine.

For the majority of its inhabitants, the capital of Kenya is a transit point rather than a dwelling place. Since its origins, Nairobi has been a city of migrants, more predisposed to their rural roots than to their current city status. It is a non-conforming town, which conceals its urbanity more than it claims it, and whose identity remains evasive. Nairobi presents itself as a mosaic of residential areas which bring to mind the citys history. The racial segregation that stratified the development of the colonial city has today disappeared, but it has given way to a form of social segregation. One must, therefore, not seek a unique identity in Nairobi, but rather, several identitiesthose of different communities that comprise the city and whose dynamics are seen at village and residential estate level. However, Nairobi is also a city that is contradictory. This East African capital city is often associated with slums and crime, and their increase and growth stigmatises the failure of urban policies. Therefore, it is at these cracks and fringes of the city that we should seek out the identities and dynamics that have shaped the city for a century. Nairobi is a fragmented city that can be understood in steps. The 13 contributory articles in Nairobi Today thus reveal the city. This multidisciplinary collective work invites us to gain entry into certain areas of the city, to visit its communities and to familiarise ourselves with its formal and informal institutions. This is a requirement in order to fully understand what makes Nairobi what it is today.

Book excerpt: A timely and important examination of the environmental crises, investigating their biophysical, political, economic, and socio-cultural aspects, that reveals why previous conservation efforts failed. The eastern part of the Mau Forest, the most important closed-canopy forest in East Africa, has come under severe threat since the 1990s. In this political ecology Lisa Fuchs exploring the failure of the government-led forest restoration and rehabilitation initiative to 'Save the Mau', launched in 2009, the author examines two of the most contentious issues in Kenya since colonial times: land and the environment. She sheds light on the structural factors and the role of individuals in the forest's destruction and of non-protection and traces the colonial legacy of post-independent environmental conservation policies and practices. In doing so, Fuchs demonstrates that the Mau crisis is more than an environmental crisis: it is also a political, an economic, and a socio-cultural crisis. Though a detailed empirical analysis, the author shows that the 'Mau crisis' led to the near collapse of landscapes and livelihoods in the Mau Forest ecosystem. She traces the implementation of insufficient conservation programmes, which resulted from historical path-dependency and the adoption of global environmental governance blueprints, forest allocation and benefits, and exposes a forest management system that prioritises commercial forest production over biodiversity conservation. Access and entitlements to the highly fertile forest land, and the amalgamation of forest rehabilitation with the reclamation of grabbed public forest are emphasised as a further core contributor to the crisis. The socio-cultural dynamics within and among various forest-dwelling communities, including the indigenous hunting and gathering Ogiek and 'in-migrant' groups, are also analysed. The book highlights that local types of environmentalism are caught between the 'invention of traditions' and 'perverse modernisation' and shows the contradictory effects of the celebrated, highly anticipated but poorly executed 'Save the Mau' initiative, and how the presence of political will to maintain the crisis conditioned its perseverance. Finally, the book proposes realistic alternatives to sustainable forest management in politicised environments, whose relevance and applicability are considerable in this age of anthropogenic 'environmental' crises and conflicts. This was undertaken under the auspices of the African Union (previously OAU), and the revision was adopted by its Heads of State and Government in July 2003 in Maputo.
