Book Public Administration in South Asia

Download or read book Public Administration in South Asia written by Meghna Sabharwal and published by Routledge. This book was released on 2017-09-25 with total page 521 pages. Available in PDF, EPUB and Kindle. Book excerpt: A state-of-the-art, one-stop resource, Public Administration in South Asia: India, Bangladesh, and Pakistan examines public administration issues and advances in the Indian subcontinent. The book fulfills a critical need. These nations have the largest public administration programs in South Asia, yet existing knowledge on them is fragmented at best. Bringing together leading scholars from these countries, this book provides both an insider perspective and a scholarly look at the challenges and accomplishments in the region. Focusing on the machinery of government, the book explores questions such as: What is the history of public administration development? How are major decisions made in the agencies? Why are anti-corruption efforts so much a challenge? What is the significance of intergovernmental relations? What is the success of administrative reform? What are examples of successful social development programs? How successful is e-government, and what are its challenges? Why is civil service reform difficult to achieve? How is freedom of information being used as a means to combat corruption and invoke grassroots activism? What can be learned from the successes and failures? While public administration practice and education have become considerably professionalized in the last decade, a sufficiently in-depth and well-rounded reference on public administration in these countries is sorely lacking. Most available books tackle only aspects of public administration such as administrative reforms, civil service, economic developments, or public policy, and are country specific. None provide the in-depth analysis of the sphere of public action in South Asia found in this book. It supplies an understanding of how public administration can be either the source of, or solution to, so many of the problems and achievements in the Indian subcontinent.

Book Development and Decay of Public Administration in Bangladesh

Download or read book Development and Decay of Public Administration in Bangladesh written by Fairuj Anica and published by Cambridge Scholars Publishing. This book was released on 2022-03-01 with total page 150 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the development and decay of three generations of public administration in Bangladesh from a comparative perspective. It is a study of the chronological growth of public administration in Bangladesh and reveals how the British “steel frame” of bureaucracy provides the overall basis for the bureaucracy of Bangladesh. After the end British rule, both Pakistan and Bangladesh tried to make their own form of bureaucracy, but both ended up keeping the British form of bureaucracy to some extent intentionally or unintentionally in their own form of bureaucracy. The irony of fate is that both countries failed to retain the position, prestige and glory of the bureaucracy of British India. This study examines the entire gamut of bureaucracy of Bangladesh and recommends some measures which can help develop the overall public administration of Bangladesh.

Book Strengthening Local Governance in Bangladesh

Download or read book Strengthening Local Governance in Bangladesh written by Shuvra Chowdhury and published by Springer. This book was released on 2018-02-23 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the impact of Bangladesh's Local Government Act of 2009 on the functioning of the local governments or Union Parishads (UP), with a particular emphasis on people’s participation and accountability. Throughout the chapters, the authors review the existing legal framework of UP and its relation to social accountability, examine how much of the social participation is spontaneous and how much is politically induced, question the success of the Citizen's Charter and Right to Information acts as mechanisms for social accountability, and present suggestions to remedy some of the problems facing people's participation and accountability in the UP. This book fills existing gaps in the discourse by adding new information to the literature on development research and legal reforms in Bangladesh, specifically in how those legal reforms have led to strengthening or weakening people's participation in local government. The target audience for this book are students and researchers in Asian studies , international development studies, and public administration, as well as practitioners working in the local governments discussed.

This book was released on 2018-06-25 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines public administration in South Asia in the context of rapid changes and modernization of administrative traditions, thoughts, and practices. The existing literature has, however, not given adequate attention to these developments, at least in a single volume. The book describes both the shared administrative traditions of Bhutan, Bangladesh, China, India, the Maldives, Nepal, Pakistan, and Sri Lanka, and how far they have adapted their administrative systems to respond to contemporary administrative and governance challenges. The book studies how national civil service reforms have been carried out in each member state of South Asia and how the national civil service acts and different regulations are being implemented, as well as what are the critical factors associated with the implementation of national civil service acts and reform measures in the region.

Book Administrative Reforms and Governance in Bangladesh

Download or read book Administrative Reforms and Governance in Bangladesh written by Md. Awal Hossain Mollah and published by . This book was released on 2016 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: The aim of this paper is to evaluate the status and impact of reforms in governance which has been taken by various governments in Bangladesh since its independence. In doing so, the paper highlights on two reform packages New Public Management (NPM) of OECD member countries and Good Governance (GG) of donor agencies and its impact on Bangladeshi governance. Bangladesh was a colony of British and Pakistan over two centuries. As a result, at the initial stage of independence; the inherited administrative structure failed to manage the postcolonial economy and expectation of citizens of independent Bangladesh, which hinders to implement most of the reform efforts. Civil-military elitism dominated the bureaucracy that caused the lessening of accountability of the administration; as a result, corruption, inefficiency and ineffectiveness of administration appear to exemplify Bangladeshi governance. The learning lessons for public administration is lack of appropriate political leadership, unrealistic and ambitious reform initiatives, incapacity of government, chaotic political culture, absence of permanent reform institution, and lack of strong political will are responsible for futile to implement any reform initiative. Apart from these, some important elements of New Public Management (NPM) and Good Governance (GG) has been bespoke by recent past governments in governance process through policy initiatives to make the administration more accountable and citizen centric which is a very good sign of good governance in Bangladesh. Therefore, the impact of reform strategies of western world (NPM) and donor agencies (GG) influenced the third world countries like Bangladesh which ultimately transforming the literature of Public Administration to Public Management.
