Raadschelders presents his own overarching theory on the development of government, built around the thesis that centuries of state-making dedicated protecting territory were eventually balanced by a period of nation-building that served the people. This attempt at grand synthesis is admirable but less valuable than his remarkable success in reviewing the field's enormous range of complexity, and variety of viewpoints. This is the most important work appear on the subject since E.N. Gladden's two-volume History of Public Administration (1972). --C.T. Goodsell, Choice Jos C.N. Book excerpt: Although there have been other studies of elite administrators in France, Great Britain, Germany, and Russia, John Armstrong has made the first systematic comparison of their roles, especially their inclination to participate in economic development. Drawing on role theory and theories of socialization and recruitment, he analyzes the influences that family, secondary school, specialized university instruction, and in-service experiences have had on administrators. Currents of ideas, class concepts of appropriate role behavior, and organizational peculiarities are also examined as possible influences. By exploring this subject over a long period—in some cases reaching as far back as the seventeenth century—this book shows how changing definitions of administrators' roles reflect their position in society and permit the exploration of changing socialization processes. The long time span also shows how factors such as administrative intervention can change from being marginally important to crucial in affecting economic growth. From the diverse European experience the author distills five factors which he hypothesizes have exerted a constant positive influence on administrative intervention in economic development, and suggests how these factors might be applied in analysis of other societies. Neither Japan's phenomenal track record in the world marketplace nor its remarkable success in managing its domestic affairs can be understood without insight into how its government bureaucracy works—how its elite administrators are recruited, socialized, and promoted; how they interact among themselves and with other principal players in Japan, notably politicians; how they are rewarded; and what happens to them when they retire at a relatively young age. Yet, despite its pivotal importance, there is no comprehensive and up-to-date study of Japan's administrative elite in the English language. This book seeks to fill that gap. Koh examines patterns of continuity and change, identifies similarities and differences between Japan and four other industrialized democracies (the United States, Britain, France, and Germany), and assesses the implications of the Japanese model of public management. Though many features of Japanese bureaucracy are found in the Western democracies, the degree to which they manifest themselves in Japan appears to be unsurpassed. Koh shows that the Japanese model of public management contains both strengths and weaknesses. For example, the price Japan pays for the high caliber of its administrative elite is the stifling rigidity of a multiple track system, a system with second-class citizens and demoralized "non-career" civil servants who actually bear a lion's share of administrative burden.
